This area is in the Iowa DOT right of way. At first I had a similar reaction, but as I began to educate myself, I learned the benefits of allowing native plants and grasses to grow with little maintenance especially along farmlands. Not to mention the safety and tax benefits! (This does not mean INVASIVE WEEDS) As I was researching soil erosion, (because the City has had some areas that have been problematic that occurred after our road construction), I came across a 133 page document that explains the States plan called “Iowa’s Living Roadways”. The Living Roadway Trust Fund was authorized by the Iowa Legislature and established in July 1989. This fund supports integrated roadside vegetation management programs on city, county or state rights-of-way or public areas adjacent to traveled roadways. This document explains the benefits of native plants along the roadside. It includes pictures to assist with plant identification. Hope it can help those that are having difficulty with the informal nature of growth in this area. Sincerely, Sonya Paddock, Mayor Minimum Maintenance Mixes These seed mixes are used on the majority of roadsides. The intent is to use plants that can best tolerate the least amount of maintenance and still provide the needed erosion control and weed competition. Only spot mowing and targeted spraying are anticipated as maintenance activities. Native grasses and wildflowers are mostly used, with some non- natives added occasionally for faster vegetative establishment in highly erodible areas. Cover crops of annual plants are sometimes added to these mixes to reduce erosion during establishment. These mixes include approximately 70 percent grasses and 30 percent forbs (wildflowers), attempting to mimic the ratio of grasses to forbs found in the tall grass prairie. Under Iowa law, bicyclists must follow the same rules of the road as motorists. Safety tips for bicyclists • Always wear a helmet. • Ride on the right. Ride in the right lane, except when passing another vehicle, preparing for a left turn, or avoiding hazards. • Never ride against traffic. Always ride with the flow of traffic. • Obey traffic signs and signals. Use hand signals to advise motorists you plan to turn, change lanes or stop. • Make eye contact with motorists. Never assume a motorist sees you or that you have the right-of-way. Expect the unexpected such as: parked vehicles pulling into traffic; vehicle doors opening into your path; and debris on the road. • At night use a headlight, taillight and reflectors. Safety tips for motorists • Do not honk your horn at bicyclists. They may be startled and lose control. • Use extra caution when passing bicycles. Move entirely into the left lane; on a two-lane road, do not pass a bicycle if oncoming traffic is near. • Bicyclists might swerve to avoid road hazards. Common road hazards for bicyclists are potholes, debris, drainage grates, railroad tracks and narrow bridges. • Be careful when opening your vehicle door. Road widths often force bicyclists to ride close to parked vehicles where they may be injured by an opening door. • When in doubt, yield to bicycles. A local developer has an offer on the Welch farm. In discussing the development of this property with developers and realtors, it has been indicated that a lot size of .5 acres is too large for today’s market. The Question is not “can they build”? The majority of the property is already zoned Residential with some Commercial highway frontage. The Question is… Have things changed since the ordinance was adopted? How can we freshen up our ordinance to increase the potential for development? What size lots are people buying today? Does our current zoning ordinance have safety issues that need to be addressed by the Fire Department? The City Council has asked Planning & Zoning, the Development Committee, and the Fire Chief to look at these things and make recommendations for any future development. Over the years many Riverdale residents have moved to Villa’s or townhomes after retirement. Is there a need to add a new zoning class to allow for Villa’s and Townhouses for our current residents? What kind of things should the City be doing to attract future development? There are several options the City is researching: 1) Do nothing and leave zoning as is, the current developer would go away, continue seeking new developer. 2) Re zone the farm to R-1A allowing for smaller lot sizes, lowering the approx. price range of new homes from $300,000 and up to $500,000s and up. R-1A would be identical to R-1 with a few exceptions (lot size, setbacks and # of attached garages allowed) 3) Create a Planned Urban Development Ordinance that would allow for specific approved development plans under current zoning. 