1120.1. SUBJECT: ORGANIZATION AND POLICY
:1 OBJECTIVE:
Directs the City's Environmental Services programs, including the Wastewater
Division, Solid Waste Division and Stormwater Utility Division.
:2 AUTHORITY:
This procedure adopted by City Council March 22, 2004, Item A6.
:3 DIRECTION:
Environmental Services Director, as an appointed official, serves at the pleasure of the
Mayor and receives direction from the Public Works Director.
:4 FUNCTIONS:
Definition: Environmental Services includes, but is not limited to, City of Orlando lift
stations, sanitary sewer system, water reclamation facilities, reclaimed water system,
and the collection and transportation of solid waste. Also included are lake
management, monitoring and testing, stormwater code enforcement, public awareness,
and the assessment, collection and disbursement of Stormwater service charges.
Environmental Services provides guidance and technical support on environmental
issues to other City operations.
A. Renders operational guidance and direction to the Wastewater Division, Solid
Waste Management Division, and Stormwater Utility Division.
B. Serves as technical advisor to the Public Works Director on the need and
requirements of the City for environmental service improvements.
C. Submits budget requests for proposed projects.
D. Responsible for the development of plans and specifications for approved projects.
E. Conducts research programs directed at solving environmental problems; develops
programs to achieve a high level of operating efficiency in the Wastewater, Solid
Waste, and Stormwater Utility Division.
F. Performs such other duties and responsibilities as may be directed by the Public
Works Director.
