MEDINA CITY COUNCIL MEETING MINUTES OF AUGUST 17, 2010
The City Council of Medina, Minnesota met in special session on August 17, 2010 at
5:05 p.m. in the Medina City Hall.
I. Call to Order

Chief Ed Belland, and Finance Director Jeanne Day
II. 2011 Budget Work Session
Adams provided a presentation of slides including emphasis on big picture policy
discussion, estimated 2011 budget impact on residential homes at values of $300,000 and
$600,000, decrease in general fund spending in 2011 from 2010, example of general
government expenditures the past five years, city tax levy and rate history the past 10
years, and tax levy, per capita tax spending and rate comparisons to neighboring
communities.
Discussion was held on how the budget could be reduced to demonstrate a $0 tax impact
on residents for 2011.
Discussion was held on the use of Municipal State Aid and if it should be used to reduce
the tax levy, tax impact to residents, or if it should be retained for future road
improvements. The Council agreed not to implement the MSA funding into the
preliminary budget analysis and acknowledged it could be added and discussed later.
Discussion was held on the use of a Street Light Utility as an option to reduce the tax
impact on residents and to establish a "user based system" instead of depending on City
taxes to support street light costs and future capital replacement costs. The Council
agreed to educate residents about the street light utility option at the Open House, but to
not include the funding source into the budget for 2011.
Discussion was held on the Staff salary/wage compensation proposed at 2.5% COLA and
step increases for non -union employees for the 2011 budget. The Council agreed to
direct staff to show a 1 % COLA with step increases for the September 7 budget open
house.
Discussion was held on the list of City Hall improvements. The Council agreed to
include an increased budget for the list of improvements in the preliminary budget and
for the list to be prioritized with values prior to final budget approval.
Adams requested direction to revise the Storm Water CIP to reflect the Hamel Road
water quality improvements. The Council agreed to the revision.

Discussion was held on the amount to be increased for legal prosecution of code
enforcement cases. The Council agreed to increase the budget to $15,000.
Adams requested direction to change the land classification for the MPCA landfill
regarding the storm water utility charges. The Council agreed to the revision.
Adams requested direction to add the Police grant as a special revenue fund for 2011.
The Council agreed to the revision.
Discussion was held on the recycling budget. The Council agreed to direct staff to
prepare an action plan prior to the final budget adoption.
Discussion was held on the open house preparation. The Council agreed to promote the
open house through the Council agenda e-mail list, electronic message boards on TH55
and possible sandwich boards.
Discussion was held on the preliminary tax levy to present at the September 7th meeting.
The Council agreed to direct staff to prepare a summary of how the budget could be
reduced to result in a $0 tax increase to residents.
