through the league championship, state
championship and will be competing in the
Super Regionals in Cedar Rapids on March
17 – 19. The team has also won two
Rockwell Collins innovative design awards.
Garlic Mustard: Serious
Threat to Iowa’s Woodlands
Riverdale has an abundance of an invasive plant
called Garlic Mustard that is destroying our
woodlands. It is one of many “invasive” plants that
need to be eradicated in Riverdale. If you can help,
or need service learning hours, or know of a Boy
Scout or Girl Scout troop that needs a project please
contact Mayor Paddock at City Hall.
Mayor Paddock is determined to spend many days
pulling the plants and would be happy to show
anyone what the plants look like. If you would like
to work together or on your own let Mayor Paddock

The City will provide garbage bags for those
helping. Do not put this plant in yard waste for pick

Riverdale Alcoa To Become
Arconic
Alcoa will soon spin-off into two companies.
The “A” in Arconic echoes “Alcoa’s
heritage”, the “Arc” represents the “arc of
progress and the continued pursuit of
advancement for customers, employees,
shareholders and communities”, and that the
“conic” speaks to the company’s history of
creating “iconic products and its constant
focus on the next breakthrough innovation.”
The spinoff is expected to take place 2nd half
of 2016.

Yard Waste Pick-Up Season Begins April 4th
Yard waste removal is one of the services the City provides its citizens and is paid for by property taxes.
Yard waste is defined as grass, leaves, flowers, stalks, stems, tree trimmings, branches, and tree trunks that come from a Ri verdale
residence.
Anything less than 2 feet in length and less than 2 inches in diameter needs to be in paper bags or containers and must not weigh
more than 35 lbs.
Larger tree trimmings shall be laid neatly in tied Bundles with a maximum weight of 35lbs.
Contractor shall be obligated to collect no more than what can reasonably be expected from a sing le home per week from each
Residential Unit.
Please Help by Remembering…
• Residents are responsible for yard waste to the center of the street along their property lines.
• Make sure grass clippings and yard waste that find their way to city streets is blo wn back into your yards. Don’t leave it in
the street or sweep it into storm drains. NPDES VIOLATION!
• Yard Waste must be at the curb properly discarded for Monday pick-ups by 6 a.m. (This does not mean they will pick it up
at 6 a.m.)

March 1, 2016
Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on March 1, 2016. All stood for the
Pledge of Allegiance.
Roll Call:
Present: Channon, Seaberg, Hupp and Littrel. Halsey was absent. Also present Riverdale Fire Chief Floyd Bruns, and
Maintenance George Miller.
Agenda:
Mayor Paddock asked to remove the first item under Unfinished Business, Snow Removal Contract. Channon moved to
approve the agenda with the change seconded by Hupp. All ayes motion carried.
As Part of the National Pollutant Discharge Elimination System (NPDES) requirements Riverdale
Provides Important Information to their Citizens On Stormwater Runoff.
What is Stormwater Runoff? Stormwater runoff occurs when precipitation from rain or snowmelt flows over the
ground. Impervious surfaces like driveways, sidewalks, and streets prevent stormwater from naturally soaking into
the ground.
Why is Stormwater Runoff A Problem? Stormwater can pick up debris, chemicals, dirt, and other pollutants and
flow into a storm sewer system or directly to a lake, stream, river, wetland, or coastal water. Anything that enters a
storm sewer system is discharged untreated into the waterbodies we use for swimming, fishing, and providing
drinking water.
What are some of the Effects of Polluted Stormwater? Polluted stormwater runoff can have
many adverse effects on plants, fish, animals, and people. It starts in our own driveways and on our lawns.
Fertilizers, household hazardous wastes like insecticides, pesticides, paint, solvents, used motor oil, and other auto
fluids can poison aquatic life. Land animals and people can become sick or die from eating diseased fish and shellfish
or ingesting polluted water.
In addition, yard clippings and leaves can wash into storm drains and contribute nutrients and organic matter to
streams.
Polluted stormwater often affects drinking water sources. This, in turn, can affect human health and
increase drinking water treatment costs. This is one reason you see many Cities starting a storm water utility.
In the upcoming Newsletters we will begin a series of “Stormwater Pollution Solutions” in hopes that EVERYONE
will become a good steward of our environment.
Congratulations Floyd Bruns on 40 years of Service!
Chief Floyd Bruns has served the City and the Volunteer Fire Department for over 40 years! His volunteer dedication
to both the fire department and the City is appreciated. Dedication that is most admirable in a day when it is hard to
find volunteers.
In forty years he has been dedicated to 3 hours a week or more training, fighting fires, working auto accidents, hazmat
situations, teaching, and countless things for the City. There are times he comes in before or after work or weekends
to fill out paper work, repair something, change the oil, design, plan or install something for the fire department or
city asking for nothing in return. There is no telling how much time he spends at home preparing. He is a creative,
innovative, selfless, and a strong behind the scenes kind of man. He is a role model and a pillar of the community.
“Thanks”, seems so inadequate, but we want to say, “Thank you Floyd for your committed service both past and
future!”

