The Iowa Department of Natural Resources
announced a quarantined for the entire state of
Iowa on transporting firewood across county or
state lines because moving firewood poses the
greatest threat to quickly spreading the Emerald

Snare traps do not discriminate. If you allow
your children to play in wooded areas, please
call City Hall to get the locations of the traps.
Keep out of those areas so that traps are not
accidently stepped on. City Ordinance does not
allow pets to run at large. Hopefully this will
only take about 4 weeks and will be completed

RIVERDALE CITY COUNCIL MINUTES
February 2, 2016
Mayor Paddock opened a regular session of the Riverdale City Council at 7:00 p.m. on February 2, 2016. All stood for the Pledge of
Allegiance.
Roll Call:
Present: Channon, Seaberg, Hupp and Halsey. Littrel was absent. Also present Michael Lauritsen, and Maintenance George Miller .
Agenda:
Channon moved to approve the agenda for February 2, 2016. Seconded by Seaberg all ayes motion carried.
Public Communications To The Council:
Michael Lauritsen discussed concerns with Storm Water problems and Valley Drive. Mr. Lauritsen gave some suggestions for rep airs
with his property taken into consideration.
Minutes January 19, 2016:
Mayor Paddock noted some changes to the first paragraph in Unfinished Business on the January 5, 2015 minutes. It should have said
changes are noted in red in the Council packets not in the newsletter. Channon made a correction in the approval of the Warrants from
January 19, 2016, Hupp aye should be abstained. Channon moved to approve the minutes from the meetings dated January 19, 2016
with said corrections. Seconded by Hupp. Roll call vote: All ayes motion carried.

UNFINISHED BUSINESS:
• Cribbs Mowing Contract was presented. Mayor Paddock is working with the City of LeClaire on a 28E Agreement for
mowing on Valley Drive hillside. Channon made a motion to approve the Cribbs Mowing Contract. Seconded by Hupp. Roll
call vote: All ayes motion carried.
• The MRT Ribbon Cutting is scheduled for 9:00 a.m., April 9, 2016 in front of the Riverdale Fire Station. The rain date is
scheduled for April 16, 2016.
• Seaberg presented information on digitizing Riverdale City records. Mayor Paddock thanked Seaberg for his work. Two
other Companies were mentioned that digitize maps. Motion by Seaberg to table digitizing maps until more bids can be
obtained. Seconded by Channon. Roll call vote: All ayes motion carried.
• Mayor Paddock presented information from the Brainstorming Meeting. Eric Schallert from MSA created a spreadsheet from
the data obtained and there will be a Special Council Meeting to review items. Halsey made a motion to hold the Special
Council Meeting 6:00 p.m. March 8, 2016. Seconded by Channon. Roll call vote: All ayes motion carried.
NEW BUSINESS:
• Hupp made a motion to enter into a contract with Decco for routine maintenance on traffic light at Bellingham and State
Street 2 times a year at a cost of $390 per light. Seconded by Halsey. Roll call vote: All ayes motio n carried.
• Mayor Paddock reported that 2 family pets were attack by coyote and/or bobcat. Numerous calls have been made of
sightings in the last two weeks. Bids were received by two Companies regarding trapping. Hupp made a motion to hire
Christman’s Wildlife Services to do the trapping. Seconded by Halsey. Roll call vote: All a yes motion carried. Christman’s
will be at the next Council meeting if there are questions. Residents will be notified in writing of the situation.
• Valley Drive Storm Water Rerouting was discussed. It was determined more information was needed. Halsey made a
motion to table Valley Drive Storm Water rerouting. Seconded by Seaberg. Roll call vote: All ayes motion carried.
• Planning and Zoning Workshop was discussed. Due to the cost of the out of town workshop it was suggested to limit the
number of city officials allowed to attend. Hupp made a motion to allow two city officials to attend the Planning and Zoning
Workshop in Cedar Rapid, Iowa,
April 6, 2016 not to exceed $200. Seconded by Halsey. Roll call vote: All ayes motion carried.
COMMUNICATION FROM COUNCIL AND OTHER OFFICIALS:
• Mayor Paddock informed the Community the date of GOAT (Get On A Trail) event was set for
May 7, 2016, 9:00 a.m. – 1:00 p.m. Citizens are encouraged to walk, run or bike on trails nearest their homes. There is no fee
or registration.
• Mayor Paddock informed the Community about a new website QCTrails.org, encouraging families to explore and exercise
throughout the Quad Cities.
• Maintenance George Miller informed the Council that QC Strongman was contacted about road repairs on Bellingham.
Work will be completed on Thursday.
• Halsey made a motion to adjourn at 8:08 p.m. seconded by Channon. All ayes motion carried.

