Home My Public Portal About2018-10-15 pre-meeting1 COUNCIL “PRE-MEETING” WORK SESSION, OCTOBER 15, 2018 CALL TO ORDER In the absence of Mayor Carrie Tergin, President Pro Tempore Ken Hussey called the October 15, 2018 City Council “Pre-Meeting” to order at 5:45 P.M. to review the agenda. ATTENDANCE The following Council Members were present when the mee ting convened: Present: Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: FItzwater A quorum was present. DISCUSSION OF AGENDA ITEMS Adoption of the Agenda - Mayor Tergin will ask for a motion to amend the agenda to add Miscellaneous Item 4(d.) to the agenda (listed below). Miscellaneous Agenda Items a. Mayor Tergin will present the Project Homeless Proclamation. b. Fire Chief Matt Schofield will introduce Roxy VanPool, the Coordinator for the Tunnels 2 Towers 5K Event. Ms. VanPool will present the traveling trophy to the Jefferson City Fire Department. c. RS2018-17 will be brought up to recognize Ric Hurst as the recipient of the City of Jefferson’s 2018 Outstanding Service Award. City Administrator Steve Crowell will present the resolution. d. Mayor Tergin will present the “Buy Missouri Week” Proclamation. Public Hearings - Eric Barron, Planning Manager will present Bill 2018-055. - Matt Morasch, Director of Public Works and Mark Mehmert, Director of the Transit Division will present Bill 2018-061. Appointments by the Mayor - There will be three recommended appointments to the City boards and commissions, as well as a recommended City Council liaison appointment to the 2 COUNCIL “PRE-MEETING” WORK SESSION, OCTOBER 15, 2018 Parks and Recreation Commission. Councilman Hussey thanked Counc ilman Kemna for taking over his liaison position due to Councilman Hussey’s schedule conflicts. Consent Agenda - There were no questions regarding the Consent Agenda. Bills Introduced - Jayme Abbott, Neighborhood Services Manager will present Bill 2018 -063. - Mr. Morasch will present Bill 2018-064. Bills Pending - Mr. Barron will present Bill 2018-056 - Ms. Abbott will present Bill 2018-057. - Mr. Morasch will present Bills 2018-058, 2018-059, and 2018-060. - Ryan Moehlman, City Counselor will present Bill 2018-062. A substitute bill will be available with typo corrections. Mayor Tergin and Councilman Fitzwater arrived at the meeting at 5:50 P.M. Resolutions - Mr. Morasch will present RS2018-18. - Todd Spalding, Director of Parks, Recreation, and Forestry, and Mr. Moehlman will present RS2018-19. Parks and Recreation Commission members will be at the meeting for a brief presentation on the resolution. New Business - A City Council Work Session has been scheduled for October 22, 2018 at 5:30 P.M. in City Council Chambers. Proposed City Charter changes by the City Charter Committee will be discussed. Councilmembers anticipate additional work sessions, as needed on the topic. Councilmembers requested a Public Comment item be added to the work session agenda. ADJOURNMENT The meeting adjourned at 5:58 P.M.
