SUBJECT: INVITATION TO SPECIAL PARK DISTRICTS FORUM - 1977
Following the very successful and informative forum hosted
by the East Bay Regional Park District in May 1976, the 1977 Forum
was scheduled to visit the Hennepin County Park Reserve District
in Minnesota. However, the Forum has been shifted to the Detroit
area, Huron-Clinton Metroparks, on July 22-24, 1977 to reduce
overall travel and time requirements for those members also attend-
ing the National Association of Counties Conference, July 24-27, 1977
in Detroit. Hennepin County will be scheduled for a future forum.
The 1977 Forum will feature tours of the larger Metroparks
and will include at least one exchange of information meeting like
those so worthwhile at NRPA Congresses. We have arranged rooms
in the Hyatt-Regency Hotel in Dearborn, a fabulous hotel, at the
same rate as the NACO Conference, $26-$38 single and $36-$48 double
per night. NACO will be using the Hyatt-Regency Dearborn and four
downtown hotels and with the NACO Opening General Session at
6:00 p.m. on Sunday, July 24, there will be time on Sunday afternoon
for those with downtown hotel reservations to move. The first tour
is scheduled to leave from the Hyatt-Regency Dearborn at i:00 p.m.
on Friday, July 22, so many participants can fly in on Friday morning
to Metropolitan Airport, 20 minutes away. Those who drive in from
a distance or fly in from the West Coast may prefer to arrive
Thursday evening. Spouses are welcome on the tours and there
are other attractions nearby. The Hyatt-Regency is connected by
a monorail people-mover to the adjoining Fairlane Town Center
(shopping) and the world famous Henry Ford Museum and Greenfield
Village is minutes (2 miles) away.

SUBJECT: Proposed Addition to Monte Bello Open Space
Preserve (Burns and Eldridge Properties)
Introduction: The Midpeninsula Regional Open Space District
has an opportunity to purchase approximately 758 acres of land
in the upper Stevens Creek watershed along Page Mill Road, as
an addition to the Monte Bello Open Space Preserve which lies
4 mile to the southeast.
This property is an outstanding example of the type of open
space lands the Midpeninsula Regional Open Space District
seeks to preserve; namely, a spectacular natural landscape
approaching the wilderness category, yet only half an hour' s
drive from the urbanized valley. The 2 ,600 foot elevation
Monte Bello Ridge rises to a height of 1,000 feet above Stevens
Creek canyon. The site offers sweeping vistas of the richly
forested canyon and a variety of hiking environments , including
open grassland and creek woodland.
Although the site is situated in a pastoral setting, it is
easily reached from anywhere on the Midpeninsula via Skyline
Boulevard, Highway 280 , or Page Mill Road and should attract
significant numbers of visitors. It could become one of the
most heavily used of the District' s lands due to its accessi-
bility and appeal.
In addition to its own merit as a sizeable property in a rela-
tively natural state, its location between existing recreational
lands makes it a vital link in securing a significant contiguous
open space belt free from disruption by development. The oppor-
tunity exists for maintaining a 4 ,500-acre recreational cooridor
extending from Saratoga Gap, Monte Bello, Los Trancos and North
Foothills Open Space Preserves, Santa Clara County' s Upper
Stevens Creek Parkand Palo Alto Foothills Park. If the en-
dangered California mountain lion still roams the Santa Cruz
Mountain Range, this wild western slope of Monte Bello Ridge
is most likely part of its territorial range. Preservation of
the proposed acquisition could be critical in order to secure
this valuable wildlife habitat.

