1. Mayor Briggs called the regular meeting of the City Council to
2. order at' 7:30 P.M. Pastor Ray Perkins, Temple City Southern Baptist
Church, 5221 El Monte Ave., gave the invocation, following which
3. Mayor Briggs led the Pledge of Allegiance to the Flag.
4. ROLL CALL:
PRESENT: Councilmen - Harker, Merritt, Tyrell, Briggs
ABSENT: Councilman- Beckley
ALSO PRESENT: City Manager Koski, City Attorney Martin, Public
Works Director Pizzorno, Traffic Engineer Envall
Councilman Tyrell moved to excuse the absence of Councilman
Beckley because of illness, Councilman Harker seconded, and the
motion carried unanimously.
5. APPROVAL OF MINUTES: Regular meeting of August 6, 1968.
.Councilman Merritt moved to approve the minutes of August 6, 1968,
as mailed, Councilman Harker seconded, and the motion was carried
by the following roll call vote:

Mayor Briggs declared the public hearing opened. The Public Works
Director advised the work was complete and had been accepted by
the Council on Aug. 6, 1968, and recommended confirmation of the
assessments.
Mayor Briggs asked if anyone wished to speak for or against these
assessments and no one came forward to speak.
Councilman Harker moved to close the public hearing, Councilman
Tyrell seconded, and the motion carried unanimously.
Councilman Harker moved to approve the assessments and direct
that the properties be so assessed, Councilman Tyrell seconded,
and the motion was carried unanimously.
PUBLIC HEARING: 7:30 P. M. - RE CONTINUANCE OF URGENCY ORDINANCE NO.
68 =271 FOR AN ADDITIONAL PERIOD OF TIME FROM SEPT. 18, 1968, PER-
TAINING TO A ZONING CLASSIFICATION FOR EXTRACTION OF NATURAL.
RESOURCES
City Attorney Martin advised some time ago the Council adopted
urgency ordinance No. 68 -27.1 which expires on Sept. 18, 1968.
Additional time is needed by the Planning Commission to make the
zoning classification. Mayor Briggs declared the public hearing
open and asked if anyone wished to speak for or against this ex-

tension of time. No one came forward to speak.
Councilman Merritt moved to close the public hearing, Council-
man Tyrell seconded, and the motion carried unanimously.
City Attorney Martin presented Ordinance No. 68 -274 AN ORDINANCE
OF THE CITY OF TEMPLE CITY EXTENDING INTERIM ORDINANCE NO. 68-
271 as an urgency ordinance, which extends the period of time
to March 31, 1969, or sooner. Councilman Merritt moved to waive
further reading and to adopt Ordinance No. 68-274 as an urgency
ordinance, Councilman Tyrell seconded, and the motion carried
unanimously.
PUBLIC HEARING: 7:30 P. M. - Re PETITION TO ESTABLISH A PARKING &
BUSINESS IMPROVEMENT DISTRICT BETWEEN ALESSANDRO AND GOLDEN WEST,
AND BETWEEN GARIBALDI AND LIVE OAK
Mayor Briggs declared the public hearing opened. City Manager
Koski advised that pursuant to Resolution No. 68 -850 adopted
by the Council a public hearing was set for Sept. 3 for the
purpose of hearing those for and against the establishment of
a District under the Parking & Improvement Law of 1965. He
advised four petitions signed by businesses within the District
had been received expressing their opposition to formation of
the District as proposed.
Mayor Briggs asked those who wished to speak in favor of the
proposal to speak at this time.
Jack Armstrong, 9616 Las Tunas Dr., stated the proposal was to
promote Temple City. In list of cities in surrounding area
Temple City is in last place with a 3% sales tax increase in
five years. Many shoppers are going out of Temple City; we do
not do enough to attract them. The Shopping Center directly
south of us spends $20,000. in promotion, Temple City $2,000.,
another area $90,000. He stated through the combined effort
of the Chamber of Commerce, businessmen, and professional people
of Temple City, we can attract shoppers not only from Temple City
but from other communities. This is a proposed advertising
assessment. Many cities have formed these promotional Districts
including Santa Monica, El Monte, Glendale. The next city sales
tax increase is 13 %, and goes up to 136% in Rosemead. If we
are to prosper,a program must be instigated. We have a choice
to operate as a team or as individuals. Our choice is to adopt
AB103. We can take advantage of the state law and promote our
town together. This is for a trial 2 yr. period with residents
not included. It is an advertising assessment, it is not a tax.
