I believe there has been some confusion as
to payment of sewer bills. Checks are still
an acceptable way to pay. However, if you
choose to pay by cash you must have the
exact amount or apply any overage to your
next sewer bill.

RIVERDALE CITY COUNCIL MINUTES October 4, 2016
All stood for the Pledge of Allegiance.
Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on October 4, 2016.
Roll Call:
Present: Channon, Hupp, Seaberg, Littrel and Halsey. Also present Riverdale Maintenance George Miller,
Bill Briesch, Don and Pat Fisher, Teri Stickler, Eric Syverud, Jim Tucker, Julie Naab, Dennis and Bonnie
Keeley, Marie Randol, Steven Townsend, Jamie Long, Dale Hupp, Mark Griswold, Julie and Jeff Meyers,
Nick Wagner and Christian Cooper from MSA.
Agenda:
Littrel moved to approve the agenda for October 4, 2016 seconded by Halsey. All ayes motion carried.
Presentations:
Nick Wagner from MSA presented an update on the Bellingham Rd. Project. As requested by City of
Riverdale, MSA performed an evaluation of the different rehabilitation/reconstruction options of Bellingham
Rd. The evaluation rates the condition of the existing street, compares rehabilitation/reconstruction options.
Pros vs. cons. Estimates life expectancy of each option, and provides cost estimates for the different options.
Nick presented the table to show the options as well as a map depicting Bellingham Rd. These options and
costs will be considered by the council.
Public Communications To The Council:
Jim Tucker stated there is an area near his home and Don Fisher’s home that is owned by Alcoa. Alcoa
cleared an overgrown area a few years ago and now the ground has settled and there are stumps that he is
hitting with his lawn mower. Mr. Tucker asked if the city would contact Alcoa and ask to have these stumps
removed. Mayor Paddock will check into this matter. Mr. Tucker also asked if it would be possible to
consider keeping the lots on the Welch property the same size as the lots that are on Circle. Mayor Paddock
stated this was an option that Attorney Steve Hunter spoke about.
Marie Randol asked if Alcoa had been approached about paying for the rehabilitation/reconstruction of
Bellingham Rd. Mayor Paddock stated Alcoa is a taxpayer as well and they are not the only ones that use
Bellingham Rd.
Bonnie Keeley asked if we could do New Business before Unfinished Business. Mayor Paddock responded
“no” the agenda has been approved as is.
Steven Townsend had several comments about developing the Welch property. Mr. Townsend feels that the
developer wants it to look like Deerbrook not Riverdale. Bettendorf has a police department all we have is
County protection. The new development will most likely want high speed internet, more power lines. Where
do the new power lines come from? LeClaire has a bad sub division is Riverdale going to make sure that
does not happen? The contractor plans on 7 cul de sacs. Pushing snow in a cul de sac is difficult. There will
be much clearing and grubbing. Riverdale has a burn ordinance. How will the
builder do all the clearing? The Welch property has a large amount of wildlife, what happens to all of that?
Julie Meyers asked if there has been discussion about TIF. Mayor Paddock stated that was not on the agenda
and would not be discussed. Julie replied it was in the School Board Minutes and asked again if it was being
considered. Mayor Paddock stated there was a conversation with School Board President Dr. Spelhaug and
stated that Riverdale had not spoken about TIF at this time.
Minutes September 20, 2016:
Halsey moved to approve the minutes from the meeting dated September 20, 2016 seconded by Seaberg. Roll
call vote: Channon – aye, Hupp – abstain, Seaberg – aye, Littrel – aye, Halsey – aye. Motion carried.

UNFINISHED BUSINESS:
Jamie Long from My Place attended the meeting to state she would like to have her Alcohol License renewed
and approval of and Outdoor Liquor License. Halsey moved to approve the Alcohol and Outdoor Alcohol
License for My Place seconded by Littrel. All ayes motion carried.
Channon moved to approve the third and final reading of Ordinance No. 2016 -200 An Ordinance Amending
The Code Of Ordinances Of The City Of Riverdale, Iowa, By Amending Provisions Pertaining To Litter.
Seconded by Hupp all ayes motion carried.
Halsey moved to have River City saw cut and remove 3 foot on 3 sides of the basketball court at Peggy’s Park
and to remove the concrete not to exceed $1,000.00 Seconded by Hupp. All ay es motion carried.
Halsey moved to hire Seal & Stripe, Inc. to relocate the bus stop from the corner of Sycamore to the corner of
Kensington for $975.00 seconded by Seaberg. All ayes motion carried.
Hupp moved to hire Uretek to stabilize a catch basin at the end of Fieldcrest. There has been settling there and
the Uretek product will seal it up and keep it from deteriorating any more. Seconded by Seaberg. All ayes
motion carried.
NEW BUSINESS:
Hupp moved to hire a consultant for future public meetings and Volunteer Committee Meetings seconded by
Seaberg. All ayes motion carried.
Mayor Paddock will have a Consultant review our Urban Renewal Plan. This will be discussed at a later
meeting.
MSA presented their report on Bellingham Rd. no action taken.
Littrel moved to have Bi-State write a RISE Grant for Bellingham Rd. seconded by Halsey. All ayes motion
carried.
Proposals from Seal & Stripe, Inc. for street and curb repair were presented. Halsey will ask Riverdale resident
Shannon Musal to attend the next Riverdale Council Meeting and give advice on the best approach to repair the
curbs and cracks in the roads. Halsey moved to table Street and Curb repairs until the next meeting seconded by
Hupp. All ayes motion carried.

