Attending Committee Members:
Vice Chairman Nancy Ice convened the Water Quality Review Committee meeting at 1:30 PM in the
Brewster Town Office Building with members; Victor Staley (arrived at 1:50), Nancy Ice, Patricia Hughes,
Annie Sherwood (Health alternate), Deane Keuch (Water alternate), Bill Hoag and Dave Bennett
(consultant) present
Members missing: Chris Miller, Joanne Hughes, and Doug Wilcock

3. Certificate of Compliance Discussion
• Discussion regarding the interpretation of results of Barnstable County Health Lab/Certificate of
nalysis
• Ilscussion of conversation with Ms. Trzcinski regarding septic inspections for all Brewster
residents. Commercial vs Residential
o Exemption for 1 or 2 family dwellings
o Septic has not been inspected since 2002
o 2 legal units on the property; all other structures are NOT being occupied
o She must present a clear plan
• Fs4s. Trzcinski approach is not consistent
• own Counsel will be contacted again
• It has been suggested owner contact Peter Johnson and/or Mark Robinson
• Possible agricultural exception (5 acres or more)
• Otill considered a non residential operation

• Draft a letter to Ms Trzcinski with specific deadline date and exactly what must be done
• Open it up for her response; deadline end of November 2013.
• Certificate has expired
• Water testing required twice a year, it is up to the applicant to requested relief or change