We have a great chance to build our city into a great and big
city.
Councilman Tyrell advised the City Attorney says the District
lasts until the Council through a public hearing terminates it.
The City Attorney stated actual disestablishment would be by
the Council. Councilman Tyrell asked how representatives are
elected and Mr. Armstrong believed they should be elected through
a nominating committee nominating people who are willing to serve.
City Attorney Martin stated every one person in the District
would have one vote. An advisory committee could be appointed.
It is controlled by the Council based on the advisory committee
as established. Councilman Tyrell asked why they proposed an
area to incorporate land which is well out of the business dis-
trict, i.e. 2 blocks north, as no change of zone has been con-
templated that far. Mr. Armstrong stated that perhaps at a later
date there could be a change of zone, and if business ever came
in they would automatically be in the district. As a matter of
clarification Councilman Merritt stated it is the business being
assessed and not the property.

Councilman Tyrell asked the City Attorney if in one section
at a later date the Council could enlarge or decrease the
District or create zones within the District and was advised
it could, and the costs could be distributed within the zones
and taxed accordingly on the benefit br distance away. City
Attorney Martin also advised that th-e City had levied a business
license tax and could double that fee, but instead of that the
state law AB103 gave the Council authority to enact pockets
or districts and charge just within the district.
A. L. Nunamaker, 9549 Las Tunas Dr., stated the City has been
going forward since incorporation. The Montgomery -Ward district
in Rosemead is assessed for parking and advertising. Approval
of the District will bring more people in for business and
Temple City will grow. Lawyers would pay $20., Doctors and
Barber Shops $40. All businesses should pay room rent for
operating in the City, and all work together promotionally to
help make the businesses in the City grow. There is not a
town that does not help finance their Chamber of Commerce. No
one moved out of town because of the business license which
was primarily put in to control zoning. This proposed Improve-
ment District will advertise Temple City. In Santa Monica they
have formed a second District. This is the only answer we can
give to West Arcadia where they have to pay specified amounts
for the whole community. The banks are donating freely and
the newspapers also, although a license is not required of
them by state law.
Mrs. Geo. Liden, 9548 Las Tunas Dr., stated she had lived here
since 1939 and this is a bedroom community and will remain so
unless something is done to draw people to Temple City for
shopping, and favored establishment of this District under
AB103.
Stanley McVey, 5812 Temple City Blvd., stated that the cost
estimate for insurance profession would be around $3.00 per
month, and he felt it a reasonable way to promote our City.
He advised other cities are contemplating this type of action,
including Azusa, So. Pasadena, Alhambra, Monrovia, and Pasadena.
He favored the District.
Carl L. Clark, 9026 Las Tunas Dr., stated the problem at the
Chamber of Commerce has been a few giving a lot and many not
giving anything. Formation of the District would be pooling
assets to bring business into Temple City, which would not
only increase business but sales tax revenue.
Wm. Graham, 9612 Las Tunas Dr., stated he started business in
Temple City, which is known as just below Arcadia, and he felt
Temple City should be known as a City and not a suburb of
Arcadia. Anyone going into business knows certain fees he has
to pay. The benefits of the District would promote the City
and increase business and also sales tax to the City from which
every resident then benefits.
Tony °McClain,' 9536,1Las Tunas Dr., was in favor of the District.
Bob Ross, 9536 E. Las Tunas Dr., stated he was for the District.
Duane Schmitten, 5833 Temple City Blvd., favored the District.