Public Communications To The Council:
Fire Chief Floyd Bruns wanted to thank the Scott County Sheriff’s Office and the Bettendorf Police Department for their
part in the controlled fire burning of the house on Belmont Rd. Chief Bruns thanked Gypsum Supply and Fireplaces Plus
for donating pallets for the controlled burn. Chief Bruns said it was a very successful day and excellent training for the
Riverdale Fire Department. The Riverdale Fire Department also had an opportunity to do Search and Rescue Training at
Jumer’s Lodge.

• Seaberg moved to approve Resolution 2016 – 4 A Resolution Authorizing The Transfer Of Funds For The Fiscal
Year 2015-2016. Seconded by Channon. All ayes motion carried.
A RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS FOR THE
FISCAL YEAR 2015-2016
HEREAS, the City of Riverdale has operational transfers that are budgeted to be made;
and
HEREAS, the City Council of the City of Riverdale, Iowa, wishes to make the needed
transfers; and
WHEREAS, the City Clerk/Treasurer has submitted the following list of transfers
needed.
Section 1. That the City Clerk is hereby authorized to transfer $16,693.00 from the TIF Urban Renewal Fund to the General Fund.
Section 2. That the City Clerk is hereby authorized to transfer $95,000.00 from the Local Option Fund to
The General Fund.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City Riverdale, Iowa, that the City Clerk/Treasurer is directed to make these
recommended transfers.
BE IT FURTHER RESOLVED, that the Mayor and City Clerk/Treasurer are hereby authorized and directed to execute said resolution.
• Hupp moved to table Resolution 2016 – 3 A Resolution Establishing A City Of Riverdale Investment Policy until
all corrections are completed by the Riverdale City Attorney. Seconded by Channon all ayes motion carried.
• Mayor Paddock presented the minutes from the Planning and Zoning meeting dated February 23, 2016 which
included recommendations in red from Attorney Steve Hunter for revisions to the Zoning Ordinance. Hupp
moved to proceed with the recommendations from Planning and Zoning and to move forward with changes to the
Ordinance to be prepared by Attorney Hunter. Seconded by Seaberg. All ayes motion carried.
• Channon moved to table Discussion And Possible Action on setting date for a Public Hearing to add Warehouse
District to C2. Seconded by Seaberg. All ayes motion carried.
• Mayor Paddock stated she was chosen to receive this year’s Eddy Award for her part in the MRT. The Awards
Banquet, hosted by River Action, will be held at the Modern Woodmen Park on April 22, 2016. Mayor Paddock
felt the MRT was a joint effort and would like to include past Mayors who played a part in the MRT as well as the
MRT Committee, Riverdale City Council and spouses. Hupp moved to approve for the city to pay for past
Mayors, MRT Committee members, Riverdale City Council, and spouses to attend the Awards Banquet.
Seconded by Seaberg, all ayes motion carried.
COMMUNICATION FROM COUNCIL AND OTHER OFFICIALS:
• Channon and Hupp will begin working on the new Snow Removal Contract for the city.
• Mayor Paddock thanked Jim Beran for spending half a day in the office helping sort through all the oversized
documents and maps.
• Littrel stated D&S will be out to do street cleaning at the end of March.
• Mayor Paddock reminded council of the Capital Improvement Meeting on March 8 at 6:00 p.m.
• Mayor Paddock congratulated Alcoa for receiving the Silver Level Bicycle Friendly Business Award.
• Mayor Paddock received a thank-you from the Iowa Caucus for allowing them to use the Community Room for
the Caucus.
• Mayor Paddock stated the Riverdale Spring Clean-up will be on May 14, 2016.
• Mayor Paddock reported on the Coyote Hunt. The traps were set today, March 1, 2016 and will be in place until
the end of March. The traps are on the Welch property and the wooded area directly behind cit y hall. Traps will
not be placed on Alcoa’s land at this time due to the nesting season for the Bald Eagles.
• Channon made a motion to adjourn at 7:48 p.m. Seconded by Seaberg. All ayes motion carried.

