HomeMy Public PortalAboutSPRC Minutes 2000-03-01 Site Plan Review Committee March 1, 2000 Present: Bob Bersin, Bob Canning, Steve Edwards, Brian Harrison, Chuck Medchill, Ron Wolanski, Jennifer Wood Formal Review, Leeside Construction, 139 Route 6A. Represented by Jim Tobin and Gary Lee, owners, and Steven Hayes, architect. Applicant is proposing to demolish the existing structure, and reconstruct a similar building with an office on the first floor and a two-bedroom apartment on the second floor. Conservation Commission and Architectural Review Committee have approved the project. Bob Canning stated that sewerage calculations will be required. Septic tank is being replaced due to location of the building. Reserve area as shown does not meet the proper setback. Steve Edwards asked about type of heat. Mr. Lee said either gas or a new oil tank would be installed. Mr. Edwards said access to the site is adequate. Other fire code issues will be addressed under the building code. Chuck Medchill said all underground utilities must have proper separation and be shown on the plan. The applicant will need to determine if one meter or two meters will be used. Jennifer Wood said that due to plan changes, the applicant must apply for an amended Order of Conditions. Bob Bersin said the drainage calculations do not contain the 25-year storm. A catch basin with a leaching pit will be required. Erosion control measure should be taken due to proximity of Boland Pond. Brian Harrison stated that a Special Permit and/or Variance will be required for new commercial space over 1,500 square feet, and possibly parking spaces. Brian also read Jon Eitelbach's building code issues, copies of which were given to the applicant. Recommended widening the handicap space in front of building to 16' for a van space. Ron Wolanski listed the items missing from the site plan. Screening, dumpster, signs, exterior lighting, drainage and parking calculations to be corrected. Motion: Bob Canning made a motion to continue the formal review. Steve Edwards seconded. Vote: 7 - 0 - 0 Continued Formal Review, Staples, 136 Route 6A. Represented by Todd Thayer, Scott Anthony of Cape Cod Management and Bob Fitzgerald, engineer. Bob Fitzgerald reviewed the revised plan. Screening and fencing issues have been addressed. A 6' planting has been added at 8' intervals, with space for maneuvering around hydrant. Existing electric line shown with transformer. Percentage of green area meets the requirement. Todd Thayer commented that the ZBA did not call for landscaping; Cape Cod Management wanted to add it. Motion: Bob Canning made a motion to accept as the formal plan. Discussion:Steve Edwards suggested relocating fire lane/crash gate as an option. There would be no need to re-hear the application. Chuck Medchill seconded. Vote: 7 - 0 - 0 Informal Review, Housing Assistance Corporation, 257 Route 6A. Represented by Pat Ferra and Miranda Dupree from Housing Assistance and Bill Reyburn, Reyburn Associates. Applicant is proposing to construct a 3- story building with offices on the first level and dwelling units on 2nd and 3r6 levels. Parking for offices in front, residence parking in rear. Access to the lot will be from an easement off the One Stop Oil Change driveway. Ron Wolanski asked that a copy of the easement be provided to the committee. Jennifer Wood stated the location of the wetland needs to be determined. Bob Canning asked where the septic system would be located. If it is located under parking area, the engineer needs to draft a letter stating the need for that location. Bill Reyburn said building location may be changed from this plan. Each unit will have five bedrooms. Pat Ferra explained that the proposed housing would be for working women with no dependants. Not necessarily permanent housing. Interfaith Council would have an office and training area on the first floor. Steve Edwards commented that this may change the residential use to a lodging house. Bill Reyburn said he assumed it would be an R-3. Both Steve and Bob Bersin said that the access to the site needs to be checked; should probably be 20' wide. Bob Bersin said site distance should be adequate. Chuck Medchill said an easement would be required from the owners to the Town for the water line. 5' separation for water to other utilities, 10' separation from any part of the septic system. All underground utilities to be shown on the plan. Jennifer Wood stated all work within 100' of wetland requires Conservation Commission approval. Driveway may be allowed up to 50' from wetland. Brian Harrison read comments from Jon Eitelbach. Old King's Highway Regional Historic District approval required. Special Permit required from the Zoning Board of Appeals - mixed use group. Building Code issues to be discussed later. Sprinklers would probably not be required, firewalls will be to separate uses. Ron Wolanski reviewed items needed on a formal plan; access, adequacy of driveway, screening, dumpster, signs, lighting, parking, 10' required setbacks, drainage. No action taken by the committee at this time. Revised Site Plan submitted, Carter, 12 Cummings Road. Parking spaces modified as per the Committee's request. Minutes of February 16, 2000 were read. Motion: Bob Canning made a motion to approve as submitted. Chuck Medchill seconded. Vote: 5 - 0 - 2, Bob Bersin and Brian Harrison abstaining Meeting adjourned at 11:05AM.