Dominic Mortellaro, 9621 Las Tunas Dr., stated he was for AB103,
stated he was in the process of building a new store in the
District, that he had talked to many who were in favor but
everyone waits for someone else to do something. He wants to
get Temple City on the map, and was sure that with Council help
this can be done.

Mrs. Penny Graham, 9612 Las Tunas Dr. , was in favor and felt
the only way was for everyone to go together and share the cost.
Albert Anspach, 9656 Las Tunas Dr., was in favor of AB103.
He stated they hoped to expand their business in the next
couple of years, that they will continue to grow and that
AB103 will help them.
Carl Ludlow, 9615 Las Tunas Dr., stated their property taxes
in Temple City run over $10,000., they pay business license
tax and inventory tax, and because of their combination of
businesses they will be paying maximum, approximately 12 %. Re
their store in the Plaza at Bakersfield, moved into thi §.area:
where there is a district and their volume moved from $175,000.
to $350,000 in two years. In the Whittier Quad a district is
now formed, in Glendale they are out of the district but are
looking for a location to move into the district area. The
independent businessmen in this town have to band together to
present a front. He is in favor of AB103, but he did feel the
rates are too low.
G. C. Hunter, 5843 Temple City Blvd., stated the large shopping
areas overpowers them, and their small ads are lost. They need
a concentrated effort to put out large promotion to compete
with this kind of thing. The only way to get new business in
town is to spend some money to get people into town and it
takes the cooperation of every businessman. Repeat business
from old customers is not enough, new blood is needed in the
community, and you have to advertise all the time to do business.
He favored AB103.
No one else came forward to speak in favor of the District at
this time and Mayor Briggs requested those who are against to
come forward and speak.
James Montpas, 5703 Temple City Blvd., Attorney, stated he was
opposed to the District mainly from.a lot of representations
that have been made by those who are for it. Also when the
business license went into effect it was going to take care of
promotional and parking for Temple City. This was voted in,
license taxes were paid, and we now find it not sufficient for
the same things now proposed. This is really a tax on business.
A man who knows how to merchandise will get the business, and
he felt we should get back to the free enterprise system. He
also stated Rosemead is not going to consider a promotional
district. He advised the Council he had presented petitions
opposing the District containing signatures for 130 businesses,
which is enough to terminate the proceedings if there are
193 businesses in the area. These businesses who have signed
these petitions feel they can promote their own businesses
and do proper advertising. There are other areas around us
that have not considered a District and are doing fine.
Property owners are affected as in a sale for commercial use
the assessment for the District would be automatically imposed
and this would be unconstitutional. He advised he represented
himself and a few of those signing the opposing petitions.
Lee Sackett, 9400 Las Tunas, advised in their T.V. business
they have to compete with people operating on high volume and
low gross profit. He is located at the extreme end of the
District. The proposal was being sold to them on a 2 yr. basis
and they find this is not necessarily so, and not so that they
would elect people to handle this money, which is not a good
way to enter into any kind of agreement involving this money.
He prefers to spend his advertising money as he sees fit and
considers the proposed assessments inequitable.

George Sampson, 6013 Cloverly, speaking for property owners in
the area was concerned about not knowing more about the proposed
District, about parking areas within area of proposal, and wonder-
ing why it includes residential so faraway from Las Tunas Dr.
and what residential people would face. He advised this is creating
an atmosphere against the business people.
Catherine Helmholz, 5818 Temple City Blvd., stated she does not
see the need for all this money for a promotional district, but does
see that people in business need to train their personnel to be
courteous to customers coming into their store and we won't need any
money. Opposed to District being formed.
Dr. Pace, 5821 Temple City Blvd., was opposed5it was not a good thing
to tax a segment of the City for promotion of private enterprise.
Nothing is spelled out at to what it will do for any business and it
is not fair to impose a tax on people to promote somebody else's
business. In other cities these Districts have not been in long
enough to tell if good or not. The need is to know why we have a
problem in Temple City if the people are not shopping here, and then
try to bring out something in a business -like manner that would
remedy the situation.
Darlene Kovach, 6090 Alessandro, was concerned about a parking lot
being located next to residential property and was opposed.