Littrel moved to appoint Athena Smith to fill vacancy on the Board of Adjustment due to the resignation of
Jenny Staub who’s term would have been up on December 31, 2016. Athena will then hold this position for the
next 5 year term December 31, 2021.
Mayor Paddock added “Discussion on The Welch Farm Commercial Piece” to the agenda to start conversation
about what council might want to do.
COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS:
Littrel asked about the homeless person living on Scott Community College property. Mayor Paddock stated the
college is aware of this person.
Hupp stated Melton’s will start with tree removal soon.
George Miller stated the stumps at city hall are gone.
Cribbs Landscaping will start the work on Manor Dr. this week.
George Miller will take the horse shoe pins out at Bicentennial Park tomorrow.
Halsey moved to adjourn at 8:11 p.m. seconded by Seaberg. All ayes motion carried.

RIVERDALE CITY COUNCIL MINUTES
October 18, 2016
All stood for the Pledge of Allegiance.
Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on October 18, 2016.
Roll Call:
Present: Channon, Hupp, Seaberg, Littrel and Halsey. Also present Riverdale Maintenance Geor ge Miller, Bill and Kayla
Briesch, Don Fisher, Teri Stickler, Eric and Wendy Syverud, Jim Tucker, Julie Naab, Marie Randol, Steven Townsend,
Jim Beran, David Welch, Bill Christman and Shanon Musal.
Agenda:
Halsey moved to approve the agenda for October 18, 2016 seconded by Seaberg. All ayes motion carried.
Presentations:
Shanon Musal attended the meeting to discuss street repairs/replacements with the council. Shanon works for Bettendorf
Streets Department and is a Riverdale resident. Shanon presented a street report spread sheet created by the Iowa
Department of Transportation that listed all the streets in Riverdale and details about each street such as length, width,
surface type and etc. Shanon also had a map showing each of the streets and condition of each street. Different types of
repairs and reconstructions were discussed. Shanon explained to council how important it is to maintain the new concrete
on Manor, Circle, Windsor, Fieldcrest and Elmhurst. If the cracks in the new roads are blown out and filled it makes the
life of the road much longer. This is the very end of the construction season so any plans for reconstruction or
replacement could not begin until next spring. The council will take all that was discussed into consideration and make
plans and budget as needed.
Public Communications To The Council:
Eric Syverud asked about the repairs/reconstruction on Bellingham Rd. and if the business’s along Bellingham have been
complaining about the condition of the road. Mayor Paddock stated there have been calls about the condition of the road.
The worst area is from the railroad tracks to Highway 67.
Steve Townsend asked if he could still pay his sewer bill by check, the article in the newsletter was confusing. Mayor
Paddock explained the new cash policy. You can pay by check and there will be another article in the newsletter to
hopefully clear up any misunderstanding on making sewer payments.
Marie Randol stated she and Mayor Paddock had a discussion about having Bi -State come to a meeting and discuss TIF
and it was not on the agenda and asked if it could be on the next agenda. Mayor Paddock stated the next agenda would
not work. Ms. Randol asked why Alcoa could not be assessed for the cost of repairs to Bellingham Rd. Mayor
Paddock explained no one else has been assessed for new roads in Riverdale and therefore could not assess
Alcoa.
Jim Beran stated he had been to the Auditor’s office and picked up paperwork that explains everything you
need to know about TIF and PUD.
Bill Christman attended the meeting and spoke about coyote hunting. Mr. Christman did the coyote hunt for
Riverdale in the spring of 2016. There have been lots of coyote sightings in the Haven’s Acres area and the
council will be discussing the hunt in the Haven’s Acres, Alcoa area later in the meeting.

Minutes October 4, 2016:
Mayor Paddock made corrections to the minutes dated October 4, 2016. In Public Communications 5th
sentence says “Welch property the same size as the lots that are on Circle” should say “Keeping the lots on
the Welch property that butt up against Circle the same size as the lots on Circle.” Last line in Public
Communications should read “Riverdale Council” not just Riverdale. Last bullet in New Business should say
“Mayor Paddock “commented on” not “added”. Channon moved to approve the minutes for October 18, 2016
with said changes seconded by Littrel. All ayes motion carried.