UNFINISHED BUSINESS:
• Change Order No. 4 was presented from Valley Construction for the MRT Phase II project. Halsey moved to
approve the Change Order seconded by Littrel. Channon had questions concerning the Change Order. Channon
moved to table Change Order No. 4 until the next council meeting, seconded by Littrel. All ayes motion carried.
• Mayor Paddock suggested 2 changes to the Snow Removal Contract. Halsey moved to approve the Snow
Removal Contract with the changes, seconded by Littrel. All ayes motion carried. The Snow Removal Contract
will go out for sealed bids.
• Mayor Paddock presented Resolution No.2016-3. Section 5 – Depositories was changed from $2,000,000 limit in
a financial institution to $4,000,000 per financial institution. With that change Channon moved to approve

Resolution No. 2016-3 A Resolution Establishing A City Of Riverdale Investment Policy. Seconded by Halsey.
All ayes motion carried. This resolution will be posted in the outside bulletin boards at City Hall due to the length
of the Resolution.
• Attorney Steve Hunter completed Ordinance 2016-199 that refers to the changes to be discussed at the hearing
and will be posted in the Cities 3 posing locations. Channon moved to hold a Public Hearing on April 19, 2016 at
7:00 p.m. concerning adding Special Provisions to C2 Warehouse. Seconded by Halsey all ayes motion carried.
• Halsey moved to approve the introduction of Ordinance No. 2016-199 An Ordinance Amending Articles VI-A
And IX Of The Zoning Ordinances Of The City Of Riverdale, Iowa. Seconded by Channon. All ayes motion
carried.
NEW BUSINESS:
• Channon moved to approve City Officials attending the Municipal Leadership Academy seconded by Halsey. All
ayes motion carried.
• Halsey approved to move the bus stop in Haven’s Acres from its present location to around the corner to face
Kensington St. Seconded by Channon all ayes motion carried.
• Halsey moved to have Dale Hupp serve as the Grand Marshall of the Riverdale 4th of July Parade seconded by
Littrel. All ayes motion carried.
• Channon moved to approve the salt purchase for the 2016/2017 snow season. We are waiting to hear from
Bettendorf on how much salt is left from this season. When that number is received we will order an amount to
not exceed 250 ton in storage. Seconded by Halsey. All ayes motion carried.
• Mayor Paddock discussed the Iowa DOT Project Patching on US 67. Mayor Paddock spoke with the DOT and
relayed the many complaints. Hawkeye Construction started the project earlier than they were supposed to and
were supposed to notify the businesses and residents affected 1 week before the project was to begin. This was
not done. There was discussion of a manhole that the DOT said was not in their project bu t must be something
one of the businesses has worked out with Hawkeye. Mayor Paddock said the business would need to apply for a
permit before they could begin and that Manhole covers have to be adjusted if concrete is replaced or added.
• Littrel moved to place Bi-State Trail Counters in June and Riverdale would accept the liability for the counters.
Seconded by Halsey. All ayes motion carried.
• Littrel needs supplies to create a portable 3 hole mini golf site for the Ride The River event on Father’s Day in
June. River Action is supplying the carpet. Littrel is creating a Pop-Up Park in front of the Alcoa Learning Center
for this event. Halsey moved to approve the purchase of supplies needed seconded by Channon. Channon – aye,
Halsey – aye, Littrel – abstain. Motion carried. This 3 hole mini golf will also be used during the Riverdale 4th of
July festivities.
• Halsey moved to approve for Maintenance George Miller to purchase dirt, sod or spray seed for the grass area that
was disturbed during the repaving of the parking lot entrance at city hall and along Manor Dr. Seconded by
Channon. All ayes motion carried.
• Halsey moved to approve Riverdale purchasing trash bags for the purpose of removing invasive weeds around
Riverdale. Seconded by Channon. All ayes motion carried. Mayor Paddock is going to ask residents to help
remove invasive weeds and wants to have trash bags available for those willing to help.
COMMITTEE REPORTS:
• Channon is going to meet with Cribbs Landscaping on Monday March 21, 2016 to finalize and si gn the mowing
contract.
• Mayor Paddock noted that the permeable parking lot near the MRT Phase II needs to be vacuumed two times per
year. Littrel will check with D&S Street Cleaners if they provide that service. The other option would be to
borrow the street sweeper that Davenport uses for their permeable parking lots.
COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS:
• Mayor Paddock stated the Alcoa plant will soon be called Arconic.
• Mayor Paddock stated the Quad Cities will be hosting the 2018 Mississippi River Cities and Towns Annual
Mayors Conference.