Charles Cathel, 5849 Temple City Blvd., stated in interviewing his
customers as to why they do not shop here they said they were treated
nicein outlying areas, and this is not so in Temple City.:. He sees
no benefit and opposes the District formation.
Richard Burroughs, 6013 Alessandro, was opposed. He stated this
does not include the whole business district of the City as it is
now proposed, Rosemead Blvd., etc. The parking we now have has
not improved business, and the District should not take in residential
area. He felt if the businessmen would stick together there would
be more opportunity to get business in here.
Tom Miller, 9658 Las Tunas, GlenBrier Studios, felt the meeting
should adjourn as no one seems to know what is going on, and that
there needs to be a clarification between the Chamber of Commerce
and the City Council and answer how it is to be run. It will not
help his business at all , and he is against it because nobody
knows who is running it.
Les Hanson, 6032 Cloverly, stated he opposed the formation of the
District.
No one else came forward to speak in opposition.
Mayor Briggs then gave the proponents an opportunity for rebuttal.
A. L. Nunamaker, advised everyone received a brochure and have had
time to study it. The proposed budget gives an idea of what can be
done. The District as proposed would solve a problem every time
a new business came in as they would have to pay their fair share.
Everybody will benefit. Individuals do not have this extra time to
spend trying to get this publicity. Letters were sent out to pro-
fessional men asking them to join with the businessmen in this pro-
motion, and all will profit when more people come into town to shop.
Al Lindberg, 96102 Las Tunas Dr., stated every business in the area,
with a few minor exceptions, are in trouble. Not only Temple City
but all up and down the coast. Standard old line businesses such
as we have here have lost business because of new business areas
coming in. Glendale considered this proposal for two years before
they set it up, and Santa Monica considered it a long time before
it was set up. He felt contribution on a voluntary basis is wrong

as rents are not decided that way . nor school district levies. He
does not favor the District as a.panacea for all that is wrong
with Temple City, but is willing to try it for two years to see
if it will help the businessmen. He believes it will if properly
administered and if, in two years, is decided to be good, it will
go on by itself. Business people are asking the Council to do
this. Help them to help themselves. In favor of a two year
period as a start.
Jack Armstrong, 9616 Las Tunas Dr., advised in the brochure sent
to all involved was a statement of understanding. In this it de-
signated a Committee would be formed of business people and to-
gether with the Council would 0. K. what is done with funds. It
was not the intention to try to tell: anyone how to run their
business or to advertise. It was felt in two years time an in-
crease would not be required, it would be built in as businesses
increase it would automatically put in more money.
No one else came forward to speak at this time.
Councilman Harker stated in view of the petition presented to the
Council this evening protesting the formation of the District it
is obvious disposition cannot be made of the subject before the
Council, and therefore he moved that this public hearing be con -
tinued to the regular meeting of the City Council on Sept. 17,
1968, and that the staff be instructed to make the necessary
count,with a representative from each faction present when the
count is made, of the protest petitions so the Council will know
exactly where we stand relative to the petition for the District,
with results to be prepared prior to the date of the continued
hearing, Councilman Tyrell seconded, and the motion carried un-
animously.
Mayor Briggs declared a 10 minute recess at this time, 9:50 P.M.
10 :05 P. M. Mayor Briggs declared the Council again in session.
6. 1968 -69 SIDEWALK PROGRAM: AWARD OF CONTRACT
Public Works Director Pizzorno recommended the contract for the
1968 -69 sidewalk program be awarded to the low bidder, Weacco
Inc. of Whittier, for the sum of $18,728.70.
Councilman Tyrell moved to approve the recommendation of the
Public Works Director, Councilman Harker seconded, and the motion
was unanimously carried.
7. LIVE OAK PARK ASSEMBLY IMPROVEMENT RE - AIR CONDITIONING:
Approval of plans and specifications.
The Public Works Director presented the plans and specifications
for the improvement at Live Oak Park Assembly room, re air con-
ditioning and recommended the;Council approve the plans and
specifications and authorize advertising for and receiving of bids.