RIVERDALE CITY PUBLIC HEARING & COUNCIL MINUTES
February 16, 2016
Mayor Paddock opened the Riverdale 2016/2017 Budget Public Hearing at 6:3 1 p.m. on February 16, 2016. Channon, Hupp, Seaberg,
and Halsey were present. Others in attendance were Steven Townsend, Jim Beran and Eric Schallert. Littrel arrived at 6:50 p.m .
Mayor Paddock asked for questions and comments. Steven Townsend had a question concerning expenses in General Government.
Mayor Paddock explained the many expenses that are included in General Government. Jim Beran stated his concerns with the
budget. Seaberg moved to close the Public Hearing at 7:04 p.m. seconded by Halsey. All a yes motion carried.
Mayor Paddock opened a regular session of the Riverdale City Council at 7:04 p.m. All stood for the Pledge of Allegiance.

Presentations:
Eric Schallert from MSA presented the finished map depicting all the Riverdale storm sewers and sanitary sewers. Eric also updated
council on all projects MSA is currently working on for the city.
Public Communications To The Council:
Eric Hupp attended the meeting to inform the council of the Riverdale Fire Department’s in tent to hold the Smoke Eater’s Scramble
on October 9, 2016.
Jim Beran commented on the city’s intent to digitize the city maps. Jim stated that there are maps that do not need to be dig itized.
Mayor Paddock and Jim will meet to determine which maps do not need to be digitized.

• Seaberg moved to increase the MSA General Engineering Contract dated March 4, 2014 through October 31, 2019 fee from

• Littrel moved to approve MSA to spec for bid for the Valley Drive Storm Water Rerouting Project. Seconded by

• Seaberg moved to approve the contract with ProGrio for digitizing the city maps. Seconded by Halsey. All ayes

• Council discussed the Riverdale permit categories. This is a long process. Halsey moved to table any action on the
Permit Categories seconded by Channon. All ayes motion carried.
NEW BUSINESS:
• Hupp moved to approve Resolution No. 2016-1 A Resolution Establishing A City Of Riverdale Procurement
Policy seconded by Littrel. Roll call vote: Channon - aye, Hupp – aye, Seaberg – nay, Littrel – aye, Halsey – aye
motion carried.
RESOLUTION 2016- 1
A RESOLUTION ESTABLISHING A CITY OF RIVERDALE PROCUREMENT POLICY
WHEREAS, the City of Riverdale, Iowa (“City”) is a Municipal Corporation, organized and operating under the laws of the State of Iowa;
WHEREAS, the City Council has the right and obligation to adopt rules of procedure; and;
WHEREAS, the City Council desires to create a Procurement Policy for the purpose of ensuring that sound business judgment is utilized in procurement transactions;
WHEREAS, the City will use the thresholds as outlined in Iowa Code to determining when to seek bids or quotes for public improvement projects and large purchases.
SECTION 1 – METHODS OF PROCUREMENT
A. All Bids and Quotes will be considered sealed until the bid closing date has passed.
B. A minimum of 2 bids or quotes will be obtained for all equipment purchases over $10,000.
C. The competitive bid process as outlined in the Iowa Code will be used for all purchases and projects that exceed or meet the threshold as published by Iowa
Code.

A RESOLUTION APPROVING THE CERTIFICATION OF THE 2016-2017ANNUAL
CITY BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2017
Be it resolved by the Council of the City of Riverdale, Iowa:
The 2016-2017 City Budget be approved and the City Clerk is directed to file all pertinent forms and information to the County Auditor and the Department
of Management in the State of Iowa
Pass and approved this 16th day of February, 2016.
• Halsey moved to approve the Smoke Eaters Scramble on October 9, 2016 and to use city streets, closing Manor Dr. for 15
minutes, restricted parking and allowing the use of the Fire Department’s Apparatus Bay for the Chili Cook-Off. Seconded
by Channon. All ayes motion carried.
• Channon moved to table the action on removing the Fax Machine Line in City Hall seconded by Hupp. All ayes motion
carried.
• Hupp moved to approve Mayor Paddock attending the 2016 Iowa Municipal Management Conference March 16 -18, 2016 in
Iowa City. Seconded by Channon. All ayes motion carried.
• Mayor Paddock presented the Riverdale Fire Department Report for December 15, 2015 to January 14, 2016 .
COMMITTEE REPORTS:
• Littrel will call D&S for street sweeping to be done in March.
• Halsey reported there is also a coyote problem in Haven’s Acres. Mayor Paddock will speak with Christman’s Wildlife and
make them aware of all the problem areas. The City wants to make sure all residents are aware that Christman’s Wildlife will
be in the wooded areas trapping coyotes. More information will go in the newsletter.
• Littrel will contact River Action and start plans for the “Pop Up Park” that will be at the Alcoa Learning Center Parking Lot
on the Father’s Day Ride The River Event.

• Mayor Paddock stated there are copies of the proposed Scott County Assessor’s Budget for council’s review.
