Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on November 1, 2016. Roll Call: Present: Channon, Hupp, Seaberg, Littrel and Halsey. Also present Attorney Dan Kresowik, Attorney Mike Meloy, Paula McIntosh, Steve Townsend, don Fisher, Teri Stickler, Bill and Kayla Briesch, Mark Griswold, Eric Syverud, and Maintenance George Miller arrived after start of meeting. Agenda: Mayor Pddock asked for the first two bullets under New Business to be removed from the Agenda. Channon moved to approve the agenda for November 15, 2016 seconded by Seaberg. All ayes motion carried. Public Communications To The Council:.  Steve Townsend commented about the coyotes at the top of the hill, not a problem at the present.  Mayor Paddock referred to letters in the Council packs to review from Steve Townsend, Leslie Gould and Adam Gullion, and they will be forward to the Planning and Zoning Committee.  Paula McIntosh passed out an invoice from Stanley, Lande and Hunter to show the Mayor has been checking on termination procedure. Minutes October 18, 2016: Cheryl Channon made corrections to the minutes dated October 18, 2016. In Communications To The Council line 2 “has” should be “have” and under New Business, 4th bullet, 6th line should read “The City Office, Seaberg moved to approve the minutes for October 18, 2016 with said changes seconded by Littrel. River Valley uses snare traps and blow darts to euthanize the coyote. They charge $100 per animal and have 3 1,000,000 insurance policy. Christman charges $200 per animal and does not have insurance. The City would have to provide insurance to Christman. A question was asked about experience and the Mayor commented River Valley has been hunting a long time and very successful with coyotes. Hupp mad e a motion to use River Valley Wildlife with proof of kill or catch for 6 months with a limit of $800, seconded by Halsey. All ayes motion carried.  The Council discussed Replacing Light Fixtures In Community Room with LED lights. Ballasts are going bad and Maintenance George Miller would like to replace the ballasts with LED ballasts. Halsey questioned the cost and the total needed before going forward. Hupp made a motion to table replaceing light fixtures in Community Room until more information is obtained seconded by Halsey. All ayes motion carried. NEW BUSINESS:  Public Hearing Date For Budget Amendment 2016-2017 Riverdale City Budget was set for December 6, 2016 at 6:30 p.m. The Amendment is for Planning and Zoning and the fire Department. Littre l made a motion for December 6, 2016 at 6:30 p.m. for the Public Hearing to Amend the 2016 -2017 Budget, seconded by Seaberg. All ayes motion carried.. COMMUNICAITONS FROM COUNCIL AND OTHER OFFICIALS:  Seaberg inquired about the City Directory. There are only a few responses, Seaberg suggested calling residents and put another notice in the Newsletter.  Mayor Paddock stated Volunteers are still needed for putting up Christmas lights. A student from Pleasant Valley High School has volunteered to get service hours, and her mother and a friend will help with the lights. Lights will go up November 12, 2016 at 9:00 a.m. with a rain date of November 13, 2016 at 1:00 p.m. Please call City Hall and let us know if you can lend a hand.  Hupp thanked the Hiles for the Blue Spruce tree that was transplanted at City Hall.  Mayor Paddock informed the Council of the passing of Rich Nelson,October 19, 2016, Ken Mahler, October 29, 2016 and past resident, Thelma Ehredt, October 25, 2016..  Mayor Paddock reminded everyone that Planning and Zoning has scheduled a Public Hearing at 6:30p.m. November 9, 2016. Final recommendation will be determined and sent to the Council. The Mayor will be sending a letter to all residents explaining everything.  Seaberg moved to adjourn at 7:20 p.m. and Enter Closed Session For Evaluation Of The Professional Competency Of An individual Whose Performance Or Discharge Is Being Considered To Prevent Needless And Irreparable Injury to That Individual’s Reputation Pursuant to Iowa Code Section 21.5(1)(i), For Which the Individual Has Requested A Closed Session. Seconded by Littrel. All ayes motion carried. Mayor Paddock said there would be a 5 minute break to clear the room.  Re-Convened into Open Meeting at 10:15p.m. and Littrel made a motion to give the City Clerk, Paula McIntosh a 2 month probation to see how the Mayor and City Clerk work together at which time will revisit the problems with a closed session and final action on January 3, 2017, seconded by Halsey. Public Communications To The Council:  Wendy Syverud inquired as to what happened at the entrance to Manor Dr. Seaberg said the incident was caused by a semi-trailer turning around. Seaberg stated the incident was caught on camera and t he Deputy Sheriff is aware of the incident and called the trucking company who will repair the damage in the next couple days. Seaberg also thanked Julie Naab for seeing the incident and calling Seaberg immediately. Seaberg requested Julie be recognized in the next Newsletter as a “Thank You” for being diligent and encourage residents to do the same.  Kevin Adams thanked council for the informative packets sent to residents regarding rezoning. 4  Dallas Paustian inquired as to when the curbs and streets wil l be done. Paddock stated the project was tabled till next year  Teri Stickler stated that Paula McIntosh was in intensive care at Trinity and asked she be in our thoughts.  Julie Naab asked where she should park at Peggy’s Park. Moved by Seaberg, seconded by Halsey to hold the Publi c Hearing on December 6, 2016, at 7:00 p.m. All ayes, motion carried NEW BUSINESS:  Harry Pelton’s term ends December 31, 2016 and he does not wish to serve another term. Michael Mangels has agreed to fill the position. Chair Dean Hiles requested Michae l attend the November meeting to acquaint him with next year’s planning. Motion by Seaberg, seconded by Hupp to approve Michael Mangels a member of the Board of Adjustment for a five year term beginning January 1, 2017.. All ayes, motion carried.  Mayor Paddock passed out revised 2016 Annual Report. Due to questions regarding the Report, Halsey moved and Seaberg seconded to table the discussion and schedule a special meeting on November 22, 2016 at 5 p.m. to review, finalize and approve the Report and the U rban Renewal Report.  Linda Hupp moved and Littrel seconded to approve Resolution 2016 -22 Obligating Funds From the City of Riverdale State Street Urban Renewal Tax Revenue (TIF) Fund For Appropriation To The Payment Of Annual Appropriation Tax Increment Financed Obligations Which Shall Come Due In The Next Succeeding Fiscal Year. All ayes, motion carried.  Judy Hiles inquired about the July 2017 Council meeting normally schedule the 1 st Tuesday of the month which falls on July 4th. Seaberg moved and Littrel seconded to schedule the first July council meeting to Wednesday, July 5, 2017. All ayes, motion carried. COMMUNICATONS FROM COUNCIL AND OTHER OFFICIALS:  Linda Hupp reported the following individuals helped with the Christmas Decorations: Joe & Sally Stewart, Craig Clark, George Seabereg, Byron Kime, Cheryl Channon, Doug Littrel, Linda & Dale Hupp, Sonya Paddock. Seaberg called for assistance this year and offered to make calls next year for volunteers.  George Seaberg reported status of the Phone Book and that he has not received information as expected. Motion by Hupp seconded by Littrel to print the phone book with the changes that have been received.