Councilman Tyrell so moved, Councilman Harker seconded, and the
motion carried unanimously.
8. PEDESTRIAN MALL & PARKING LOT IMPROVEMENTS: NORTH SIDE OF LAS
TUNAS DRIVE BETWEEN TEMPLE CITY BLVD. & PRIMROSE AVE. (1) Accept-
ance of Deeds conveying private parking facilities to the City,
(2) Approval of plans and specifications, (3) Authorization to
advertise and go to bid.
The City Manager advised all deeds have now been executed. The
City Attorney stated the deeds were sent to the Title Co. for
title guarantee before expending funds on the property. They re-
quire deeds by Trustees to be approved by Court Order, and will
only accept them when Court Order is received.
Following discussion Councilman Tyrell moved that items 1-2-3 above
be approved subject to obtaining court approval of Trustee Deeds
and necessary activities on behalf of the City Attorney and City,

Councilman Merritt seconded, and the motion carried unanimously.
NEW BUSINESS:
9. SET PUBLIC HEARING, ASSESSMENTS: North side of Garibaldi, Primrose
to Temple City Blvd., curbs, gutters, and driveway approaches
Councilman Tyrell moved to set the public hearing for 7:30 P. M.
Sept. 17, 1968, Councilman Harker seconded, and the motion was
unanimously carried.
10. TRAFFIC COMMISSION RECOMMENDATIONS: Meeting of Aug. 7, 1968.
A. Item 6. LONGDEN AVE., SOUTH SIDE, BETWEEN OAK & PRIMROSE:
Recommend removal of passenger loading zone and all but 30 ft.
of red curb marking on Longden Ave., south side, adjacent to
Longden School.
Traffic Engineer Envall presented the above recommendation.
Councilman Merritt moved to approve, Councilman Harker seconded,
and the motion carried unanimously.
B. Item 8. ENCINITA AVE. & LAS TUNAS DR.: RESTRICTED PARKING
Recommend placement of 40 ft. of red curb marking on east side
of Encinita Ave. south of Las Tunas Dr., to provide additional
aid to vehicular movements at this intersection.
The Traffic Engineer presented the above recommendation. Council-
man Harker moved to approve, Councilman Merritt seconded, and the
motion was unanimously carried.
C. Item 10. CITY NAME SIGNS:
Recommend placing of multi -color or artistic signs ONLY on
standards which are erected for them at the east and west entries
on Las Tunas Dr., and that all other signs be considered as per
uniform signing manual.
The Traffic Engineer presented the above recommendation. Mayor
Briggs moved to refer "C" back to a study session, Councilman
Tyrell seconded and the motion was carried unanimously.
RESOLUTIONS NO. 68-852, 68-853, 68 -854, EMPLOYING PERSONNEL:
City Manager Koski presented the above Resolutions and advised
they were for budgeted positions. Councilman Tyrell moved to
adopt Resolutions No. 68 -852, 68 -853, and 68 -854, Councilman Harker
seconded and the motion carried unanimously.
12. RESOLUTION NO. 68 -855: employing temporary personnel
City Manager Koski presented the above Resolution which is
covered in the budget. Councilman Tyrell moved to adopt Resolu-
tion No. 68 -855, Councilman Merritt seconded, and the motion was
unanimously carried.
13. ORDINANCE NO. 68 -273: 1st read. Amending Section 2371 of the Temple
City Municipal Code Relating to Holidays.
City Manager Koski presented Ordinance No. 68 -273 AN ORDINANCE OF
THE CITY OF TEMPLE CITY AMENDING SECTION 2371 OF THE TEMPLE CITY
MUNICIPAL CODE RELATING TO HOLIDAYS. Councilman Tyrell moved to
waive further reading of Ordinance No. 68 -273, Councilman Harker
seconded, and the motion was unanimously carried.
No further action was taken as this was the first reading of the
Ordinance.
