CITY OF TEMPLE CITY
TEMPLE CITY CALIFORNIA
SEPTEMBER 17, 1968
INITIATION:
1. Mayor Briggs called the regular meeting of the City Council to
2. order at 7:30 P. M. Rev. R. E. Schulz of the 1st Lutheran Church,
9123 Broadway, Temple City, gave the invocation, following which
3. Mayor Briggs led the Pledge of Allegiance to the Flag.
4. ROLL CALL:
.PRESENT: Councilmen - Beckley, Harker, Merritt, Tyrell, Briggs
ABSENT: Councilmen -None
ALSO PRESENT: City Manager Koski, City Attorney Martin, Planning
Director Dragicevich, Public Works Director Pizzorno
5. APPROVAL OF MINUTES: Regular meeting of September 3, 1968.
Councilman Harker moved to approve the minutes of the regular meet
ing of Sept. 3, 1968, as mailed, Councilman Merritt seconded, and
the motion was carried with Councilman Beckley abstaining from
voting due to his absence from that meeting.
TEMPLE CITY INDIAN GUIDES PRESENTATION OF HONORARY TITLES TO
THE COUNCILMEN:
At this time Mayor Briggs invited the representatives of the
Temple City Indian Guides to present their program. Mr. Wendell
Nichols, the Big Chief, and participating members of their tribe
installed the members of the Council as follows:
Honorary Big Chief, Mayor Kenneth C. Briggs
Medicine Man, Vice Mayor Louis W. Merritt
Tally Keeper, Councilman Paul W. Beckley
Keeper Council Fire, Councilman William A. Harker
Sender of Smoke Signals, Councilman Jack R. Tyrell
Wampum Collector, City Clerk Karl L. Koski
City Manager Koski presented Resolution No. 68 -857 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY COMMENDING THE
TEMPLE CITY Y. M. C. A. INDIAN GUIDES FOR OUTSTANDING PERFORMANCE,
which Resolution proclaims the week of Sept. 29th through Oct. 5,
1968, as "TEMPLE CITY INDIAN GUIDE WEEK ", and commends the Indian
Guide program, and accepts the Honorary Titles as bestowed on the
Councilmen. Councilman Harker moved to unanimously adopt Resolution
No. 68 -857, Councilman Merritt seconded, and the motion was unani-
mously carried. Mayor Briggs thanked the group for coming and
allowing them to become a part of the Indian Guides.
PUBLIC HEARING: 7:30 P. M. ASSESSMENTS: Curbs, Gutters, & Driveway
Approaches, Garibaldi, north side, Primrose to Temple City Blvd.
Public Works Director Pizzorno stated the above work was completed
and presented the following proposed assessments for Council approval:
6105 Temple City Blvd. 92 ft. $194.85
9567 Garibaldi 68.4 ft. 210.44
9563 Garibaldi 55 ft. 164.10
9557 Garibaldi 45 ft. 153.50
9553 Garibaldi 50 ft. 157.00
Mayor Briggs declared the public hearing opened, and asked if
anyone wished to speak for or against the proposed assessments.
No one came forward to speak. Councilman Beckley moved to close
the public hearing, Councilman Harker seconded, and the motion
carried unanimously.
Councilman Harker moved to confirm the assessments and to direct
that the properties be so assessed, Councilman Beckley seconded,
and the motion was unanimously carried.

PUBLIC HEARING: CONTINUED: RE- PETITION TO ESTABLISH A PARKING & IMPROVE -
MENT DISTRICT: 7 :30 P. M..
City Manager Koski advised the tally on the protest petitions pre-
sented ..at.the Sept. 3, 1968, meeting had been made by Dr. Pace,
James Montpas, Jack Armstrong, Alex Goodman, himself and the Deputy
City Clerk, and that a majority protest has been made as far as
formation of the Promotion and Parking District proposed is con-
cerned. Under these conditions Councilman Harker moved to terminate
the proceedings, Councilman Merritt seconded, and the motion was
carried unanimously.
The City Manager advised another request had been received from
the Merchants Committee to form a district with different boundaries,
and because of things that came to light at the last Council meet-
ing, and in :view of the fact it is important to the City of Temple
City, he felt this should be considered at a future date and give
the proponents and opponents a chance to get together and see if
they can agree and come back to the Council with a ;new, request'..:
If so a hearing can be set at that time.
Mayor Briggs emphasized a need for greater communication and under -
standing between those in the business district about what is
proposed and how it functions.
