AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD ADDING SECTION 8-12 TO THE LYNWOOD CITY
CODE RELATIIIG TO COLOR OF BUILDINGS
THE CITY COUNCIL OF THE CITX OF LYNWOOD DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. The City Council hereby finds and determines as follows:
(a) The City has established a comprehensive policy of site plan review
for new construction to assure that the appearance andmaintenance
of. structures ~::all er. __..: _..~ .._ ,'s ,-eputation far attre~ccive
developments that protect property values and the welfare of the
community;
(b) Such review applies only to new construction and does not include
the painting of existing buildings;
(c) Redevelopment areas along major City streets will include new
buildings with harmonious and aesthetically pleasing color schemes;
and
(d) To preserve such harmony, it is essential that when existing
buildings along such streets are repainted, colors used are within
a range that will not destroy or adversely affect the City's
aesthetic goals.
SECTION 2. Section 8-12 is hereby added to the Lynwood City Code to
read as follows:
Section 8-12, Color review.
(a) No person shall paint or otherwise color the exterior of any
building or structure along Long Beach Boulevard, Atlantic Avenue,
Century Boulevard or Imperial Highway without first obtaining a
permit therefore from the Community Development Director, or his
designee;
(b) An application for such a permit shall be submitted to the Community
Development Director on a form provided by him;
(c) The permit shall be granted if the Community Development Director
or his designee finds that the color or colors for the project are
within a range of colors that has been adopted by the City Council.
The City Council, in adopting a color range, shall eliminate only
such colors as would be injurious to and adversely affect the aesthetic
goals for the designated areas; and
(d) Any person who is denied a permit may appeal to the City tianager by
filing a notice thereof within 10 days after receiving notice of the
Community Development Director's decision. The City Tlanager, or his
designee, shall within 10 days after receiving notice of the appeal,
conduct an informal hearing and decide the matter. His decision
shall be final.
(e) That the fee for the permit shall be designated by resolution of the
City Council.