14. APPEAL FROM DECISION OF THE PLANNING COMMISSION: ZONE VARIANCE
CASE NO. 68 -261: Dominic & Mary Ann Mortellaro, vacant lot westerly
of 9635 Las Tunas Dr.

Both Capt. Ball, who filed the appeal, and Mr.Mbrtellaro were
present and requested the Council to make a determination on this
appeal at this time.
The City Attorney advised either a public hearing must be or
the Council can affirm or deny the appeal on the basis of the
records of the Planning Commission and staff. Following discussion
the Council decided by majority vote to make a. determination on
the basis of the records. Councilman Tyrell moved that the exhibits
of the Planning Commission be received by the Council as part of
the city records, Councilman Harker seconded, and the motion was
carried unanimously.
City Attorney Martin read the minutes of the Planning Commission
re their public hearing, and also the Affidavit of the Planning
Director that all notices had been sent from the list of the
property owners from the last equalized assessment roll provided
by the applicant for the Variance.
City Manager Koski read into the record the protest signed by
Daniel Ao Ball. Councilman Tyrell, moved that the appeal showing
the date - received stamp be made a part of the minutes as an exhibit,
Councilman Harker seconded, and the motion carried unanimously.
Councilman Harker commented that the appeal relates to parking
and it is good for the City to have a restrictive ordinance, but
he felt there are times such as this where there should be some
flexibility to make a deviation if it would benefit the City, and
he definitely felt that this proposal would be a benefit and it
would be a mistake to allow the matter of a few parking spaces re-
quired by the second story to possibly prohibit what otherwise
would be a good development, but if the parking lots were full
he would give more consideration to parking, and uphold the Planning
Commission decision.
Councilman Merritt felt we are attempting to build for the future.
He felt there should be some manner in which the condition of
additional parking should be maintained. This applicant will go
along in some future form of parking and he felt his variance
should be granted on the Planning Commission terms along these
lines.
Councilman Tyrell stated the pro - ration of cost to lineal footage
on Las Tunas Dr. was made in Parking Dist. #3. He felt the appeal
should be denied. We should plan for the future. In this case as
in future cases we should change propottion as far as cost of addi-
tional parking to be purchased by assessment. This property is
bearing its fair share proportion of cost of additional parking.
He also felt the 5 ft. set back required by the Planning Commission
should be revised and the set back should be in line with the
buildings to the west of this improvement.
Mayor Briggs stated parking is not a problem. We granted Sto'ppel:!s
this same privilege a few years ago, and if this request is denied
at this time it would grant a privilege to Stoppels. The building
has to meet standards in C -2 zone so it complies with the law.
Councilman Tyrell moved the appeal be denied & the set -back be modi-

15. RESOLUTION NO. 68 -851: Warrants & Demands
City Manager Koski presented Resolution No. 68 -851 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND
DEMANDS IN THE SUM OF $81,829.65, DEMAND NOS. 11512 THROUGH 11623.
Councilman Tyrell moved to adopt Resolution No. 68 -851, Councilman
Harker seconded, and the motion carried unanimously.

16. APPEALS FROM TRAFFIC COMMISSION - DENIAL OF REQUESTS FOR OVER -NIGHT
PARKING PERMITS.
A. Edward Shanick, 9477 E. Blackley Ave.
Michael Shanick, 9477 E. Blackley Ave., appeared for his brother
and advised they now had 4 cars at this residence, that their two
car garage is not wide enough for two cars and that the patio
if used you could not move cars in or out and could not be used as
a patio.
Following discussion Councilman Tyrell moved to deny the appeal,
and stated the applicant has not appeared before either the Traffic
Commission or the Council and appears not interested enough to
present the facts, Councilman Merritt seconded, and the motion was
unanimously carried.
B. Mildred Norton, 59384 Camellia Ave.
The Traffic Engineer advised Miss Norton was under the impression
that she would park in the rear of her apartment. The Manager has
four parking places not used by cars but he said he would allow her
to use one. There is available space to the rear off from the alley.
Councilman Tyrell moved to deny the appeal, Councilman Harker se-
conded, and the motion carried unanimously.