4) Consider adding new zoning classification area that would allow for Vi lla’s or Townhomes for retirees. 5) Determine if a second entrance into the property is necessary. 6) Determining if trading the Cities 10 +/- acres for the Highway 67 commercial property frontage is reasonable. • No the City is not considering putting a Road through to Deere Brook • No the City is not considering removing Bi-Centennial Park • No the City is not considering a road through the center of the park • Not verified that two other builders are waiting if the current contract falls though • Yes the City is looking into a possible 2nd entrances to the farm or even allowing 1 entrance • Yes the developer will be required to put in a 5 +/- acre “recreation area” per ordinance • Yes the tax revenue the City receives on the Welch farm runs about $297 a year • Yes a new residential subdivision would be a substantial increase in tax revenue for the City The Council has asked the P & Z to consider making the following changes and/or any other recommendations. Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on August 2, 2016. Roll Call: Present: Hupp, Seaberg and Littrel. Channon and Halsey were absent. Also present Dennis Keitel from MSA and Riverdale Maintenance George Miller. Agenda: Mayor Paddock stated Kathy Wine from River Action would not be attending the meeting. With that change Hupp moved to approve the agenda for August 2, 2016 seconded by Littrel all ayes motion carried. Presentations: Dennis Keitel from MSA attended the meeting to introduce himself as our new Engineer representative from MSA and update the council on projects that MSA is currently working on for the city. Minutes July 19, 2016: Mayor Paddock made a correction to the minutes from the meeting dated July 19, 2016. Seaberg moved to allow Mayor Paddock enter into this agreement with Sivyer Steel pending approval from City Attorney Steve Hunter. Seconded by Seaberg all ayes motion carried. • Mayor Paddock presented the Riverdale Fire Department Report. • The MRT Trail Count Report was discussed. The trail counters and report was done by Bi-State Regional Commission. COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS: • Seaberg would like for Riverdale to hold a community meeting to discuss anti -terrorism. Mayor Paddock stated she had attended an EMS class that had been taught by an FBI Agent. Mayor Paddock will check if that class would be available for the community. • Littrel moved to adjourn at 7:48 p.m. seconded by Seaberg. All ayes motion carried. Public Communications To The Council: Seth Woods from Wood’s Construction & Development distributed a hand out of the proposed land development of the Welch Farm. Mr. Woods introduced himself and gave some background on how he came to be a builder and spoke about some of the developments he is currently working on. Don Fisher asked if the city would take into consideration the affect using the Alcoa owned permanent road easement would have on his property. Teri Stickler asked for clarification on what R-1A was. Mr. Woods agreed to stay after the meeting to answer questions. Jim Beran stated Riverdale has a million dollar bike path and has concerns about the tall grass in an area on State St. Mr. Beran stated Riverdale is responsible for the maintenance in this area. Mayor Paddock stated there will be an article in the August newsletter explaining the advantages and purposes of Prairie Grass. Ken Beck attended the meeting to introduce himself and state he is runni ng for Scott County Supervisor. Seconded by Littrel all ayes motion carried. RESOLUTION NO. 2015 - 18 A RESOLUTION APPROVING THE CITY STREET FINANCIAL REPORT JULY 1, 2015 TO JUNE 30, 2016. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA That the City Street Financial Report for the year ending June 30, 2016 be approved and the City Clerk is directed to file the report in the appropriate manner. PASSED AND APPROVED on August 16, 2016. • Mayor Paddock read procedures to enact and amend Zoning Regulations. Stating that before the City Council may act on proposed Zoning Regulations, the City Planning and Zoning Commission must first prepare a preliminary report on the proposal, hold at least one public hearing, and deliver a final report to the City Council. She stated there has been a request to consider making changes to the R-1 zoning of the Welch farm by adding a new zoning R-1A, and/or to consider adding a Planned Urban Development (PUD) Ordinance. R-1A would be identical to R-1 except that lot size would be a minimum