Since the property contains the headwaters of both Stevens and
Adobe Creeks, it is key watershed land. It would also furnish
better public access to the District' s Black Mountain Area via
hiking trails on Monte Bello Ridge from Page Mill Road.
A. Description of the Site.
1. Size, Location and Boundaries. The property is made up
of three assessor' s parcels totaling 758 acres in the
Stevens Creek and Adobe Creek watersheds and within the
City of Palo Alto. It is bounded by Skyline Boulevard
and Stanford University property to the south; Page Mill
Road and the Duveneck Ranch to the north; private holdings
to the west; and the remainder of the Stanford property
to the east.
The Los Trancos Open Space Preserve is directly across
Page Mill Road from the proposed acquisition, and the
Monte Bello Open Space Preserve lies .5 kilometers or
approximately h mile to the southeast.
2. Topography, Geology and Soils. The site is made up of
a series of ridges and knolls alternating with creek
canyons. Monte Bello Ridge, with a 2,675 foot high
point on the property, is the most prominent feature.
The headwaters of Stevens Creek are contained on the
property, fed by three tributaries. Three other creeks
originate on the northern side of Monte Bello Ridge and
flow into Adobe Creek.
The San Andreas rift zone runs through the southern
portion of the property, and several associated sag ponds
and fault-related geologic features are evidence of its
location.
Soils are mapped as being of the Maymen-Los Gatos-Gaviota
association, which is characterized by very shallow soils ,
low fertility, very high erosion hazard and very rapid
runoff.
3. Vegetation and Wildlife. The vegetative mosaic of the
site is similar to that of the Black Mountain Area, with
grassland knolls and open slopes on Monte Bello Ridge
and along Page Mill Road; and dense oak woodland inter-
mixed with substantial amounts of Douglas fir, primarily
along the main branch of Stevens Creek.
The entire creek corridor was historically a mixed
redwood and Douglas fir forest. old skid trails , logging
roads and cut stumps are evidence that the less steep

easternside of the creek was clearcut during the early part
of this century.
Because it contains a variety of habitats in a remote lo-
cation, this site should be rich in wildlife species such
as mule deer, coyote, raccoon, red-tailed hawk, great-horned
owl, and possible bobcat and grey fox.
B. Current Use and Development. Monte Bello Road affords access
onto the property from Page Mill Road at the northwestern cor-
ner and crosses to the southwestern corner.
A maze of unsurfaced roads and foot trails criss-cross the
property. One road leads from Page Mill Road near the large
barn and approaches the Stanford property, while another one
branches off Monte Bello Road and ends at the PG&E line.
Three of the major trails appear on USGS maps: one from Sky-
line Boulevard to Stevens Creek; one from Page Mill Road
opposite the Los Trancos parking area to Stevens Creek; and
one from Monte Bello Road to the road near the barn.
The site contains a number of structures in very poor condi-
tion situated in the wooded canyons , a large corrugated
metal barn, and several structures in poor condition fronting
Page Mill Road.
A water storage tank represents an inholding belonging to the
City of Palo Alto. It is located on a separate parcel close
to the portion of Monte Bello Road that crosses the property.
C. Planning Considerations. The property is contained within the
City of Palo Alto and is in the Open Space Zone (10 acre mini-
mum lot size) . Additional planning policies regarding the
property include the Santa Clara County Monte Bello Ridge Moun-
tain Area Plan that shows it in permanent open space, and Santa
Clara County' s Scenic Roads and Highways Element of its General
Plan showing Page Mill Road as part of a scenic arterial route,
Skyline Boulevard as a scenic highway and Monte Bello Road as
a scenic road.
The Midpeninsula Regional Open Space Master Plan evaluation,
which rates lands according to various open space values,
shows the property as scoring highest in the following cat-
egories : protection of wildlife, natural vegetation and
agriculture; wilderness experience; low intensity recreation;
and view from scenic roads and highways; it scores in the
second to the highest ranking on the composite map.
D. Relationship to Regional Trails Plan. The draft MROSD
Trails Task Force map shows two ma or trails on the site ,
one extending the length of Monte ello Ridge and one along
Stevens Creek, both of which would link with the Los Trancos
Open Space Preserve and the Black Mountain Area.

E. Potential Use and Management. The proposed acquisition has
the potential forbecoming the beginning of the largest rec-
reation area open to the public on the Midpeninsula and the
District's first site offering parking facilities capable of
accomodating large numbers of visitors. The site itself offers
a variety of experiences that could attract geologists to study
the San Andreas fault, botanists to learn about several con-
trasting plant communities within a small area, birdwatchers
in search of species that require remote habitats , and child-
ren to fly kites on the almost ever-present ocean breezes.
The docent program currently giving naturalist-led tours
on the existing Monte Bello Open Space Preserve could in-
clude the proposed acquisition. The programf"s emphasis
could be altered to concentrate on regularly scheduled
outings on this portion of the expanded preserve. All forms
of low intensity recreation should be encouraged, such as
hiking, horseback riding and nature photography.
Since the Los Trancos Open Space Preserve is located just
across Page Mill Road, provision should be made for both
sites to be enjoyed in conjunction with each other by co-
ordinating trails systems and providing hiking stiles at
appropriate access points.
F. Interim Use and Management Recommendations. Since preacqui-
sition study of the property has been limited, more research
will be needed in order to become better acquainted with the
site and its resources. However, the following recommendations
are being made until more information is available.
1. The Monte Bello Ridge portion of the site, delineated
on the attached map, should remain open to hikers and
equestrians who can gain access from the Los Trancos
Open Space Preserve or adjacent properties. Equestri-
ans with permits should be allowed to use a perimeter
route along Page Mill Road in order to reach the open
ridge portion of the site.
2. The portion of the site containing safety hazards
should be closed until the hazards are removed.
3. A trail connecting with the Black Mountain Area,
using existing roads and trails , should be temporar-
ily designated until a trail system can be designed.
See attached map for proposed temporary route.
4. All safety hazards should be removed.
5. The range should be studied for development of a
grazing plan.

