Minutes!; Brewster Bikeways Committee April 24,;2014, 2 to 5 pm Brewster Police facility Committe members present: Jack Clarke -Chairman, Ike Scott, Dick Koch, Bob Bierson, Susan Riseman, Sue Leven Others: Peter Johnson, Hal Minis, Chris Miller(DNR), Ryan Burch (DNR), Jason Klump (Planning Board), ? —Orleans, ? Harwich Jack Claitke opened the meeting by welcoming the participants and reviewing the charge to Bikeways Committee. Hal Minis', facilitator then presented the objective of the meeting: to develop the first draft of core elements of a Biking Brewsted strategy. As such, the working meeting was primarily a brainstorming activity to elicit ideas that the Committee would later refine. The group then discussed goals for the strategy, first reviewing four proposed goals drawn from the Committee charge and deciding to add an additional goal. The goals adopted by the group are the following: • Expand iiecreational biking opportunities in Brewster • Increase bike access to key destinations in Brewster • Establish links to regional bike routes • Enhancel bike safety • Conductjpublic outreach on biking opportunities and safety The group then developed a preliminary list of priority activities under each goal and identified their location on a base map of the Town. Next, the!group discussed implementation responsibilities for the various actions, noting that the Town has already adopted IP policy that requires examining bike access before all paving decisions are made. Implementation was discussed for general oversight, paving and road design, public outreach, management at destinations. To close'the meeting, the group identified possible next steps in the development of the strategy including refining the working essions output and preparing a power point presentation for various groups, briefing the Board of Selectmen, seeking echnical assistance from the Cape Cod Commission on design standards, consultations with stakeholder groups, preparing a public outreach strategy particularly for targeted roads, conducting a survey at Brewster Conservation Day, and finalizing the strategy.
