HomeMy Public PortalAbout2018-11-051 REGULAR COUNCIL MEETING, NOVEMBER 5, 2018 CALL TO ORDER The Regular Council Meeting of November 5, 2018, was convened at 6:02 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Wiseman to amend the agenda, moving Item 15(b.) RS2018-21 to Item 4(d.) under Miscellaneous. Councilwoman W ard seconded the motion. There being no objection, the motion to adopt the amended agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS a. Mayor Tergin introduced Donna White of the Miss Fashionetta Cotillion. Ms. White provided a background on the organization and introduced the 2018 Miss Fashionetta debutantes. Mayor Tergin presented them with the Miss Fashionetta Cotillion Day Proclamation. b. Representatives from the Missouri American W ater Association presented a $1,200 Check/Grant to the Jefferson City Fire Department. Fire Chief Matt Schofield accepted the check, and provided a brief presentation on how the funds will benefit the Fire Department. c. Mayor Tergin introduced Barb Gordon of the suicide prevention group, “In A Flash” to announce the Kevin Hines “Suicide: The Ripple Effect” Event scheduled for November 29th at Miller Performaning Arts Center. A book signing is scheduled for 6:00 P.M., speakers at 6:30 P.M., and a documentary film at 7:00 P.M. d. RS2018-21 sponsored by Councilman Mihalevich entitled: A RESOLUTION IN SUPPORT OF THE ROCK ISLAND TRAIL. 2 REGULAR COUNCIL MEETING, NOVEMBER 5, 2018 Aaron Grefrath, Assistant Director of Programs with the Parks, Recreation, and Forestry Department presented the resolution. Mayor Tergin welcomed guests from the Rock Island Trail organization. Councilman Mihalevich thanked them and Diane Gillespie of the Convention and Visitors Bureau for their efforts. Councilman Mihalevich motioned to adopt RS2018-21. Councilman Schreiber seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Wiseman, and Ward Nay: None PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR Mayor Tergin recommended Councilman Mihalevich, Roger Schwartze, and Jim Jordan to the Heartland Port Authority. Councilman Graham asked about the term lengths of the appointments and how others can become members of the Heartland Port Authority in the future. Since this is not a City Commission or Board, City Counselor Ryan Moehlman said he would find out the information and notify the City Council. Councilman Prather motioned to appoint Councilman Mihalevich, Roger Schwartze, and Jim Jordan to the Heartland Port Authority. Councilwoman Wiseman seconded the motion. The motion passed unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Mayor Tergin made the following announcements:  Veterans Day events are scheduled around the City. Mayor Tergin encouraged everyone to find an event and participate. Of the many events, Mayor Tergin mentioned the following:  November 12th, 9:30 A.M. – Veterans Tribute at Freedom Corner at the intersection of East McCarty and High Street, hosted by the East Side Business Association. 3 REGULAR COUNCIL MEETING, NOVEMBER 5, 2018  November 12th, 11:00 A.M. – Veterans Council at American Legion on Tanner Bridge.  Election Day is tomorrow, November 6th. Mayor Tergin reminded everyone to vote.  Councilman Hussey announced the next Public Works & Planning Meeting scheduled for Thursday, November 8th at 7:30 A.M. Councilman Fitzwater will be chairing the meeting in Councilman Hussey’s absence.  Councilman Prather announced the cancellation of the November 22nd Finance Committee meeting. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Caroline Wanjiru made the following announcements:  The Lincoln University Student Council hosted successful fundraisers, benefitting local breast cancer and domestic violence organizations.  November 12th – 16th is International Week at Lincoln University. Among other activities, there will be food representing multiple countries during the week.  The University’s “What’s At Stake” group will provide transportation from the Student Union to the LINC (the student’s polling location) during the hours of 9:30 A.M. to 5:30 P.M. CONSENT AGENDA The following items were brought before the City Council for approval by Consent: a. Minutes of the City Council October 15, 2018 Meeting and the October 22, 2018 Work Session b. Authorize a Contract to Replace the City’s Telephone System with a Hosted VoIP Solution c. Declares Certain City Owned Personal Property as Surplus and Authorizes Disposal of the Property – 2010 Ford Bus d. Authorize a Construction Contract with Sam Gaines Construction, Inc. for the Miller Street and West Main Street Striping Project 4 REGULAR COUNCIL MEETING, NOVEMBER 5, 2018 A motion was made by Councilman Graham and seconded by Councilwoman Ward to approve the Consent Items. The motion was approved unanimously. Councilman Hussey motioned to adopt RS2018-20. Councilman Graham seconded the motion. UNFINISHED BUSINESS 2018-055 sponsored by Councilman Fitzwater AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A PRELIMINARY PUD PLAN FOR PROPERTY ADDRESSED AS 3410 SHERMANS HOLLOW. 7 REGULAR COUNCIL MEETING, NOVEMBER 5, 2018 Councilman Fitzwater motioned to reconsider Bill 2018 -055. Councilman Mihalevich seconded the motion. After some discussion, the motion passed by the following roll - call vote: Aye: Fitzwater, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: Graham Bill 2018-055 is a Planning and Zoning bill, and requires a public hearing before the vote. The public hearing notice must be advertised for 1 5 days and property owners must be notified; therefore, the bill will be brought up for a public hearing and vote at the December 3, 2018 City Council meeting. ADJOURNMENT A motion to adjourn was made by Councilwoman Wiseman, seconded by Councilman Graham, and approved unanimously at 7:15 P.M.