6. If circumstances warrant it, arrangements should be
made for a caretaker to live on the site , possibly
in a mol7ile housing unit.
7. A use and management plan should be given high prior-
ity and developed as soon as possible within the next
year.
8. Perimeter fencing should be installed along Skyline
Boulevard and Page Mill Road.
G. Physical Improvement Projects and Initial Budget.

H. CEQA Requirements. Of the proposed actions included in the
interim use and management recommendations , the removal of
safety hazards is the only proposed action constituting a
project as defined by the California Environmental Quality
Act. This project is, however, categorically exempt from the
requirement for the preparation of an Initial Study, Negative
Declaration or Environmental Impact Statement under Article
8, Section 15101, Class 1, of CEQA.
I. Occupancy. The option agreement covering the 610 acre pro-
perty contains a provision that "Seller warrants that there
will be no persons occupying subject property at the time
escrow closes. " Seller is currently involved in litigation
to remove certain persons from the property. The litigation
against these persons commenced prior to any discussions with
the District relating to the purchase of the property.
J. Terms, The total 760 acre site is under two separate owner-
ships. one ownership consists of the most westerly 150 acres,
and the remaining 610 acres is under another ownership. The
150 acre site has by option been offered to the District at
a purchase price of $562 ,500 , all payable at the close of
escrow. The 610 acre site has been offered to the District
for a total price of $2 ,136 ,820, with $536 ,820 payable at the
close of escrow. The remaining $1,600 ,000 balance is payable
in ten consecutive equal annual installments of $160 ,000 each
plus 6. 00% interest on the unpaid balance. Total payment for
the 760 acres is $2 ,699,320. This figure is recommended as
a fair and equitable payment based on a recent appraisal re-
port of the property' s fair market value by an independent
real estate appraisal company.

K. Name. The site should be known as the Monte Bello Open
Space Preserve, Page Mill Road Area. The name should be
left unofficial until the Board Subcommittee reviewing
site naming policies has completed its work.
Recommendations: It is recommended that the Board adopt the
attached Resolution of the Board of Directors of the Midpen-
insula Regional Open Space District Authorizing Acceptance of
Agreement to Purchase Real Property, Authorizing officer to
Execute Certificate of Acceptance of Grant to District, and
Authorizing General Manager to Execute any and all Other Docu-
ments necessary or Appropriate to Closing of the Transaction
(Monte Bello Open Space Preserve Addition - Burns Property)
It is recommended that the Board adopt the attached Resolution
of the Board of Directors of the Midpeninsula Regional Open
Space District Authorizing Exercise of Option to Purchase Real
Property, Authorizing Officer to Execute Certificate of Accep-
tance of Grant to District, and Authorizing General Manager to
Execute any and all Other Documents Necessary or Appropriate
to Closing of the Transaction (Monte Bello Open Space Preserve
Addition - Eldridge Property)
It is further recommended that the Board adopt the interim
use and management recommendations contained in this report.

