IF I WERE MAYOR The League of Cities is inviting all Iowa 7th graders to participate in the essay contest to tell others what they would do as mayor to make their cities the best place to live. Promoting good city government is important to the Iowa League of Cities, and this contest provides students the opportunity to reflect on the role of the key elected official in their city. Our future mayors of our cities are in classrooms today. The education they receive helps them to become good citizens and good mayors. A winning essay will be selected in each state’s congressional districts. District winners will receive a $250 college scholarship, one grand prize winner will be selected to represent the entire state and receive a total of $500 to use toward college. The winners, along with their parents and teachers, will be recognized at a special ceremony in Des Moines in early 2017. We will not be keeping change effective November 1, 2016. Please bring exact change if you do not want the remainder credited to your account. 2 Fall Clean-up Tips to Prevent Water Pollution Based on the EPA’s Homeowner’s Guide to Healthy Habits for Clean Water Clearing fallen leaves, pruning trees and bushes, and cleaning gutters are among the chores that many of us are doing at this time of year. As we take care of our homes, however, we should also remember to take steps to protect the environment. Many clean-up activities can create waste and debris that contribute to water pollution, if not handled properly. Polluted runoff is the nation’s greatest threat to clean water, according to the EPA. Polluted runoff occurs as storm water flows over driveways, lawns and sidewalks, picking up debris, chemicals, dirt, and other pollutants. By following these guidelines you can help prevent polluted runoff, and protect the water quality of our rivers, lakes and streams. - Ten Tips to Prevent Water Pollution - 1) Sweep up yard debris, instead of hosing down areas. Compost or recycle yard waste when possible. 2) Never dump anything down storm drains or into streams. 3) Vegetate bare spots in your yard, and use native plants and grasses when possible. They require less water, fertilizer and pesticides. 4) Use the least toxic pesticides, follow labels, and learn how to prevent pest problems. Do not use when the forecast calls for rain. 5) Direct downspouts away from paved surfaces; consider a rain garden to capture runoff. 6) Take your car to the carwash, or wash it on a lawn or other unpaved surface instead of washing it in the driveway. 7) Check your car for leaks and recycle your motor oil (some service stations provide this service). Clean up spills and leaks with an absorbent material like kitty litter or sand. 8) Pick up after your pet. 9) Have your septic system pumped and inspected regularly. 10) If you have a swimming pool, drain it only when a test kit does not detect chlorine levels. Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on September 6, 2016. Roll Call: Present: Channon, Hupp, Littrel and Halsey. Seaberg was absent. Also present Riverdale Maintenance George Miller, Marie Rando l, Don & Pat Fisher, Steve Townsend, Bill & Kayla Briesch, Nick Wagner from MSA, Har ry Pelton, Teri Stickler, Ann Shoultz, Judy Hiles, Bob Kramer, Eric Syverud, Kathy Wine from River Action, Dale Hupp and Mark Griswold. Agenda: Mayor Paddock asked to remove the last bullet under New Business, Discussion on the Pleasant Valley New Building and to move MSA to the first bullet under Unfinished Business. Channon moved to approve the agenda for September 6, 2016 with changes. Seconded by Littrel all ayes motion carried . Public Communications To The Council: Kathy Wine from the Quad City Riverfront Council presented the City of Riverdale a Certificate of Recognition for the completion of the Mississippi River Trail – Phase II extension. The completed trail brings amenity to the City of Riverdale and has contributed to the enhancement of the riverfront. Halsey moved to allow guests three minutes each to speak due to the number of guests in attendance. Seconded by Littrel all a yes motion carried. Steve Townsend asked if the setback rules would apply to the new sub -division or to the entire town. Would there be sidewalks or streetlights? Mayor Paddock stated only the area of new development is being considered as R -IA at this time. There has been no discussion on sidewalks or street lights. Eric Syverud asked if any rezoning issues or agreements have been made at this time on the Welch property. Eric also congratulated the Mayor and Council on the completion of the MRT Phase II. Mayor Paddock stated the property is under contract and has not closed. There are no signed agreements with the City. Kayla B riesch presented two petitions per George Seaberg concerning the Welch property. One was to address the opposition to the widening and extension of Don Fisher’s driveway located at 136 Circle Drive into the Welch property as a street. The second petition was opposing the extension of Fieldcrest Road into the former Welch farm. Bill Briesch asked if there were parks planned, and if there is going to be street lights an d he was opposed to entrances near Don Fisher’s or on Fieldcrest Drive. Mayor Paddock state d that our current ordinance will require a recreation area and that it does not include retention areas. Mark Griswold stated he thought everyone should be changed to t he R-1A zoning. Teri Stickler stated she believes most Riverdale residents are content with the current lot sizes and setbacks. Teri sees no need to change all of Riverdale to R-1A. Minutes August 16, 2016: Channon made a correction to the minutes from the meeting dated August 16, 2016. Under Approval of Agenda it should have sai d “Mayor Paddock asked to remove the item under Unfinished Business concerning the basketball court in the Haven’s Acres Park.” With that correction Channon moved to approve the minutes from the meeting dated August 16, 2016 seconded by Littrel. The ca tch basin was sitting on brick that had deteriorated. Due to this unforeseen issue and finding no base under the road the previous bid will be more. A concrete wall had to be poured around the exterior and interior of the existing brick structure to seal u p the voids in the brick and prevent future infiltration into the intake. Nick Wagner from MSA reported on his