The City Manager advised that the boundaries would have to be
described by the Merchants Committee before a hearing could be
set. Following discussion it was agreed that the Committee should
present a proposal with concrete boundaries and description at
which time it can be set for public hearing.
6. ORDINANCE NO. 68 -273: 2nd read. Amending Section 2371 of the
Temple City Municipal Code Relating to Holidays.
City Attorney Martin presented Ordinance No. 68 -273 for second
reading AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTION
2371 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO HOLIDAYS. Coun-
cilman Merritt moved to waive further reading and to adopt Ordinance
No. 68 -273, Councilman Beckley seconded, and the motion was unani-
mously carried.
AWARD OF CONTRACT: AIR CONDITIONING, LIVE OAK PARK ASSEMBLY ROOM
Public Works Director Pizzorno advised four bids were received
for the installation of air conditioning at Live Oak Park assembly
room. Kamore Engineering, Inc., of Pasadena, were the low res-
ponsible bidder for the sum of $8,990., and he recommended they
be awarded the contract, and the 10% deposit required with bids
be returned to the other bidders. Councilman Tyrell moved to
award the contract to Kamore Engineering, to prepare the contracts
subject to the approval of the City Attorney, and to return the
certified check deposits of the other bidders, Councilman Harker
seconded, and the motion carried unanimously.
NEW BUSINESS:
8. PLANNING COMMISSION RECOMMENDATION: Meeting of Sept. 10, 1968.
A. Street Width Revision: Alessandro, Blackley to Olive.
Planning Director Dragicevich presented the Planning Commission
recommendation 1) that the minimum right of way width for Alessandro
between Olive & Blackley be established at 51 ft. except 160 ft.
on the east side of Alessandro south of Olive where right of way
is recommended to be 47 ft., and 2) the minimum street width
(roadway) on Alessandro be established at 36 ft. which is standard
width, with deviation on east side of Alessandro for first 160 ft.
southerly of Olive where right of way width is recommended to be
32 ft. and 3) that minimum parkway width on east side of Alessandro,
Olive to Blackley, be 5 ft.

The Planning Director advised the residents on the easterly
side of this block have asked that the City consider a 32 ft.
street width. At present there is only a 30 ft. dedication of
which 20 ft. is roadway and 10 ft. parkway. City ordinances
have established the minimum street width as 36 ft. from curb
to curb providing for two 10 ft. traveling lanes and two 8 ft.
parking lanes. The 160 ft. deviation recommended is due to
existing improvements and proximity to the front setback areas.
The Planning Commission reviewed staff reports and Traffic
Commission proposals and pursuant to Section 9450, (Zoning Code),
makes this recommendation. The City would pay for the street
and property owners would dedicate right of way gratis and pay
their share of curb and gutter.
Following discussion Councilman Beckley moved to accept the
recommendation of the staff and Commission, and that discussions
be held with the people concerned re sidewalks, Councilman
Merritt seconded, and the motion carried unanimously.
9. TRAFFIC COMMISSION RECOMMENDATIONS: Meeting of Sept. 4, 1968.
A. Item 11: 1967 -68 Annual Sidewalk Construction Program:
Recommend modification of plans for construction of sidewalks
on Cloverly between Blackley and Olive, be revised as follows:
Sidewalks be installed on the east side rather than
west side of Cloverly between Blackley and Olive.
City Manager Koski presented the above recommendation. A
lengthy discussion followed regarding the pros and cons, of
both the east and west side location. The Council was concern-
ed regarding the cross walks for the school children both from
St. Lukes School and Cloverly School relative to the traffic
in the area.
Dorothy Bock, 5328 Encinita, stated she was on the school safety
council and both sides of the street have an equal amount of
traffic. She felt sidewalks should be installed on the east side
of Cloverly and as soon as possible also on the west side.
Jack Lloyd, 9480 Olive, agreed there should be sidewalks on both
sides. He commented that the children attending St. Lukes were
in the 1st to 4th grades.
After due consideration Councilman Beckley moved that the side-
walk be placed on the west side of Cloverly south to Blackley,
and across on Blackley to meet the cross walk and on the west
side south of Blackley on Cloverly "south. to LaRo,sa, ,Cou'nci lman
Harker seconded, roll call vote to carry the motion as follows:
AYES: Councilmen Beckley, Harker, Merritt, Briggs
NOES: Councilmen- Tyrell
ABSENT: Councilmen -None
10. COMMUNICATION FROM STATE DEPT. OF HOUSING AND COMMUNITY DEVELOP-
MENT - UNIFORMITY OF BUILDING REGULATIONS
The Public Works Director advised the State requests from local
governments that a Notice be sent on a biennial : basis in order
to promote uniform building regulations and standards throughout
the State, stating the status of building regulations prevailing
in their City. He advised the City maintains local building
regulations and standards which are equal to or greater thancthe
minimum standards prescribed by the State and he recommends the
State be so notified.