MIDPENINSULA REGIONAL OPEN SPACE DISTRICT
AUTHORIZING ACCEPTANCE OF AGREEMENT TO PURCHASE
REAL PROPERTY, AUTHORIZING OFFICER TO EXECUTE
CERTIFICATE OF ACCEPTANCE OF GRANT TO DISTRICT,
AND AUTHORIZING GENERAL MANAGER TO EXECUTE ANY
AND ALL OTHER DOCUMENTS NECESSARY OR APPROPRIATE
TO CLOSING OF THE TRANSACTION (MONTE BELLO OPEN

SPACE PRESERVE ADDITION - BURNS PROPERTY)
The Board of Directors of the Midpeninsula Regional Open
Space District does resolve as follows:
Section One. The Board of Directors of the Midpeninsula
Regional Open Space District does hereby accept the offer contained
in that certain purchase agreement between Alyce Lee Burns and the
Midpeninsula Regional Open Space District dated March 21, 1977 , and
authorizes the President and appropriate officers to execute the
Agreement on behalf of the District.
Section Two. The President of the Board or other appropri-
ate officer is authorized to execute a certificate of acceptance to
any deed granting title to said property.
Section Three. The General Manager of the District shall
cause to be given appropriate notice of acceptance to the seller.
The General Manager further is authorized to execute any and all
other documents in escrow necessary or appropriate to the closing of
the transaction.

The Board of Directors of the Midpeninsula Regional Open Space
District does resolve as follows:
Section One. The Board of Directors of the Midpeninsula, regional
Open Space District does hereby accept the offer contained in that certain
purchase option agreement between D. F. Eldridge and the Midpeninsula. Regional
Open Space District dated April , 1977, and authorizes the President to
execute the Agreement on behalf of the District.
Section Two. The President of the Board or other appropriate
officer is authorized to execute a certificate of acceptance to any deed
granting title to said property.
Section Three. The General Manager of the District shall cause to be
given appropriate notice of exercise of cpticn to the optionor. The General

SUBJECT: Proposed Addition to the Fremont Older
Open Space Preserve (Nellis Property)
Introduction: The Midpeninsula Regional Open Space District
has the opportunity to purchase 63 acres of land in the Cup-
ertino foothills as an addition to the Fremont Older Open
Space Preserve.
The Fremont Older Open Space Preserve presently consists of
two non-contiguous units ; Unit I encompasses 334 acres , in-
cluding portions of the former Seven Springs Ranch and Fremont
Older Ranch, and Unit II consists of 218. 5 acres adjacent to
the Santa Clara County Stevens Creek Park.
The proposed acquisition represents a potential link between
Units I and II that would join them to create a 619. 5 acre
preserve. This addition would afford hiking and equestrian
access from the Fremont Older Open Space Preserve to Stevens
Creek County Park and the District' s Picchetti property via
a trail about 3 miles in length, through a recreational land
area totalling 1505 acres. This connection would increase
the recreational potential of all these public lands , since
the trail would make it possible for a visitor to explore
all of them in a single outing. Further, the property con-
tains the high point on the ridgeline above Stevens Creek
Reservoir and serves as scenic viewshed for Stevens Canyon
Road to the west and the existing Fremont Older Open Space
Preserve to the east.
The MROSD draft Master Plan evaluation, which rates lands
according to various open space values, shows the property
as scoring highest in the scenic backdrop category, and
scoring second highest in the wildlife protection, wilder-
ness experience, view from scenic roads and highways, and com-
posite score categories.
A. Description of the Site :
1. Size, Location and Boundaries. The proposed acqui-
sition, shown on the attached map, consists of 63

acres of land near the City of Cupertino and situated
on a ridge which separates the Stevens creek and Cal-
abazas Creek watersheds. The site is bordered by the
Fremont Older Open Space Preserve, Unit I, to the east
and private holdings on all other boundaries. The
northwest corner is contiguous to Unit II.
2. Topography, Geology and Soils. A ridge bisects the
property in a north-south direction and is the dom-
inant topographic feature on the site. Elevation
varies from 800 feet to 1,033 feet, affording spec-
tacular views in all directions encompassing the
undeveloped Santa Cruz Mountains to the west, the
Fremont Older Open Space Preserve and the urbanized
Santa Clara Valley.
The San Andreas rift zone runs at a northwest-south-
east angle to the site and is located two miles to
the south and one mile to the west.
Soils are of the Altamont-Azule association with very
high erosion hazard and very rapid surface runoff.
3. Vegetation and Wildlife. The site contains vegetative
communities that relate to both existing units of the
Preserve : small grassland areas and an abandoned or-
chard, typical of Unit I; and chemise chaparral with
scattered oaks, characteristic of Unit II.
Wildlife that would be expected to frequent the site
include mule deer, coyote, brush rabbit and numerous
bird species.
B. Current Use and Development. There are no structures on
the property. An unsurfaced road runs the length of the
ridge, connecting with Unit I at the southern end and
Unit II at the northern end of the site. This road is
currently used by hikers and by equestrians from nearby
stables.
C. Planning Considerations. The major portion of the pro-
posed acquisition is within the City of Cupertino, with
the northwestern tip unincorporated but within Cupertino' s
Sphere of Influence. Acquisition is in conformity with
the General Plan of Santa Clara County. The Cupertino
Planning Commission will be considering the question of
conformity with its General Plan.