findings for Bellingham Road and feels a study is necessary before decisions can be made. Bellingham is not on solid bedrock and is 9 inches thic k not 12 inches thick at the repaired area. MSA will have a cost estimate proposal ready for the next meeting. • Mayor Paddock presented a proposal from Cribbs Landscaping for the erosion along Manor Dr. and building a retaining wall on the Manor Dr. hill side to prevent more erosion. Hupp moved to approve the bid from Cribbs Landscaping for the retaining wall in the amount of $1,273.30 and to pay 50% before project begins. Seconded by Halsey all ayes motion carried. Halsey moved to approve Cribbs Landscaping to remove 6 inches of dirt, add new topsoil with seed, fertilizer and straw matting not to exceed $8,232.75 and to pay 50% at the start of the project. Seconded by Littrel. All ayes motion carried. • Mayor Paddock presented an update from Callahan Municipal Consultants concerning the Capital Improvement Plan. • Dale Hupp reported from the Development Advisory Committee concerning the Welch property. He presented numbers based on today’s tax rate and a fully developed Welch Farm and concluded that the development would bring an estimated increase in revenue to the City of Riverdale of $400,000 and increase costs of $44,255 per year leaving the City with $355,745 possible increase in Revenue at today’s rate. Jenny Staub included information about home prices, Vi lla’s and Condo’s. Mayor Paddock also stated there are about 14 residents who have already expressed an interest in Villa’s. Judy Hiles asked if a study was being done on what the impact would be on the Pleasant Valley School District and would it cause overcrowding. Mayor Paddock has spoken with Dr. Spelhaug and the school has been planning for future growth. Hupp moved to ask Attorney Steve Hunter to draft a new sample R-1A ordinance to allow for Villa’s in the new development and for it to be given to Planning and Zoning for review at their next meeting. Seconded by Halsey. All ayes motion carried. NEW BUSINESS: • Mayor Paddock presented the resignation from Jenny Staub from the Board of Adjustment (BOA). Jenny has served on this Board since 2010. Channon moved to approve the resignation from the BOA from Jenny Staub seconded by Littrel. All ayes motion carried. Mayor and Council thanked Jenny for her time spent on this board. • Channon moved to approve the Introduction and First Reading of Ordinance No. 2016 -200 An Ordinance Amending The Code Of Ordinances Of The City Of Riverdale, Iowa, By Amending Provisions Pertaining To Litter. Seconded by Hupp. Roll call Channon – aye, Hupp – aye, Littrel – aye, Halsey – aye motion carried. • Hupp moved to approve a Deer Hunt seconded by Halsey. All ayes motion carried. • Channon moved to approve the Alcohol License for My Place seconded by Halsey. All ayes motion carried. • Hupp moved to approve closing the petty cash fund and put the funds in the General Fund seconded by Li ttrel. COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS: • Hupp reported she has someone coming to look at trimming trees on Riverdale property off Field crest Road. This area is too overgrown to get a bush hog in there. If there are other areas that need tree maintenance please let her know before Friday. • Mayor Paddock received a letter from Iowa League of Cities mentioning their “If I Were Mayor” contest. This contest is open to all 7th graders. Watch for information in the upcoming newsletter. • Halsey moved to adjourn at 8:30 p.m. seconded by Channon. In paragraph 2.4 it states “Amounts under $1,000.00 should be maintained in the safe, locked file cabinet, locked cash box kept in file room. Council changed the amoun t to $200.00. Paragraph 3.03 speaks of guidelines for frequency of deposits. It was, receipts of up to $500.00 were to be delivered to the bank within 5 business days and $500.00 or more within 2 business days. Council changed this to $200.00 for each of these. Littrel moved to approve Resolution No. 2016-20 A Resolution Establishing A City Of Riverdale Cash Management Policy with the previous changes mentioned. Seconded by Seaberg. All ayes motion carried. RESOLUTION 2016- 20 A RESOLUTION ESTABLISHING A CITY OF RIVERDALE CASH MANAGEMENT POLICY WHEREAS, the City of Riverdale, Iowa (“City”) is a Municipal Corporation, organized and operating under the laws of the State of Iowa; WHEREAS, the City Council has the right and obligation to adopt rules of procedure; and; WHEREAS, the City Council desires to create a Cash Management Policy for the purpose of ensuring that sound business judgment is utilized in the handling of revenue and cash transactions; WHEREAS, the City will use the attached Cash Management Policies effective immediately; NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Riverdale, Iowa: • Littrel moved to approve Resolution No. 2016-21 A Resolution Establishing A Change Fund Procedure Policy seconded by Halsey. All ayes motion carried. RESOLUTION 2016- 21 A RESOLUTION ESTABLISHING A CHANGE FUND PROCEEDURE POLICY WHEREAS, the City of Riverdale, Iowa (“City”) is a Municipal Corporation, organized and operating under the laws of the State of Iowa; WHEREAS, the City Council has the right and obligation to adopt rules of procedure; and; WHEREAS, the City Council desires to create a Change Fund Procedure Policy for the purpose of handling of currency transactions; WHEREAS, the City Council has determined that the City will no longer make change for cash currency received. For those with active ac counts currency will be received in exact change and the remaining balance credited to the customer’s account. Anyone paying cash that does n ot have an active account can request a refund at the next regularly scheduled Council meeting. This policy will become effective November 1, 2016; NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Riverdale, Iowa: • Mayor Pro-Tem Channon presented the Riverdale State Street Urban Renewal Report. Mayor Paddock and Seaberg will be attending this conference. • Halsey moved to approve for Mayor Paddock and Maintenance George Miller to attend the Backyard Forest Conference in Toddville , IA. The cost is $15.00 per person. Seconded by Littrel. All ayes motion carried. • Seaberg moved to hire Dad’s Stump Removal Service to grind 3 stumps near the fire station. Seconded by Halsey.
