RESOLUTION AUTHORIZING EXTENSION OF CONTRACT WITH
GARDEN STATE LABORATORIES AND AUTHORIZING RECEIPT OF
BIDS FOR INDUSTRIAL WASTEWATER MONITORING
WHEREAS, the Borough of Carteret requires that wastewater discharge samples
from the nine (9) significant industrial users within the Borough be analyzed on a
monthly basis; and
WHEREAS, Garden State Laboratories, 410 Hillside Avenue, Hillside, New
Jersey, 07205, has been providing said laboratory services to the Borough
pursuant to an existing contract, in the total amount of $17,280.00 for a twelve
(12) month period, which will expire on May 31, 2001; and
WHEREAS, the Borough has obtained quotes for a new, twelve (12) month
Industrial Wastewater Monitoring contract:
Garden State Laboratories $21,240.00
QC Laboratories $24,960.00
STL Edison $32,980.00
Precision Analytical Services $33,100.00
New Jersey Analytical Laboratories $49,852.00
Vineland Environmental Laboratories No Bid
WHEREAS, all of the aforementioned quotations exceed the bid threshold which
will require the Borough to solicit formal bids for the provision of laboratory
sampling and testing of industrial wastewater discharges; and
WHEREAS, the Borough will need at least 60 days to prepare the necessary
specifications and solicit formal bids for the provision of said laboratory sampling
and testing services; and
WHEREAS, the continued and uninterrupted provision of said sampling and
testing of the wastewater discharges of industrial users is important to the public
health, safety and welfare of the Borough; and
WHEREAS, Garden State Laboratories has agreed to extend their existing
contract with the Borough for 60 days at its current rates, while the Borough
obtains formal bids for providing industrial wastewater laboratory testing; and
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough of Carteret as follows:
1. The appropriate Borough officials are authorized to enter into agreement
with Garden State Laboratories in Hillside, New Jersey, to perform
sampling and analysis of wastewater discharges from the designated

industrial users in the Borough for a period of 60 days in accordance with
Garden State's existing contract.
2. The Purchasing Agent is hereby authorized to advertise for bids for the
Industrial Wastewater Monitoring Contract.
