HomeMy Public PortalAboutSPRC Minutes 2000-08-16 Site Plan Review Committee August 16,2000 Present: Bob Canning, Brian Harrison, Chuck Medchill, Bill Quinn, Ron Wolanski Absent: Bob Bersin,Jennifer Wood Continued Formal Review,4 Cole Place, Harry Koons. Represented by Jeff Colby, of Schofield Brothers. A revised plan was submitted. Existing driveway on Beach Road to be abandoned. Reserve area and existing septic system shown. Retail area changed to 630 square feet. Water line shown, catch basin to be slightly relocated to meet the 5' separation. Bob Canning asked about the use of the catch basin on the Beach Road property. Jeff Colby said it was a receiving basin, not a leaching basin. Ron asked if the off-premise sign had been approved by the Zoning Board of Appeals. Brian said it was not included it the decision. Motion: Bob Canning made a motion to accept the plan submitted today as the formal plan,contingent on sign approval. Bill Quinn seconded. Vote: 5-0-0 Informal Review,173 Rte 6A, Dr. Robert&Paige Bauer, addition of second floor 2-bedroom apartment to an existing retail building. Represented by Mrs. Bauer. Bill Quinn commented that access to the site would be adequate. All other interior fire safety issues would be addressed by the building code. Bob Canning stated that the floor plan for the apartment as shown would be considered a 3- bedroom. Mrs. Bauer said they would alter the plan. Septic inspection is required and must be reviewed by an engineer. Setback from septic must be considered in locating the deck. He asked what the current use of the basement was; Mrs. Bauer said storage. Brian Harrison provided the list of criteria for dwellings in commercial structures. He commented that a Special Permit would be needed. Architectural Review approval would be required for exterior changes. A minimum of 1-hour fire separation between uses is required. A second means of egress is required; if inside the building, it must have the 1-hour fire separation also. Escape windows required in the bedrooms. Ron Wolanski commented that two parking spaces will be required for a 2-bedroom apartment. Brian Harrison commented that they could be exempted. Ron stated that an open unpaved space of 450 square feet is required. Screening will be required. Motion: Bob Canning made a motion to require a Formal Review, Bill Quinn seconded. Vote: 5-0-0 Informal Review,87A Route 6A, represented by Merwin Rubin. Proposing retail on is'floor and offices or apartments on 2nd floor. Building is located in Lowell Square, behind Villa Pizza. Bill Quinn commented that an access to the rear of the property has been blocked;this could be an issue.All other interior fire safety issues would be addressed by the building code. Brian Harrison commented that two means of egress are required for each apartment. Interior stairs require a 1-hour fire separation. Brian also provided Mr. Rubin with the requirement list for dwellings in commercial structures. If creating more than 2,500 square feet of retail or office space,a Special Permit will be required. Village Center requirements will need to be addressed. Architectural Review approval required. Fire separation between uses will be required. Handicap access to retail space should be added. Bob Canning commented that the septic system would require updating to comply with Title 5. Neighboring septic system may be encroaching on this lot. A reserve area for future septic system should be on the plan. Building should be checked for lead paint. Use of the building must be decided for an engineer to design the system. Chuck Medchill stated that water lines and underground utilities must be shown on the plan, with 5' separation. lo' separation is required from water lines to any septic components. More detail will be required if a sprinkler system is required. Ron Wolanski commented that parking will require a lo' setback from the property line. Screening is required. Signs and lighting should be shown on the plan. He mentioned Village Center requirements; applicant may want to look into Board of Appeals or a waiver for the building transparency. Unpaved open space is required. Continued for formal review. Minutes of August 2,2000 were read. Motion: Bob Canning made a motion to approve as submitted, Chuck Medchill seconded.
