A RESOLUTION ENTERING INTO AN AGREEMENT WITH MSA PROFESSIONAL
SERVICES TO DESIGN THE EMERGENCY ACCESS FROM CIRCLE DRIVE/PLEASANT
HILLS 1ST ADDITION TO LINDA DRIVE/WOODS ESTATE PHASE II
WHEREAS, The City of Riverdale, Iowa ("City") is a Municipal Corporation, organized and operating under
the laws of the State of Iowa, and;
WHEREAS, the City previously approved Resolution 2021-17 entering into an agreement for engineering
services to design an emergency access route from Circle Drive/Pleasant Hills 1St Addition to Linda
Lane/Woods Estates Phase II ("the project"); and,
WHEREAS, at a community information meeting held on April 5, 2022, it was determined that gravel was
the best product for the project; and,
WHEREAS, this determination will require a redesign of the project and amendment to the original
Professional Services Agreement with MSA Professional Services; and,
WHEREAS, this amendment with MSA Professional Services will add an additional $6,900 to the project;
and,
WHEREAS, the funding source for this amendment is 301-210-6499, Capital Improvement - Contract
Services.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, that
the Mayor Pro Tem is authorized to enter into an agreement with MSA Professional Services for a redesign
of the emergency access route for the project, per the attached Amendment No. 1.

A RESOLUTION ENTERING INTO AN AGREEMENT WITH MSA-PS TO DESIGN THE EMERGENCY
ACCESS FROM CIRCLE DRIVE/PLEASANT HILL 1ST ADDITION TO LINDA DRIVE/WOODS
ESTATE PHASE II
WHEREAS, the City of Riverdale, Iowa is a Municipal Corporation, organized and operating under
the laws of the State of Iowa:
WHEREAS, upon review and consideration of correspondence from City Engineer, MSA
Professional Services, their Project Engineer, Christian Cooper, P.E., CPESC Agreement for
Engineering Services to design Emergency Access from Circle Drive/Pleasant Hill 1st Addition to
Linda Drive/Woods Estate Phase II as Attachment A;
WHEREAS, the City of Riverdale is required to design, bid and construct Emergency Access road
from Linda Drive to Circle should Madison Drive or Manor Drive become impassable;
WHEREAS, the City of Riverdale wishes that thls Emergency Access Road have as minimal impact
to Bi-Centennial Park yet allow for the safe passage of overweight Emergency Vehicles;
WHEREAS, the amount of engineering review required for this type of review of this type project is
almost entirely driven by the developer/design engineer. That is, their design and their ready
adoption /acceptance to review comments is driving the review engineer's effort and;
NOW THERE FOR IT BE RESOLVED, by the City of the City of Riverdale, Iowa that;
Section 1. Authorizes the Mayor to execute orders, contracts and other documents required
by the City Engineer at a price not to exceed the $21,500.00 authorized by this resolution without
further advice and consent of the City Council.
Section 2. The City Engineer is hereby ordered to update the City Council at future meetings
regarding the status of the design of the Woods Estates Emergency Access Route.

Authorization for the work described above shall amend the Agreement between MSA and
OWNER. Any attachments or exhibits referenced in this Amendment are made part of the
Agreement. Payment for these services will be on a lump sum basis.
Approval: MSA shall commence work on this project in accordance with your written
authorization. This authorization is acknowledged by signature of the authorized
representatives of the parties to this Amendment. A copy of this Amendment signed by the
authorized representatives shall be returned for our files. If a signed copy of this Authorization
is not received by MSA within seven days from the date of issuancc, MSA may stop work on the
project. Until this Amendment is authorized or rejected, MSA has stopped work on this project.

UNDERSTANDING:
Attachment A:
Amended Scope of Work
The City of Riverdale has determined that the cost to proceed with an access road constructed
of articulating open celled blocks has expanded the cost of the project so that it does not fit into
their 2022 budget.
The City acknowledges the Citizens of Riverdale, in a July 15, 2021 Open House unanimously
stated their desire for a natural looking roadway down the center of the park. Furthermore, the
City acknowledges at September City Council meeting, the City Council provided an opinion to
utilize articulated open cell blocks even though their presented cost is about twenty five (25)
percent greater than other turf reinforced products. Finally, the City acknowledges that MSA
has indicated for several meetings that they are almost complete in the preparation of Contract
Documents in preparation for bidding.
The City understands the revised roadway construction will likely increase storm water surface
runoff. However, the due to the area of the gravel drive, which is less than 0.25 acres, the
project does not necessarily require peak flow mitigation. Therefore, mitigation of this storm
water surface runoff is not included at this time as part of the modified scope of work.
The City understands that this modification will delay bidding Until May.
Therefore, to reduce project costs, MSA will modify the prepared plans and specifications as
directed by the City Council.
It is MSA's understanding the City is requesting a gravel roadway, 12 feet wide, be utilized to
replace the designed articulated open cell blocks. The City understands this access route will
be designed to accommodate infrequent fire truck loading as well as access maintenance
vehicles.
ADDITIONAL SCOPE OF WORK:
1. MSA has assisted the City by providing opinions of probable construction costs for a
gravel drive alternative as well as an opinion of the probable construction cost for all the
work in the project except the connecting route.
2. MSA lead an open house to present the access route paving alternatives to the
Riverdale Public. The open house included exhibits.
3. MSA will modify the project technical specifications, the plan quantities, and the project
notes to incorporate the modified materials utilized to construct the access route.
4. MSA will modify the project plans to delete all references to articulated open cell block
and to add a gravel roadway section of suitable thickness to accommodate the
aforementioned design loading.

5. MSA will modify the plans to include the replaced of topsoil around the basketball court
that has become contaminated with road salt.
6. MSA will meet one time with City Council to discuss the changes, the Amendment, and
the level if impacts to storm water runoff.
7. MSA will provide a modified opinion of the probable construction cost for this project.
8. Upon completing these tasks, MSA will request the City schedule a Public Hearing to
move forward with the bidding of this project as a stated task that is part of the original
Professional Services Agreement.
