HomeMy Public PortalAbout2018-10-151 REGULAR COUNCIL MEETING, OCTOBER 15, 2018 CALL TO ORDER The Regular Council Meeting of October 15, 2018, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Graham to amend the agenda adding item 4d., the Buy Missouri Proclamation, under Miscellaneous Agenda Items. Councilman Hussey seconded the motion. There being no objection, the motion to adopt the amended agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS a. Jayme Abbott, Neighborhood Services Manager made a brief presentation and introduced Edwin Cooper and Amy Rogers, Coordinators with the Project Homeless Connect organization. Mayor Tergin presented them with the Project Homeless Connect Proclamation. b. Fire Chief Matt Schofield introduced Roxy VanPool, the Coordinator for the Stephen Stiller Tunnels 2 Towers 5K Event. Ms. VanPool presented the traveling trophy from the event to the Jefferson City Fire Department. c. RS2018-17 sponsored by Councilwoman Wiseman/co -sponsored by Councilmembers Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, and Ward entitled: A RESOLUTION OF THE CITY OF JEFFERSON RECOGNIZING RIC HURST AS THE 2018 OUTSTANDING EMPLOYEE. Mayor Tergin and Steve Crowell, City Administrator presented the resolution, and thanked Mr. Hurst for his hard work and loyalty to the City and its citizens. Mr. Hurst was presented with a City Coin. 2 REGULAR COUNCIL MEETING, OCTOBER 15, 2018 Councilman Hussey motioned to approve RS2018-17. Councilman Prather seconded the motion. The resolution was approved by the following roll -call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Wiseman, and Ward Nay: None d. Mayor Tergin presented the “Buy Missouri Week” Proclamation. PUBLIC HEARINGS a. Preliminary PUD Plan for Property Addressed as 3410 Shermans Hollow i. Associated Pending Bill 2018-055 A staff presentation was made by Eric Barron, City Planning Manager. Patrick Kremer of Central Missouri Professional Services spoke in favor of the bill. Roger W eis, representing the Westpoint Homeowner’s Association spoke against the bill. Steve Lightner, with Jefferson West Apartments and apartment developer, spoke in favor of the bill. There being no others from the public to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated bill. 2018-055 sponsored by Councilman Graham, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A PRELIMINARY PUD PLAN FOR PROPERTY ADDRESSED AS 34 10 SHERMANS HOLLOW. Bill 2018-055 was read third time by title, placed on final passage, and defeated by the following roll-call vote: Aye: Hensley, Hussey, Kemna, and Schreiber Nay: Fitzwater, Graham, Mihalevich, Prather, Ward, and Wiseman b. Authorizing Reconfiguration of JEFFTRAN Routes i. Associated Pending Bill 2018-061 3 REGULAR COUNCIL MEETING, OCTOBER 15, 2018 A staff presentation was made by Matt Morasch, Director of Public Works and Mark Mehmert, Director of the Transit Division. There being no one from the public to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated bill. 2018-061 sponsored by Councilman Hussey, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ENDORSING THE RECONFIGURATION OF JEFFTRAN ROUTES. Bill 2018-061 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15836: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None APPOINTMENTS BY THE MAYOR Councilman Graham motioned and Councilwoman Ward seconded the motion to approve the appointments to the following Boards and Commissions. The motion passed unanimously. Councilwoman Wiseman seconded the motion. The motion passed unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Mayor Tergin made the following announcements: 4 REGULAR COUNCIL MEETING, OCTOBER 15, 2018  Dr. Woolfolk’s inauguration as Lincoln University’s next President , and the inaugural ball, was October 5, 2018. Mayor Tergin was proud to be a part of the ceremony.  Friday, October 19th is Buckle Up Phone Down Day.  Councilman Hussey announced the Annual Rotary Spaghetti Dinner scheduled for Friday, October 19th at Grace Episcopal Church from 4:30 P.M. – 7:00 P.M.  