D. Relationship to Regional Trails Plan. The MROSD Trails
Task Force map shows a major route passing through the
property and connecting with Stevens Creek County Park
and the Fremont Older Open Space Preserve, Unit I.
This access trail has the potential to link the Cupertino-
Saratoga urban area with the main MROSD regional trails
corridors.
E. Potential Use and Management. The potential value of the
proposed acquisition lies mainly in its location, which
would link Units I and II of the Fremont Older Open Space
Preserve.
A link providing hiking and equestrian access between
both units of the Fremont Older Open Space Preserve,
the Stevens Creek County Park and the District's Picchetti
Ranch would greatly enhance the recreational value of all
three public land areas.
The focus of use for this proposed addition would be its
role as a trail corridor. A road/trail connecting the
two areas is presently suitable for use by hikers and
equestrians and for patrol purposes.
F. Interim Use and Management Recommendations. The use and
management plan for the existing Fremont Older Open Space
Preserve is scheduled for review in May of 1977. Examina-
tion of that plan will include review of the following
recommendations:
1. Construct a woodrail fence to define the border
of the private holding to the north, and install
boundary signs where needed (see attached map for
fence location) .
2. Designate the existing unsurfaced road as a hiking/
equestrian trail a suitable alternate route will
be studied for inclusion in the Fremont Older Open
Space Preserve Use and Management Plan Review
scheduled for May 1977.
3. Remove one abandoned car.

H. Compliance of Recommendations with CEQA Requirements.
None of the above recommendations constitutes a project as
defined by the California Environmental Quality Act as being
an action resulting in physical impact on the environment
directly or ultimately; therefore, no Initial Study or EIR
need be prepared.
I. Terms. The approximately 63 acre site is being offered, by
opFir-o3n, to the District for $500 ,000 cash. This figure is
below the property' s current fair market value and is based
on the assumption that the property could be developed with
no less than eleven dwelling units. The option requires the
District to construct approximately 500 lineal feet of split-
rail fencing along the northeasterly edge of the site. The
option also is conditioned on the acceptance by the City of
Cupertino of a development plan proposed on adjacent lands
of the sellers. Should the development plan be substantially
altered, then sellers would want to reconsider which land would be
offered to the District. If the Cupertino Planning Commission
should decide the proposed acquisition is not in conformity
with the General Plan, staff will return of the Board on
this matter.
J. Name. It is recommended that the proposed acquisition be added
to the existing Fremont Older Open Space Preserve and be known
by the same name. This name should be left unofficial until
the Board Subcommittee reviewing site naming policies has
completed its work.
Recommendations: It is recommended that the Board adopt the
attached Resolution of the Board of Directors of the Midpeninsula
Regional Open Space District Authorizing Acceptance of Agreement
to Purchase Real Property, Authorizing Officer to Execute Certif-
icate of Acceptance of Grant to District, and Authorizing General
Manager to Execute any and all Other Documents Necessary or Appro-
priate to Closing of the Transaction (Fremont Older Open Space
Preserve Addition - Nellis Property)
It is further recommended that the Baord adopt the interim
use and management recommendations contained in this report.

The Board of Directors of the Midpeninsula Regional
Open Space District does resolve as follows:
Section One. The Board of Directors of the Mid-
peninsula Regional Open Space District does hereby accept the
offer contained in that certain purchase agreement between
Robert C. Nellis, Kathy E. Nellis and Ruth V. Nellis and
the Midpeninsula Regional Open Space District dated April
1977 , and authorizes the President and appropriate officer to
execute the Agreement on behalf of the District.
Section Two. The President of the Board or other
appropriate officer is authorized to execute a certificate
of acceptance to any deed granting title to said property.
Section Three. The General Manager of the District
shall cause to be given appropriate notice of acceptance to
the seller. The General Manager further is authorized to
execute any and all other documents in escrow necessary or
appropriate to the closing of the transaction.

