AGENDA
April 12`h, 2005 — Parks and Recreation Department — 6:00 PM
I. ROLL CALL AND CALL TO ORDER
Kevin Briem, Dave Faurot, John Rygh , Ron Rooth and Cynthia Feeley were present.
Scotty Davenport was absent
II. INTRODUCTION OF GUEST

III. OLD BUSINESS
PARKS
a.) Riverfront Park
Roth Rooth and John Rygh have found the plot point pegs at Riverfront Park.
The next step is to put them on the topo map provided by the City Engineers.
b.) Special Use Permit — Riverfront Park
The Special Use Permit has been turned in and we are waiting to here back from
the Forest Service. We should be hearing something back this fall.
IV. NEW BUSINESS
PARKS
a.) Special Use Permit Cheap Thrills
Cheap Thrills is requesting a Special Use Permit for Legacy Park Boat Launch
this summer. Chuck and Peggy Whitescarver, owners of Cheap Thrills where
present for any questions. Ron Rooth made the motion to recommend to City
Council a Special Use Permit for Cheap Thrills. This was seconded by Dave
Faurot and all were in favor. Chuck has asked if we can look at other locations at
Legacy Park for additional docks due to the over demand that we have now. He
also suggested that he would put in a dock at his expense to have sole use for his
business or can we look at other ideas for help the demand. He submitted a
drawing for a dock idea at Legacy Park (Attached). The Advisory Committee
asked if the Parks Director could look further into ideas and to talk with
Department of Land to if we can put in more docks at Legacy Park.
b.) Lick Creek Meadows
Scott Findlay presented to the Committee 4 acre parcel of property to be donated
to the City. Ron Rooth made the motion that the Parks and Recreation Advisory
Committee recommends to accept the approximately 4.55 acre open space parcel
for park usage located at Lick Creek Meadows. All accepted the motion.
c.)
Conditional Use Permit — Fish Pen Docks
We are finishing up a Conditional Use Permit for the Fish Pen Docks. We need
to have a Conditional Use Permit from the City before we can go any further.
The Conditional Use Permit will go in front of the Planning and Zoning
Committee next week. Would like to have everyone in attendance to help support
this.
d.) RAC Grant
The city is working with Valley County and the Forest Service for a grant for
noxious weed spraying. The forest service will be finishing the grant later this
month. The City will supply staff hours and chemicals for the project. If we
receive the grant we will receive a new sprayer, boom and vehicle.
e.)
Arborist Certification
The Parks Supervisor is working on receiving her Arborist Certification. We
hope to have it by the end of July.
f.) SIPA Site — Heartland Gymnastics
We would like to have a meeting with SIPA to have a better understanding of
their responsibilities and what the area the City owns. We would like to look at
space for Heartland Gymnastics to place a building at and we believe this could
be a good site.
g.) LOT
The Parks Department has put in for LOT monies for this fiscal year. We are
asking to replace trash cans and tables for Legacy Park and Brown Park. We are
also asking to replace the walking path at Legacy Park.
h.) Skate Park
The McCall Skate park Committee will start building the new skate park in July.
We are looking forward to this projects completion. We will be monitoring
progress since we will take over all responsibility once it is completed.
i.) Four Corners Project
The Four Corners Project will begin on the 2nd of May.
j.) Hiring
All staff have been hired and four of the six will begin work on the 6th of June.
RECREATION
a.) After School Program
Everything is running smoothly
b.) Mini Vandals Basketball Clinic
The Clinic went great this year with 18 participants. Look forward to doing it
next year and seeing the numbers grow
c.) Youth Softball/Baseball/T-ball
Signups have begun. The season kicks off June 6th. We have four officials and
three scorekeepers and more than enough sponsors.
d.) Adult Softball
The season begins July 11 th
e.) ASA Softball
We have sent out over 300 letters to Boise, Lewiston, and Caldwell asking for
teams to join. We have our info posted on our website and the Idaho ASA
website.
f.) Presentation to City Council
The Advisory Committee will present in June to City Council.
V. SET NEXT MEETING AND AGENDA
Meeting ended at 8:25. Next meeting May 12th at 6 p.m. located at the Airport.
