Warning!
It has been reported that some
residents are not coming to a
full stop, or not stopping at all at residential
stop signs. If this continues to be a problem
the sheriff will be out monitoring and
possibly writing tickets.
Many Riverdale residents have been
helping pull the invasive weed called
garlic mustard. Garlic Mustard can
take a forest down in ten years. We
have pulled over 30 bags. This effort
will help save our wooded areas. There
is still some garlic mustard out there
but thanks to these citizens we have
put a dent in removing it.
Trash bags and gloves may still be
picked up at City Hall if anyone would
like to help continue with this effort.

watch Riverdale firefighters compete with
other area firefighters during the Annual
Riverdale Water Fights.

Riverdale To Participate in 32nd Annual Ride the River Event
Riverdale will be participating in this year’s Ride the River Event with River Action and other Quad Cities.
Online registration can be done at Riveraction.org or by calling 563-322-Ride.
• Registered riders can purchase helmets for $5.
• The first 500 kids registered receive a free bike bell.
• Riverboat and Arsenal Bridge Crossings need to be scheduled
• Riverdale will be hosting a “Pop up Park” at Alcoa Learning Center
• Our very own Councilmen are building a small putt putt course
• Cribbs Landscaping will provide all the plants and trees for the park
• Charlie Harper will be bringing his antique “Ordinary” Bikes and bikes from the 1800’s
• 50/50 raffle, tickets can be purchased now and will be drawn at Ride the River headquarters at end of
day. Proceeds split between the Quad City First Bridge project and Riverdale Fire CPR device.

May 3, 2016
All stood for the Pledge of Allegiance.
Mayor Paddock opened the Public Hearing regarding the Riverdale 2015/2016 Budget Ame ndment at 7:01 p.m. on May 3, 2016. All council
was present. There was no public in attendance and no written correspondence was received. It was moved by Halsey to close th e Public
Hearing at 7:03 p.m. seconded by Hupp. All ayes motion carried.
Mayor Paddock opened a regular session of the Riverdale City Council at 7:03 p.m.
Roll Call:
Present: Channon, Hupp, Seaberg, Littrel and Halsey.
Agenda:
Channon moved to approve the agenda for May 3, 2016 seconded by Halsey. All ayes motion carried.
Grass Clippings & Yard Debris
Another BIG THANKS to residents who help our City comply
with federal mandated storm-water management by blowing
their grass clippings and yard debris back into their yards after
mowing.
When clippings, seeds, and debris end up in the street they are
carried into our storm drains. The requirement of cleaning the
storm drains is an added expense to our city which comes from
your city taxes.
Yard waste pick up is FREE to Riverdale residents! Yard
Waste should be placed in Kraft paper bags or loose in garbage
cans (not weighing more than 50lbs) for pickup at the curb by
7a.m. on Mondays. Sticks or branches need to be tied and
bundled in lengths not to exceed 4 feet.

LANDSCAPE WASTE BURNING REMINDER!!!!
• Be considerate of your neighbors
• Only burn yard waste from your property
• Adult attendance is required
• Must have a reachable water source nearby
• Must be completely extinguished from dusk to dawn
• Burn barrels are not allowed
• May not burn in City Streets or on City property
• Must be 20’ from property line or structures
We do not want to lose this privilege due to a couple of
people who refuse to abide by the law. The Sheriff has
been instructed to write citations for burning infractions.

Mayor Paddock noted a warrant was received from Progr io for the digitizing of the city maps in the amount of $467.92. Midland
Communications was on the agenda for approval of purchasing a new phone system. This item was approved at a previous council meeting;
however Midland needs payment in the amount of $4,108.08 before the installation begins. Mayor Paddock asked to include Progrio and
Midland Communications to the Claims List.

The 2015/2016 Riverdale City Budget be amended and approved. The City Clerk is directed to file all pertinent forms and
information to the County Auditor.

Halsey moved to table to a later date seconded by Seaberg. All ayes motion carried.
• There was discussion on building a Maintenance Building in Riverdale. Mayor Paddock suggested creating a spec sheet and perha ps
making this a 2017 project. Halsey moved to table the discussion to a later date seconded by Channon. All ayes motion carried.
• Channon moved to approve an Alcohol Request for May 17, 2016 pending their proof of Insurance. Seconded by Hupp all ayes
motion carried.
• The Riverdale Fire Department asked for approval to cut down two trees in the wooded area behind city hall for training purpo ses.
Seaberg moved to approve this request seconded by Halsey. All ayes motion carried.
• The Riverdale Fire Department Report for March 15, 2016 through April 19, 2016 was presented.
• The purchase of a new phone system was presented and approved at an earlier meeting.
• No action on amending the Cribbs Landscaping Contract to include the MRT areas.
• No action on purchasing a new scanner for the Laserfiche system. It seems to be working fine now.
COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS:
• Mayor Paddock stated she and George Miller will be attending a meeting on NPDES in Iowa City on May 5, 2016.
• Littrel stated the property next to his home is still not being mowed.
• Mayor Paddock placed new information concerning Open Meeting Laws in everyone’s packet to review.

RESOLUTION NO. 2016-8
RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO SIGN AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CITY OF RIVERDALE AND THE CITY OF BETTENDORF FOR
THE MAINTENANCE OF BELMONT ROADWHEREAS, the Cities of Riverdale, Iowa and Bettendorf, Iowa have had an agreement for the
maintenance of Belmont Road, and
WHEREAS, said agreement needs to be updated.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA that the Mayor and City Clerk are
Hereby authorized and directed to sign an updated intergovernmental agreement between the City of Riverdale and the City of Bettendorf for the
maintenance of Belmont Road.
BE IT FURTHER RESOLVED that said agreement shall be evaluated and updated three (3) years from the date of this revision.
NEW BUSINESS:
• Hupp moved to approve to authorize the Mayor and City Clerk to contract with Consultant Brent Hinson to update the Riverdale
Nuisance Abatement Ordinance and other consulting items as necessary. Seconded by Littrel all ayes motion carried.
• Littrel moved to approve authorizing the Mayor and City Clerk to sign an Intergovernmental Agreement with the City of
LeClaire, Iowa for mowing the steep hillside along Valley Drive within Riverdale’s city easement. Seconded by Hupp
all ayes motion carried.
• Littrel moved to table installing a meter for the water fountain located at the MRT Trail in front of the Alcoa Learning Cent er until
the Special Meeting dated May 24, 2016 at 6:00 p.m. seconded by Ha lsey all ayes motion carried.
COMMITTEE REPORTS:
• Halsey reported on the excellent job that Maintenance George Miller did removing damaged and falling limbs on a tree in
Haven’s Acres.
COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS:
• Mayor Pro-Tem Channon noted the increase for Iowa American Water.
• Mayor Pro-Tem Channon reminded council of the Public Hearing concerning TIF is June 7, 2016 at 7:00 p.m.