SUBJECT: State Urban and Coastal Park Bond Act of 1976 -
Grant Application for Additions to Monte Bello
Open Space Preserve
Background: On November 2, 1976, California voters approved
the State, Urban and Coastal Bond Act Of 1976 (Proposition 2) ,
authorizing $280 million in State bonds for the acquisition
and development of State and local park, recreation and coastal
facilities. The Board of Directors of the MROSD supported
passage of Proposition 2 by adoption of Resolution No. 76-26
on October 13 , 1976, as recommended by the General Manager
(M-76-151 dated September 29 , 1976) . on January 12 , 1977 , the
Board adopted Resolution No. 77-1 approving the priority plan
for distribution of Proposition 2 funds within the County of
Santa Clara, as recommended by the General Manager (R-77-2 dated
December 31, 1976) . The District's share of the Santa Clara
County allocation is expected to be $792, 694 . It is now timely
to submit an application for these funds.
The District is meeting with San Mateo County officials in the
near future to discuss the allocation of Proposition 2 funds
within that County. When the District' s share of these funds
has been determined, staff will recommend an appropriate pro-
ject within San Mateo County.
Description of the Project:
(a) Regional Setting. The proposed project would include suit-
able lands in the Black Mountain area of the Santa Cruz
Mountain Range, which forms the scenic backdrop for the
Midpeninsula region.
This area encompasses key watershed land containing the
headwaters of two major creeks : Los Trancos Creek and
Stevens Creek. Located close to existing public lands,
the potential exists for securing a significant contiguous
open space belt in conjunction with the Monte Bello, Los

Trancos and Saratoga Gap Open Space Preserves and the un-
developed Upper Stevens Creek County Park shown on the at-
tached map. The proposed project would offer improved
P ublic access to the public lands mentioned above, thus
increasing their recreational value. The additions also
represent links in a proposed regional trails network.
It is felt that this area is part of the territorial range
of the endangered California mountain lion, which, if true,
would make the area extremely valuable wildlife habitat.
(b) Description of the Area. Situated at an elevation of about
000 feet, the terrain ranges from gently rolling grass-
land knolls to steep canyon slopes. A variety of vegeta-
tive communities are represented, including oak savannah,
Douglas fir forest, oak-madrone woodland and annual grass-
land, all in an undeveloped setting affording the wilderness
experience.
Because of the intermingling of vegetative communities in
a remote location, the area offers prime habitat for mule
deer, coyote, red-tailed hawk and the less common bobcat,
grey fox and possibly the California mountain lion.
Recommendation: It is recommended that the Board adopt the
attached Resolution of the Board of Directors of the Midpenin-
sula Regional Open Space District Approving the Application for
1976 State Grant Moneys (Monte Bello Open Space Preserve Acqui-
sition Project) .

1976 STATE GRANT MONEYS (MONTE BELLO
OPEN SPACE PRESERVE ACQUISITION PROJECT)
WHEREAS, the people of the State of California have
enacted the State, Urban, and Coastal Park Bond Act of 1976 ,
which provides funds to the State of California and its
political subdivisions for acquiring lands and for develop-
ing facilities for public recreation and historical pur-
poses; and
WHEREAS, the State Department of Parks and Recreation
has been delegated the responsibility for the administration
of the program within the state, setting up necessary pro-
cedures governing application by local agencies under the
program; and
WHEREAS, said procedures established by the State
Department of Parks and Recreation require the applicant to
certify by resolution the approval of applications prior to
submission of said applications to the state; and
WHEREAS, said applications contain assuranced that
the applicant must comply with; and
WHEREAS, the applicant agency will enter into an
agreement with the State of California for the acquisition
and/or development of the project;
NOW, THEREFORE, BE IT RESOLVED that the Board of
Directors hereby:
1. Approves the filing of an application for 1976
state grant assistance; and
2. Certifies that said agency understands the assur-
ances in the application; and
3. Certifies that said agency has or will have suf-
ficient funds to operate and maintain the project; and
4. Certifies that said agency has reviewed and under-
stands the General Provisions contained in the sample state/
local agreement; and
5. Appoints the General Manager as agent of the
District to conduct all negotiations, execute and submit all
documents including but not limited to applications , agree-
ments, amendments, payment requests, and so on which may be
necessary for the completion of the aforementioned project.