Councilman Merritt moved to approve the recommendation, Council-
man Beckley seconded, and the motion carried unanimously.

RESOLUTION NO. 68 -856: Warrants & Demands:
City Manager Koski presented Resolution No. 68 -856 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS
AND DEMANDS IN THE SUM OF $36,721.54, DEMAND NOS. 11624 THROUGH
11679. Councilman Merritt moved to adopt Resolution No. 68 -856,
Councilman Harker seconded, and the motion carried unanimously.
12. COMMUNICATIONS:
A. Request of Traffic Commissioner Cole to attend the Governor's
Traffic Safety Conference Oct. 3 -4 in Sacramento in lieu of
League of Calif. Cities Annual Conference.
City Manager Koski presented the above request. Councilman
Beckley moved to approve and to authorize warrants drawn for
transportation and subsistence, Councilman Tyrell seconded, and
unanimously carried.
B. Request from the Toastmasters Club of Temple City to proclaim
Sept. 30 - -Oct. 6, 1968, as "Toastmasters Youth Leadership Week ".
The City Manager presented the above request. Councilman Beckley
moved to so proclaim, Councilman Tyrell seconded, and the motion
carried unanimously.
C. Request from League of Calif. Cities for name of City delegate
and alternate to the Conference who will be voting on matters
before the assembly, to be held Oct. 13 -16, 1968.
City Manager Koski presented the request from the League and the
Council named Councilman Beckley as the delegate and Councilman
Harker as the alternate, for voting purposes only at the Conference.
13. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Mondie Saenz, President of the Temple City Toastmasters Club
thanked the Council for proclaiming "Toastmasters Youth Leader-
ship Week" from Sept. 30 to Oct. 6, 1968.
14. MATTERS FROM CITY OFFICIALS:
The City Manager advised the Council that a petition for street
improvements, curb, gutter, driveway approaches, and sidewalks,
had been received for the east side of Arden Drive between Olive
and Daines Dr. and recommended a public hearing be set. Council-
man Tyrell moved to set the public hearing for Oct. 1, 1968, at
7:30 P. M., Councilman Merritt seconded, and the motion carried
unanimously.
The City Manager advised that in discussions with the City Attorney
re the waiver of property owners obtained for the north side of
Las Tunas Dr. between Primrose and Temple City Blvd. for construc-
tion of a mall, that the matter of clearing the deeds will take
some time. This will not hold up the construction schedule as
legal notice of the public hearing must be made 90 days prior to
the date set. He recommended a public hearing be set for Jan. 7,
1969, at 7:30 P. M. on the establishment of the mall. Obuncilman
Tyrell moved to adopt Resolution No. 68 -858 setting the public
hearing as recommended, Councilman Harker seconded,' and the motion
was unanimously carried.
Councilman Harker reported on SCAG and changes in the financial
practices of SCAG whereby they would designate a treasurer to
act as depositor and custodian of funds, and to modify slightly
the laws so it would eliminate any possible liability of the City
from action taken by SCAG. There will be a resolution forth-
coming and he recommended approval subject to review of the
City Attorney.

Councilman Merritt reported the signal on the southeast corner
of Alessandro and Las Tunas had been hit by a truck and needed
attention,
Councilman Tyrell stated the County had adopted an ordinance
concerning loitering and the Sheriffs Dept. requests the City
to adopt a similar ordinance.
City Attorney Martin read title to Ordinance No. 68 -275 AN
ORDINANCE OF THE CITY OF TEMPLE CITY ADDING A NEW CHAPTER 6
TO ARTICLE IV OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO
LOITERING AND OBSTRUCTION OF STREETS AND REPEALING SECTIONS
4202 AND 4202.1 IN CONNECTION THEREWITH. Councilman Tyrell
moved to waive further reading of Ordinance No. 68 -275, Coun-
cilman Merritt seconded, and the motion carried unanimously.
15. ADJOURNMENT: Councilman Tyrell moved to adjourn to a study
session and from then to the next regular meeting of October 1,
1968, at 7:30 P. M. in the Council Chambers of the City Hall,
5938 Kauffman Ave., Temple City, Councilman Harker seconded and
the motion carried unanimously. Council adjourned at 9 P. M.
