Friday June 9th from 8a.m. to 4p.m. Saturday June 10th from 8:30 a.m. to 1p.m. Anyone wishing to participate should call Jim Beran 563-355-9458. Jim will be purchasing signs from Vista Print and participants will chip in for the newspaper ad. Independence Day Celebration Scheduled for Tuesday, July 4th Canceled? Let’s hope not! Call City Hall 563-355-2511 to volunteer (Leave a message if after office hours) 2 PEDESTRAIN SAFETY Rail safety is for everyone, not just drivers. Pedestrians who choose to walk or play around railroad tracks are trespassing on private property and could be fined, seriously injured or killed. SAFETY TIPS: • The only safe place to cross is at a designated public crossing with either a crossbuck, flashing red lights or a gate. If you cross at any other place, you are trespassing and can be ticketed or fined. Cross tracks ONLY at designated pedestrian or roadway crossings. • It can take a mile or more to stop a train, so a locomotive engineer who suddenly sees someone on the tracks will likely be unable to stop in time. It takes the average freight train traveling at 55 mph more than a mile – the length of 18 football fields – to stop. Railroad property is private property. For your safety, it is illegal to be there unless you are at a designated public crossing. • Trains overhang the tracks by at least three feet in both directions: loose straps hanging from rail cars may extend even further. If you are in the right-of-way next to the tracks, you can be hit by the train. • Do not cross the tracks immediately after a train passes. A second train might be blocked by the first. Trains can come from either direction. Wait until you can see clearly around the first train in both directions. • Flashing red lights indicate a train is approaching from either direction. You can be fined for failure to obey these signals. Never walk around or behind lowered gates at a crossing, and DO NOT cross the tracks until the lights have stopped flashing and it’s safe to do so. • Be aware trains do not follow set schedules. RIVERDALE CITY COUNCIL MEETING Tuesday, May 16, 2017- RIVERDALE CITY HALL UNOFFICIAL MINUTES Mayor Sonya Paddock opened the regular session of the Riverdale City Council at 7:00 P.M. on Tuesday, May 16, 2017. Council Roll Call: Present: Cheryl Channon, Linda Hupp, Dean Halsey. Absent were: George Seaberg, Doug Littrel. Other Attendees: George Miller-Maintenance, Christian Cooper of MSA. Mayor Paddock led the Pledge of Allegiance to the Flag of the United States. APPROVAL OF AGENDA: Mayor Paddock entertained a motion to approve the Agenda. Motion by Channon, seconded by Halsey. MOTION CARRIED. APPROVAL OF CONSENT AGENDA: All items under the consent agenda will be enacted by one motion. It included updates on Joint Sewer Commission, Welch Farm Subdivision, Warning Siren Application, NPDES Permit Administration, Valley Drive Drainage, State Street Bridge Over Duck Creek, and Storm water Utility. PUBLIC COMMUNICATIONS TO THE COUNCIL: NONE UNFINISHED BUSINESS: 4. Discussion And Possible Action On Valley Drive Drainage Issue. Discussion on this item was moved to June 6, 2017. 5. Discussion And Possible Action On Resubmitting Corrected 2016 Annual Financial Report. The Annual Financial Report for June 30, 2016 has been corrected as per Auditor directions. Motion by Channon, Seconded by Halsey to grant permission to re-submit the report to the Auditors and the Department of Financial Management. All Ayes. MOTION CARRIED. 6. Discussion And Possible Action On Garage Sale. Community Garage Sale is scheduled for June 9 & 10, 2017. Motion by Hupp, Seconded by Halsey to purchase re-useable signs for advertising the sale not to exceed $200.00. All Ayes. MOTION CARRIED. 7. Discussion And Possible Action On Scheduling A Public Hearing For Allowing Annual Volunteer/Firefighter Appreciation Dinner. Discussion included the possibility of inviting all city volunteers. Motion by Hupp, Seconded by Halsey to schedule a public hearing on July 11, 2017 at 6:30 P.M. All Ayes. MOTION CARRIED. NEW BUSINESS: 8. Discussion On Train Concerns. Discussion was held concerning the safety of school children crossing the railroad, and the possibility of having the Canadian Pacific Railroad participate in a train safety program for parents and children. Mayor Paddock is to check further into such program. No action was taken. 9. Discussion And Possible Action On Updating Computer Software and Computers. Motion by Hupp, Seconded by Halsey to upgrade the computer software on all city computers not to exceed $500.00. All Ayes. MOTION CARRIED. COMMITTEE REPORT: None COMMUNICATIONS FROM COUNCIL AND OTHER OFFICIALS: Mayor Paddock reported that the bill from the Canadian Pacific Railroad has been received and paid, that Shive Hattery has prepared a non-compliance letter regarding the landscaping, and that the landscaper will not be paid further due to not complying with the approved specifications. It was reported that a homeowner on Circle Drive complained about the dirt settling on both sides of his driveway due to the street repair from five years ago. It was the general consensus of the Council that the homeowner is responsible for the appropriate repairs. George Miller reported on the amount of cold patching that has been done on the streets in Havens Acres. Pursuant to discussion it was agreed to hold a special Council Meeting on May 23, 2017 at 6:00 P.M. to approve a bid to repair the streets in the Havens Acres community. Fullerlove, City Clerk UNOFFICIAL RIVERDALE CITY COUNCIL SPECIAL MEETING Tuesday May 23, 2017 Riverdale City Hall Mayor Sonya Paddock opened the SPECIAL SESSION of the Riverdale City Council at 6:00 P.M. on Tuesday, May 23, 2017. Council Roll Call: Present: Cheryl Channon, Linda Hupp, George Seaberg, Doug Littrel. Dean Halsey. Absent were: none. Other Attendees: George Miller-Maintenance; Christian Cooper and Nick Wagner of MSA. Mayor Paddock led the Pledge of Allegiance to the Flag of the United States. 5 APPROVAL OF AGENDA: Mayor Paddock entertained a motion to approve the Agenda. Motion by Hupp, seconded by Seaberg. All Ayes. MOTION CARRIED. PUBLIC COMMUNICATIONS TO THE COUNCIL: George Miller addressed the status of mowing along the bike path in front of the Crissy House. UNFINISHED BUSINESS: 1. Discussion And Possible Action On Repairing Streets And Curbs. Discussion was held concerning the level of funding remaining in the current year’s budget in relation to the road repair and curb work needed to be done. Further review is needed. George Miller was directed to secure two bids for consideration at the June 6, 2017 Regular Council meeting. No action was taken. 2. Discussion And Possible Action On Valley Drive Drainage Issue. Repair work as presented will affect two parcels of property. Motion by Littrel, seconded by Halsey to authorize the Mayor to direct the City Attorney to prepare two easements needed to be signed before the work can be started. All Ayes. MOTION CARRIED. 3. Discussion And Possible Action On Proceeding With DOT Traffic Study. The initial letter has been sent to the Iowa DOT by MSA. Discussion followed concerning differing access points to the Welch property. Motion by Hupp, seconded by Halsey to authorize a traffic study to be done by MSA to include access points at the Arconic traffic light and the current Welch property driveway. ROLL CALL: Channon:Yes; Hupp: Yes; Seaberg: No; Littrel: Yes; Halsey: Yes. MOTION CARRIED. Mayor Paddock reported that the current City Ordinance required the City to bill for sewer services on the same frequency as American Water, which is monthly, as opposed to our current practice of billing quarterly. Consideration needs to be made to amend the Ordinance to require a quarterly billing. ADJOURNMENT: Motion by Seaberg, seconded by Halsey to adjourn the meeting. All ayes. MOTION CARRIED.
