HomeMy Public PortalAbout2018-11-05 pre-meeting1 COUNCIL “PRE-MEETING” WORK SESSION, NOVEMBER 5, 2018 CALL TO ORDER In the absence of Mayor Carrie Tergin, President Pro Tempore Ken Hussey called the November 5, 2018 City Council “Pre-Meeting” to order at 5:45 P.M. to review the agenda. ATTENDANCE The following Council Members were present when the mee ting convened: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was present. DISCUSSION OF AGENDA ITEMS Councilman Hensley will lead the prayer. Adoption of the Agenda - Mayor Tergin will request a motion to amend the agenda to move Item 15(b.) RS2018-21 to Item 4(d.) under Miscellaneous. Members of the Rock Island Trail organization will be in attendance. Appointments by the Mayor - Mayor Tergin will have three recommended appointments to the Heartland Port Authority. Consent Agenda - There were no questions regarding the Consent Agenda. Bills Introduced - Eric Barron, Planning Manager will present Bill 2018 -065. - Police Chief Roger Schroeder will present Bill 2018-066. Lt. Chad Stieferman will be available for questions. - Matt Morasch, Director of Public Works will present Bill 2018-067. - Chief Schroeder will present Bill 2018-068. - Gail Strope, Director of Human Resources will present Bill 2018 -069. 2 COUNCIL “PRE-MEETING” WORK SESSION, NOVEMBER 5, 2018 - Margie Mueller, Director of Finance and IT will present Bill 2018-070. - Mr. Morasch will present Bill 2018-071. Councilman Fitzwater will request to suspend the rules and take up the bill for third reading and passage. Mayor Tergin arrived at the meeting at 5:51 P.M. Bills Pending - Jayme Abbott, Neighborhood Services Manager will present Bill 2018 -063. - Mr. Morasch will present Bill 2018-064. Resolutions - Ms. Abbott will present RS2018-20. Unfinished Business - Councilman Fitzwater will make a motion to reconsider Bill 2018 -055 which had been defeated at the October 22nd City Council meeting. City Counselor, Ryan Moehlman, explained that if the motion passes, Bill 2018 -055 would have to be brought up for a public hearing and a vote at the December 3, 2018 meeting to allow for the required advertising of the public hearing on a planning and zoning bill. ADJOURNMENT The meeting adjourned at 5:56 P.M.
