Donna Deetz seconded the motion. Motion passed unanimously Approval of Minutes Bill Case moved the minutes from the June 12, 2018, Regular Meeting is approved as printed. Alan Wheat seconded the motion. Motion passed unanimously. Communication Received Jayme Abbott stated no communications have been received. New Business Demolition Review Application for 310 E Miller St. Sheri Johnston began the staff report by stating that the purpose of this request is to demolish 310 E Miller St. It was constructed in 1920 therefore making it less than 100 years old. It is not individually listed on the National Historic Register, part of a Local Historic District, or designated as a local landmark. A 2008 architectural survey identified the property as being eligible for the National Register of Historic Places under Criterion C. The Second Baptist Church, owner of the property, wishes to demolish the structure for parking and future expansion. The staff recommended form of motion is that there will be no historic properties affected and that the demolition application be approved. Nathan Percy moved to approve the demolition review application for 310 E Miller St. Bill Case seconded. Motion passed with Steve Hoffman voting nay. 2 Section 106 Review a. 605 Houchin St Homeowner has been approved to participate in the CDBG Grant Homeowner Support program. The proposed project is removal of failing back addition of structure, return of the back wall to an exterior wall after addition is removed with application of acceptable siding, building an acceptable replacement landing, stairs, and railing, and replacement of missing railing on front porch and steps. The residential structure was constructed in 1907 and is not listed individually on the register or within a historic district. Staff recommended approval of Section 106 Review as no historic properties are affected. Steve Hoffman moved to approve the 106 Review. Donna Deetz seconded. Motion passed unanimously. b. 217 Ridgeway Dr Homeowner has been approved to participate in the CDBG Grant Homeowner Support program. The proposed project is to replace HVAC system. The residential structure was constructed in 1960 and is not listed individually on the register or within a historic district. Staff recommended approval of Section 106 Review as no historic properties are affected. Steve Hoffman moved to approve the 106 Review. Jane Moore seconded. Motion passed unanimously. Other Business a. Façade Improvement Committee Appointment During June’s meeting it was discussed a new HPC member needs to be appointed to the façade committee. Jayme Abbott explained that the city has several programs such as the Commercial Façade Program, Rental Façade Program, and Adaptive Reuse program. As part of these programs the Façade Committee approves the applications. Two members from the Historic Preservation Commission are to serve on this commission. Donna Deetz moved to have Doug Record fill the vacancy. Jane Moore seconded. Motion passed unanimously. b. Staff Updates on Prior Actions School Street Local Historic District Public Hearing, City Council Meeting, Monday, July 16, 2018 at 6 pm. Dates to Remember a. Next Meeting, August 14, 2018, at 6:00 p.m. in the Council Chambers. Adjournment Doug Record moved the meeting adjourn. Donna Deetz seconded the motion. Motion carried. Meeting adjourned at 6:29 pm.
