Leesburg Planning and Zoning Department Welcomes Three
New Staff Members
Leesburg, VA (May 9, 2014) –
The Leesburg Planning and
Zoning Department has
welcomed new staff members
in three key positions over the
past several months.
Brandon White started with
the department as Assistant
Zoning Administrator in
December 2013. A native of
Charleston, South Carolina,
Brandon holds a Bachelor’s
Degree in Urban Policy Studies
from Georgia State University
and is a member of the
American Institute of Certified
Planners (AICP). Prior to joining the Town of Leesburg, Brandon was a Senior Planner with
Charleston County (SC) government. As Assistant Zoning Administrator, Brandon will be
responsible for the Town’s zoning enforcement program and oversees the department’s
permitting counter.
Karen Cicalese joined the Planning & Zoning Department in January 2014, as Executive
Associate. In this position, Karen provides administrative support to the entire department and
serves as the Clerk of the Planning Commission. Previously, Karen worked for Blue Ridge Title &
Escrow as an office manager for more than 13 years. Karen also has been a group fitness
instructor at Ida Lee Park Recreation Center and other area fitness centers. A native of New
Jersey, Karen has been a Leesburg resident since 1994.
Tom Scofield came on board in April 2014 as the Town’s new Preservation Planner. Tom comes
to Leesburg from the Philadelphia area where he worked for John Milner Associates, Inc., an
architectural and archaeological firm, as a historic preservation consultant. Previously, Tom

held preservation planning positions in Volusia County and the City of Saint Augustine, Florida.
Tom holds a Bachelor’s Degree in History, with an emphasis in Historic Preservation, from
Middle Tennessee State University and is a member of the American Institute of Certified
Planners (AICP). As the Preservation Planner, Tom serves as the staff liaison to the Board of
Architectural Review, assists property owners in complying with the Town’s historic district
zoning ordinance, and manages the Town’s Certified Local Government program, through the
Virginia Department of Historic Resources.
