ORDINANCE N0, 1300
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AMENDING CHAPTER 20 OF THE LYNWOOD MUNICIPAL
CODE BY ADDING ARTICLE VI PERTAINING TO THE USE OF
SHERIFF'S DEPARTMENT SERVICES AT ANY LOUD OR UNRULY
ASSEMBLAGE.
THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1 . Article VI, Section 20 -23 of the Lynwood Municipal Code shall
be added as follows:
ARTICLE VI. LOUD PARTIES
Section 20 -23 Use of Sheriff's Personnel at Loud or Unruly Assemblages
"When any loud or unruly assemblage occurs, and in the event that the Deputy
Sheriff at the scene determines that there is a threat to the public peace,
health, safety or general welfare, then that Deputy shall notify the owner of
the premises or the person in charge of the premises or the person responsible
for the said assemblage that that person, or if that person is a minor, that
the parents and guardians of that person will be held personally liable for
the costs of providing Sheriff's Department personnel on special security
assignment over and above the normal services provided by the Sheriff's
Department to those premises. A first warning shall be deemed to be the
normal services provided. The personnel utilized after the first warning to
control the threat to the public peace, health, safety or general welfare
shall be deemed to be on special security assignment over and above the normal
services provided. The costs of such special security assignment may include
damages to city or county property and /or injuries to Sheriff's Department
Personnel ".
SECTION 2 . Severability. If any section, subsection sentence, clause,
phrase, or portion of this Ordinance, or the application hereof to any person, firm,
corporation or circumstance, if for any reason held to be invalid or unconstitutional
by the decision of any court of competent jurisdiction, such decision shall not
effect the validity of the remaining portion thereof. The City Council of the City
of Lynwood hereby declares that it would have adopted this ordinance and each
section, subsection, sentence, clause, or portion thereof, irrespective of the fact
that any one or more sections, subsections, sentences, clauses, phrases, or portions
be declared invalid or unconstitutional.
SECTION 3 . Effective date. This ordinance shall take effect thirty days
after its adoption. The City Clerk or his duly appointed deputy, shall certify to
the adoption of this ordinance and shall cause this ordinance to be published as
required by law.

Los Angeles County Sheriff's
Deputies receive numerous calls
involving loud, disturbing
parties. They are frequently
required to respond a second or
third time to disperse unruly,
disruptive participants. Repeated
recalls to the sane disturbance
leaves officers unavailable to
perform more important duties that
have greater community priority.
These calls are a aericv.s drri-; all

the city exposed with no available
Deputy or assistance, should the
need arise. Therefore, to
discourage and minimize the
frequency of return disturbance
calls to parties, a "service fee"
