ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE
DEFINITION OF SAFETY SENSITIVE FUNCTION AND SUBSTANCE ABUSE
PROFESSIONAL (SAP), AND SECTION 3-3 ALCOHOL, DRUG, AND CONTROLLED
SUBSTANCE ABUSE POLICY OF THE PERSONNEL POLICY MANUAL.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. Updating the definitions of Safety Sensitive Function and Substance
Abuse Professional (SAP).
Safety Sensitive Function
I. Transit Safety Sensitive Function
A. Transit Division Director Manager
B. Transit Operations Supervisor
C. Transit Operations Assistant
D. Transit Bus Driver/Communications Operator
E. Full-Time Bus Drivers
F. Part-Time Bus Drivers

2. CDL Safety Sensitive Function
Any position whose duties include operating, maintaining,or dispatching a vehicle
required to be operated by a holder of a Commercial Drivers' License.
3. All Other City of Jefferson Employees.
All other City employees who do not fall under the Transit Safety Sensitive function or
the CDL Safety Sensitive function.
Substance Abuse Professional (SAP). A licensed physician (M.D. or D.O.) or a licensed or
certified psychologist, social worker, employee assistance professional, state-licensed or certified
marriage and family therapist, or drug and alcohol an addiction counselor (certified by the
NAADAC, ICRC or NBCC)with knowledge of and clinical experience in the diagnosis and treatment of
drug or alcohol-related disorders.

Section 2. Updating Section 3-3. Alcohol, Drug, and Controlled Substance Abuse
Policy.
(e) Positive testing levels. The following initial and confirmation cutoff levels shall be used to
determine whether the specimen/sample is positive or an individual is under the influence of the
following substance: Amphetamines (amphetamine, methamphetamine, MDMA, MDA), Cocaine,
Opioids (codeine, heroin, morphine, oxycodone, oxymorphone, hydrocodone, hydromorphone),
THC (Marijuana, Cannabinoids), and Phencyclidine (PCP).

(k) City's Right to Test. An individual shall not be hired to perform a safety sensitive function unless
the individual passes a drug test of urine for evidence of marijuana, cocaine, opiates, phencyclidine
(PCP), and amphetamines. Amphetamines (amphetamine, methamphetamine, MDMA, MDA),
Cocaine, Opioids (codeine, heroin, morphine, oxycodone, oxymorphone, hydrocodone,
hydromorphone), THC (Marijuana, Cannabinoids), and Phencyclidine (PCP). All new hires and re-
hires of full-time, part-time, or temporary/seasonal employees may be required to take a urine or other
medical test and to agree in writing to allow the results of those tests to be furnished to and used by the
City. Those persons who do not pass such test(s) shall not be employed.
(m) Employee Assistance. The City shall maintain a contract Employee Assistance Program (EAP)
which will provide counseling or referral for drug and alcohol abuse. Employees may contact the EAP at
Capital Region Medical Center- Memorial Campus Center for Mental Wellness by telephoning 632-
5598 calling 636-8255 or supervisors may assist employees by contacting the EAP on the employee's
behalf.
Section 3. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.