17. CORRESPONDENCE:
City Manager Koski presented a request from Temple City Lions Club
to hang a 20 ft. inflated cane at the intersection of Las Tunas Dr.
and Temple City Blvd. from Monday, Sept. 23 through Sept. 28.
Councilman Tyrell moved to grant subject to insurance requirements,
Councilman Harker seconded, and the motion carried unanimously.
The City Manager presented a request from the Temple City Lionettes
re the sight conservation program they sponsor. They request park-
ing space for a trailer to conduct a free eye clinic Sept. 20 and
21 in Temple City Park. Discussion followed regarding the all -
city picnic which is held on Sept. 21, and which the Council felt
they did not wish to have anything compete with. The parade is
at 3 P. M. and the concert at 4:30 P. M. and they felt the clinic
should close at 4:00 P. M.. not to interfere with the program. It
was suggested that the City could get the parking lot of the
Engineering building on Sat. the 21st and get their electricity
from the park rest - rooms. Councilman Tyrell moved approval for
Sept. 21 under these conditions, Councilman Merritt seconded, and
the motion carried unanimously.
The City Manager presented a request from the Lions Club to proclaim
Sept. 27 -28 as White Cane Days. Councilman Tyrell so moved, Council-
man Harker seconded, and the motion was unanimously carried.
The City Manager presented a request from the Alhambra -San Gabriel
Chapter of the National Society Daughters of American Revolution
requesting a proclamation designating the week of Sept. 17 -23
as Constitution Week. Councilman Tyrell moved to so proclaim,
Councilman Merritt seconded, and the motion carried unanimously.

19. MATTERS FROM CITY OFFICIALS:
The City Manager requested authorization for preparation of a
warrant for expenses for the League Conference on Labor Problems
in San Francisco on Thursday and Friday for himself, Councilman
Harker, and the Asst. City Manager, Councilman Merritt., moved to
approve the request, Councilman Tyrell seconded, and the motion
was unanimously carried.

The City Manager presented a request from the Standard Oil Co.
to re- conduct a geophysical seismic vibroseis survey along the
So. Pacific Railroad right of way. from Rosemead Blvd. to Temple
City Blvd. during the period of Sept. 10 to Sept. 30, with
total time not to exceed two working days. Councilman Merritt
moved to approve, Councilman Harker seconded, and the motion
carried unanimously.
The City Manager advised in the 1967 -68 budget $41,000. was
appropriated for the Longden Improvement, and $30,000. in the
1968 -69 budget. Since the $41,000. was not encumbered prior :to ..June
301,J.our,CPA. requested that the Council re-allocate $41,000 by
budget adjustment. Councilman Harker moved to re- appropriate
funds in the amount of $41,000. from the 1967 =68 budget and amend
the adopted budget accordingly, Councilman Merritt seconded, and
the motion carried unanimously.
City Attorney Martin advised the Council re acquisition of prop-
erty on Sultana at Sereno, the Nolte property. The appraiser
set a nominal appraisal of $500. for the 25 ft. strip. The City
Attorney was not in accord and recommended the Council offer
$1700. Following discussion Councilman Tyrell moved to approve
the recommendation of $1700. for this 25 ft. strip of property,
Councilman Harker seconded, and the motion carried unanimously.
The City Manager presented the bids received for the vehicle
for the Recreation Dept. He recommended approval of the low
bid of $3044.32. He advised $2800. was appropriated in the budget
and recommended the additional funds required be taken from
Account #8286 and added to Account #8284 for additional cost.
Councilman Merritt moved to make the proposed adjustment and
to purchase the vehicle, Councilman Harker seconded, and the
motion carried unanimously.
20. ADJOURNMENT: Councilman Tyrell moved to adjourn to the next
regular meeting, seconded and carried unanimously. Council ad-
journed at 11:30 P. M. The next regular meeting of the City
Council will be Sept. 17, 1968, at 7:30 P. M. in the Council
Chambers of the City Hall, 5938 Kauffman Ave., Temple City.
