Call to Order
Mary Schantz called the meeting to order at 6:00 p.m.
Adoption of Agenda
Bill Case moved to adopt the agenda as printed. Alan Wheat seconded the motion. Motion
passed unanimously
Approval of Minutes
Donna Deetz moved the minutes from the July 10, 2018, Regular Meeting is approved as
printed. Steven Hoffman seconded the motion. Motion passed unanimously.
Communication Received
Jayme Abbott stated no communications have been received.
New Business
a. Demolition Clearance Application for 211 W. Cedar Way
Jayme Abbott began staff report by stating that per MidMOGIS and the 1991 Urbana
Group Survey , the property was constructed in 1900 and therefore over 100 years old.
A sign was posted to the property on July 31, 2018 in accordance with Section 8-47
(A)(1)(a). Staff Analysis in Section 8-43 of the staff report does not contain a finding of a
notable structure despite its location in the Old Munichburg area. What adds to this
finding is the property’s location on an alleyway and not highly visible. Staff also stated
that the property is boarded up and on the abandoned building registry.
Danny Green, owner of 211 W. Cedar Way, made a short statement informing the
committee that this property has become a public nuisance, frequently broken into by
those that frequent the alleyway.
Staff reminded the commission that conditions can be imposed on the approval in
accordance with Section 8-43(I). Staff recommended form of motion is that there will be

no historic properties affected and that the demolition request be approved. Bill Case
moved to approve the demolition clearance application for 211 W. Cedar Way. Steve
Hoffman seconded. Motion passed unanimously.
b. 721 Walsh St Dangerous Building Determination
c. 200 E High St Dangerous Building Determination Memo
In accordance with City Code, Chapter 8, the city building official has the ability to make
a determination as to whether a building is considered a dangerous building. Memos
drafted by Larry Burkhart, City Building Official, outlines the reason behind his
dangerous building determination for 721 Walsh St. and 200 E. High St. This is an FYI
for the commission. While these properties are over 50 years old, due to their
dangerous building finding, they will bypass the Historic Preservation Commission
approval process. Eric Barron verified for the commission that there is no design
regulation in place for whatever may replace 200 E. High St.
Other Business
a. National Register Historic Overlay District
City Counselor, Ryan Moehlman, presented proposed amendments to the text of
Chapter 35, Zoning Code. The proposed changes create and designate a National
Register Historic Overlay District to seven areas in the City that are historic districts
listed on the National Register of Historic Places. This would allow these areas to take
advantage of protections offered under state or federal law to areas zoned as historic.
This would not create any new restrictions or requirements on property owners in these
districts.
b. Amending Chapter 8, Buildings and Building Regulations, Pertaining to Expansion
of Established Local Historic Districts.
Eric Barron, Planning Manager, provided to the commission an explanation of this
proposed text amendment pertaining to expansion of Local Historic Districts. This is a
City Council initiated request to amend chapter 8, Article IV to establish a process for
expanding established Local Historic Districts. Since city code currently has no
procedure for how boundaries of a district could be amended staff recommends that the
commission approve recommendation of the proposed text amendment. Steve Hoffman
moved to approve the proposed text amendment as presented. Donna Deetz seconded.
Motion passed unanimously.
c. Staff Update
i. Woodland-Old City Cemetery National Register
Jayme Abbott reported that the Woodland-Old City Cemetery National Register
application was accepted by the Secretary of Interior Keeper. The listing was effective
July 23, 2018.