Hupp moved to approve Mayor and Council to attend the Bi-State Regional Commission’s 50th
Anniversary Celebration on October 26, 2016. Seconded by Halsey. All ayes motion carried.
There were two bids for Coyote Trapping. Littrel asked if someone from River Valley Wildlife could
attend a meeting to speak to council since Bill Christman had attended this meeting with his
presentation. Mayor Paddock stated they would be called and asked to give a presentation. Halsey
moved to table Coyote Trapping to the November 1, 2016 agenda. Seconded by Littrel. All ayes
motion carried.
Hupp moved to approve Dean and Judy Hiles to create 225 Riverdale 2017 calendar’s seconded by
Seaberg. All ayes motion carried.
Mayor Paddock asked to schedule special meeting dates and Public Hearing dates. A Closed Session
will be scheduled for 6:00 p.m. on November 1, 2016 for an employee review. The Planning and
Zoning (P& Z) Public Hearing is October 25, 2016 concerning the R1-A Zoning. P& Z will then send
their recommendations to the City Council and Riverdale City Council will hold a Public Hearing
concerning the R1-A Zoning on November 15, 2016 at 6:00 p.m. Mayor Paddock reminded everyone
the City Office will be closed on November 24th and 25th 2016. Due to much public interest Jim Holz
and Nick Wagner from MSA will hold a tentative informational meeting about TIF on December 1,
2016 at 6:00 p.m. Mayor Paddock needs to still confirm the date with MSA.
Looking for a Chair Person and Volunteers for putting up the Holiday Lights. This event will be held
on November 12, 2016 at 9:00 a.m. with November 13, 2016 being the rain date. Look for
information in the newsletter. Please call City Hall and let us know if you can lend a hand.
Hupp stated Dean and Judy Hiles have a very large Blue Spruce in their yard that they no longer want
and would like to donate it to the City. Judy contacted Meyer’s Landscaping and they will move the
Spruce and refurbish Hiles yard for $371.48. Hupp would like to see this Blue Spruce placed in the
grassy area between city hall and Manor Dr. Hupp moved to hire Meyer’s Landscaping to move the
Blue Spruce from Hiles yard to city hall in the amount of $371.48 seconded by Littrel. All ayes
motion carried.
COMMITTEE REPORT:
Hupp stated the tree trimmers from Melton’s Tree Service should be finishing up the tree trimming in
the next week. They have done an excellent job and things are looking very nice.
Seaberg asked about the status of the new Riverdale Phone Directory. Mayor Paddock stated that it
was close to being completed.
Halsey mentioned the concrete had been cut around the basketball court in Haven’s Acres. Halsey
thought it best to leave it be until spring.
COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS:
Mayor Paddock stated that Sivyer Steel cannot store our Street Sweeper. Mayor Paddock made a few
calls and LeClaire is willing to store it in exchange for street sweeping going to the storage building
at LeClaire. LeClaire will get an agreement ready for signatures.
Mayor Paddock reported that the Bettendorf Robotics Team is doing a honey bee project. Mayor
Paddock gave the paperwork to the Parks Committee in case there is something that would benefit
our parks. Such as planting flowers that attract honey bees.
Halsey moved to adjourn at 8:17 p.m.

ORDINANCE 135.10 PROPERTY OWNER’S RESPONSIBILTY FOR MAINTENANCE.
The abutting property owner shall maintain all property outside the lot and property lines and inside
the curb lines upon public streets and shall keep such area in a safe condition, free from nuisances,
obstructions, and hazards. In the absence of a curb, such property shall extend from the property line
to that portion of the public street used or improved for vehicular purposes. The abutting property
owner shall not be required to remove diseased trees or dead word on the publicly owned property or
right-of-way. Maintenance includes, but is not limited to, timely mowing, trimming trees and
shrubs, and picking up litter and debris. The abutting property owner may be liable for damages
caused by failure to maintain the publicly owned property or right-of-way.

COMPLETE ORDIANCE ON THE WEBSITE:
105.05 #3 Landscape Waste. The disposal by open burning of landscape waste originating on the
premises, subject to the following restrictions:
A. Location Restricted. No person shall burn landscape waste unless the location is at least
20 feet from a property line, any structure or within a public easement.
Burn barrels are prohibited.
B. Time Restricted. No person shall burn yard waste before dawn or after sunset. Open fires
of landscape waste shall be fully extinguished at sunset.
C. Attendance Required at Open Fires. A competent adult shall constantly attend all open
fires of landscape waste until such fire is fully extinguished. This person shall have a garden hose
connected to the water supply or other fire extinguishing equipment readily available for use…….
