Meeting was called to order at 9:08AM by Deane Keuch, Chairman. Those present were: Bud Rowles, Bill
Porter and Doug Wilcock, members, Paul Anderson, Superintendent and Pamela Springer, Administrative
Supervisor.
TOWN/CITIZEN PARTICIPATION: None
2. MINUTES: Bud Rowles made the MOTION to approve the February 12 and March 19, 2013 meeting
minutes as ammended. Deane Keuch seconded the motion. Passed unanimously.
3.SUPERINTENDENT'S REPORT
A. Water Quality
• All routine samples have come back with acceptable results.
B. Operations
• NSTAR has begun to pull wire from the Treatment Plant to Well #6. Dean asked if Paul anticipates
the need to hire additional staff once the well is online. Paul does not think additional field staff will
be required right away.
• Flushing of town water mains has begun and is going very smoothly. So far there have been no
discolored water complaints and the field crew is becoming comfortable using the new flushing
program.
• Paul spoke to the commissioners regarding an inter-municipal agreement between the towns of
Brewster and Harwich which will allow a resident of Harwich, to obtain water from Brewster. The
resident requesting water lives on the town border and has a Brewster water main on his road, while
Harwich has no public water supply in the area. The resident's current well is failing. Essentially,the
agreement states that The Brewster Water Department would install and maintain a water service to
the house, meter the usage, then bill to and collect from the Town of Harwich. Harwich would then
be responsible for collecting from the resident. The agreement is currently at Town Hall for review.
• The discussion from the last commissioners meeting regarding the resident of 86 Pine Hill Drive
who has a failing well continued. Due to the drinking water and fire protection needs of all the Pine
Hill Drive residents, Bud Rowles made a MOTION; to install 8"water main and fire hydrants on
Pine Hill Drive, in two phases, as long as each phase costs the department under$25,000.00. Doug
Wilcock seconded the motion. Passed unanimously.
• The commissioners discussed the possibility of creating a future policy for providing water main
installation to ensure 100% of Brewster residents have access to town water and fire protection.
Currently the town provides access to approximately 95—96%of the town.