of 17000 square feet, minimum lot width would be 75 feet, front and rear setbacks would be 30 feet, side setbacks would be 7 feet(sum not less than 15’), and to consider allowing a 3 or 4 car attached garage. A spread sheet was 7 provided by Woods Construction that compared Riverdale to Bettendorf and Davenport. It includes those proposed changes. At maximum these changes would need to take place in order for Mr. Woods to close on the property. Hupp moved to send proposed changes to Planning and Zoning for review and ask that P & Z make recommendations to the Council seconded by Littrel. Roll call vote: Channon – aye, Hupp – aye, Littrel – aye, Halsey – aye motion carried. • Halsey moved to approve Resolution No. 2016-17 A Resolution Establishing A City Of Riverdale Development Advisory Committee seconded by Channon. This committee will be appointed by the Mayor and chaired by Dale Hupp and will consist of 5 to 6 committee members. RESOLUTION NO. 2016-17 A RESOLUTION ESTABLISHING A CITY OF RIVERDALE DEVELOPMENT ADVISORY COMMITTEE WHEREAS, the City Council of the City of Riverdale, Iowa, desires to establish a development advisory committee to assist the Planning and Zoning Commission and the Mayor and Council in reviewing and evaluating private development proposals that are presented to the City; and, WHEREAS, the purpose of the Development Advisory Committee is to assist in identifying a proposed development's benefits, issues, costs, and impact on surrounding properties, researching appropriate legislation for the City, and making recommendations regarding the development process to be followed; and WHEREAS, the Development Advisory Committee’s roles and responsibilities include, but are not limited to, the following: A. Working with City staff, officials, and consultants to develop flow charts for orderly processing of a proposed development in accordance with City ordinances. B. Helping to identify persons or committees responsible each step of the development process. C. Assisting with communication among all parties involved in the development process. D. Assisting with follow-up of project responsibilities. WHEREAS, as with all Boards and Committees of the City of Riverdale, the Development Advisory Committee will follow all open meeting rules, including posting of meeting agendas and recording offici al minutes, with copies retained at City Hall. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA: That the City of Riverdale hereby establishes a Development Advisory Committee consisting of five (5) or six (6) members to be appointed by the Mayor. Passed and Approved this 16 day of August, 2016 • Woods Construction is interested in trading some of the commercial land on the Welch property for the section that Riverdale currently owns. An appraisal would have to done before e ntering into any type of agreement. Halsey moved to approve Resolution No. 2016-19 A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO HIRE AN APPRAISER TO UPDATE THE APPRAISAL FOR CITY PROPERTY WHEREAS, the City of Riverdale, Iowa purchased 10 +/- acres in 2011 once referred to as the Northwest corner of the Welch Farm; and WHEREAS, the last appraisal of this property was done on October 25, 2011; and WHEREAS, a Developer has expressed an interest in trading some land with the City; and WHEREAS, the City does not want to consider an agreement without knowing the value of the land. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA that the Mayor is hereby authorized and directed to obtain a new or updated appraisal for the 10 +/- acres owned by the City located northwest of the Welch Farm, ending at the City Corporation line. Passed, Approved and Adopted this 16 Day of August, 2016. • Littrel moved to approve the purchase of signs for the parks and MRT Trail seconded by Halse y. All ayes motion carried. • Halsey moved to approve having Maintenance George Miller to try to unplug the drain on Manor Dr. If he can’t do it then authorize Mayor Paddock to hire it done. Seconded by Channon. All ayes motion carried. COMMUNICATION FROM THE COUNCIL AND OTHER OFFICIALS: • Mayor Paddock stated there were articles included in the packets that discussed subdivision sustainability the loss of industrial and commercial revenues for cities. • Mayor Paddock asked the Riverdale Fire Chief to review the Sub-Division Ordinance to see if there are any safety issues that should be referred to Planning and Zoning. The Fire Department has requested the setbacks of 50’ be changed to 30’ for new developments due to the ladder trucks not being able to reach homes. • Halsey moved to adjourn at 7:42 p.m. seconded by Channon.