Ms. Abbott announced the CAMPO 2045 Metropolitan Plan Open House scheduled for October 17th at City Hall in Holt Summit. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Caroline Wanjiru made the following announcements:  Lincoln University’s Homecoming was last week. It was great to have the alumni in town for the festivities.  The Jefferson City NAACP Chapter hosted their annual dinner on Saturday, October 13th. Councilman Hensley and his wife attended the event. Councilman Hensley noted that Ms. Wanjiru beautifully sang The Star Spangled Banner at the event. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations at this time. CONSENT AGENDA The following items were brought before the City Council for approval by Consent: a. Minutes of City Council Meeting: October 1, 2018 b. Acceptance of Bid for Excess Workers’ Compensation and Property Insurances c. Approving Margie Mueller as Employer Representative to LAGERS Annual Meeting A motion was made by Councilman Hussey and seconded by Councilwoman Ward to approve the Consent Items. The motion was approved unanimously. BIILLS INTRODUCED 2018-063 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH A.J. LAWNCARE LLC FOR CEMETERY MAINTENANCE OF LONGVIEW CEMETERY, OLD CITY CEMETERY, AND WOODLAND CEMETERY. 5 REGULAR COUNCIL MEETING, OCTOBER 15, 2018 2018-064 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH MID-STATE PIPELINE MAINTENANCE LLC, IN THE AMOUNT OF $282,013 FOR THE JEFFERSON CITY CHICKADEE AND MESA STORMWATER PROJECTS PROJECT. A motion was made by Councilwoman Wiseman to take up Substitute Bill 2018-062. Councilman Hussey seconded the motion. The motion passed unanimously. 7 REGULAR COUNCIL MEETING, OCTOBER 15, 2018 After some discussion between City Council and Staff, Substitute Bill 2018-062 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15842: Aye: Hensley, Hussey, Kemna, Ward, and Wiseman Nay: Fitzwater, Graham, Mihalevich, Prather, and Schreiber *Mayor Tergin broke the tie, voting aye to pass the bill. She noted that the topic can be revisited if the process of electronic participation does not work. INFORMAL CALENDAR There were no informal calendar items at this time. RESOLUTIONS RS2018-17 Taken Up Under 5(b.) RS2018-18 sponsored by Councilman Hussey, entitled: A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO SUBMIT PROJECTS FOR THE TRANSPORTATION ALTERNATIVES PROGRAM Mr. Morasch presented the resolution. Councilman Hussey motioned to adopt RS2018-18. Councilwoman Ward seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None RS2018-19 sponsored by Councilman Schreiber, co-sponsored by Councilmembers Graham, Hussey, and Ward, entitled: A RESOLUTION DECLARING THE INTENT OF THE CITY OF JEFFERSON, MISSOURI, TO REIMBURSE CERTAIN CAPITAL EXPENDITURES FOR CITY PARK IMPROVEMENTS FROM THE PROCEEDS OF TAX-EXEMPT BONDS OR LEASE PURCHASE OBLIGATIONS; AND SELECTING PROFESSIONALS AND AUTHORIZING PRELIMINARY ACTIONS RELATING TO THE OFFERING FOR SALE OF SUCH OBLIGATIONS Todd Spalding, Director of Parks, Recreation, and Forestry, and Mr. Moehlman presented the resolution. Brad Bates, Chair of the Parks and Recreation Commission also made a brief presentation. Stu Murphy and Chris Leuckel of the Parks and 8 REGULAR COUNCIL MEETING, OCTOBER 15, 2018 Recreation Commission were also available to answer questions. After discussion between City Council, Staff, and the Parks and Recreation Commission members, Councilman Hussey motioned to adopt RS2018-19. Councilman Prather seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations at this time. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no responses at this time. NEW BUSINESS A City Council work session has been scheduled for October 22nd at 5:30 P.M. in the Council Chambers to discuss the City Charter recommendations made by the Charter Committee. There will be time for public comment. The City Council anticipates additional work sessions on the topic as needed. UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURNMENT A motion to adjourn was made by Councilwoman Wiseman, seconded by Councilwoman W ard, and approved unanimously at 7:55 P.M.
