CHAPTER 25, THE OFFICAL ZOiiiNG ORDINANCE, OF
THE LYNWOOD MUNICIPAL CODE PERTAINING TC THE
REGULATION OF DISH ANTENNAS WITHIN THE CITY

SECTION 1. New Subdivision pertaining to antennas shall be
added to chapter 25 as follows:
"25-16.4 Antennas
"A. Definitions
"Antenna" shall mean the outdoor portion of the system
receiving, or radia*_ing, or broadcasting television or radio
waves. The term "antenna" shall mean "dish" antennas and
devices having acting elements extending in any direction,
and directional beamtype arrays having elements carried by
and disposed from a generally horizontal boom which may be
mounted upon and rotated through a vertical mast or tower
interconnecting the boom and an*_enna support, a1i of which
are deemed to be a part of the antenna.
"Antenna Tower" shall mean arv wooden or metal structure cr
device used to support one or more antennas and which is
afflxed to the ground of any existing structure.
"Height" shall mean *_he overall vertical length of tre
antenna system above the ground or, in such system is
located on a building,*_hen above that part cf the level cf
such building upon. which the system :.ests.
"Inspector" shall mean the building inspector of the City or
anv authorized assistant.

necessary for adequate operation.

~~2, In residential zones, the structure including the
receiving dish, shall not extend higher than
fifteen (15) feet.
~'3, Exterior dish antenna shall be prohibited on any
roof on any residential site.
~~q, In any R-1, R-2 or R-3 Zone, an exterior dish
antenna shall not be located in any front or side
yard set back in any residential zone; location in
any rear yard adjacent to a street is prohibited,
unless the antenna is not visible from the street.
~'5, In non-residential zones, antennas which are roof-
mounted shall not extend higher than twenty (20)
feet above the building.
"6. No antenna shall be affixed or attached to
chimneys or flues on buildings without permission
of the building inspector.
~~~, No antenna shall be installed in any zone, when it
impedes the normal circulation, including ingress
or egress, to and from any structure or facility
including parking areas.
"g, Antennas, including guy wires, supporting
structures and accessory equipment shall be
located and designed so as to minimize the visual
impact on surrounding properties and from public
streets.
"9. Antennas should be screened through the addition
of architectural features and/or landscaping that
narmonize with the characteristics of the
property.
'10. 'The materials used in constructing the antennas
shall not be unnecessarily bright, shiny, garish
or reflective.
"11. The mast or tower shall be of noncombustible and
corrosive-resistant material.
"12. Every antenna shall be adequately grounded for

with adequate ground wire. The ground wire shall
be of a type approved by the latest edition of the
Electrical Code for grounding masts and lightning
arrestors.
..13, 'Whenever it is necessary to install an antenna
near power lines, or where damage would be caused
by its falling, a separate safety wire must be
attached to the antenna mast or tower, and secured
in a direction away from the hazard. Antenna
transmission lines shall be underground. It must
maintain at least 6 feet horizontal and 12 feet
vertical clearance of utility lines.
"14, Size. The dish antenna shall not exceed ten (10)
feet in diameter.
~~15, Engineering calculations signed by a licensed
engineer shall be provided for footings.
"16. A minimum of 20 1bs wind lead shall be provided
for all connectors on dish or pole.
~~17, No part of any antenna shall encroach into a
public right-of-way, and wires, cables, or guys,
electrical or mechanical, used for television
antenna system, shall cross over or under any
existing light or power circuit wires. Further,
no such television antenna system wires shall
cross any public street, or way, except that the
Planning Commission may grant permission as
recommended by the Public Works Director/City
Engineer if the Commission deems the crossing to
be in the public interest. If granted, projection
into the public right-of-way shall be calculated
from outside the radius of the dish antenna, not
from the pole.
~,lg. Every antenna shall be maintained in good
condition and in accordance with all requirements
of this section.
"D. Installation Businesses

"Every person engaged'in,tne business of installing'-.
antennas shall first obtain a license therefor from the
City Clerk.

~~1, Every antenna shall be subject to periodic
reinspection by the Inspector, in order to
ascertain whether or not the antennas continue to
remain in a safe condition, and in compliance
with the terms of this section.
~'2, In case any condition is found which might result
in danger to life or property, the Inspector shall
give written notice to the owner or operator of
such antenna at last known address stating
conditions, and notifying him that the same be
corrected within the (101 days after such notice.
"Failure to abide by and faithfully comply with
this section or with any and all conditions that
may be imposed shall constitute grounds for the
revocation of the permit by the Community
Development Director or authorized
representatives(sl."
SECTION 2. Section 25-4.2 of the Official Zoning Ordinance
shall be amended as follows:

SECTION 3_ Section 25-4.6 of the Official Zoning shall be
amended as follows:
"3. Radio and television transmitting adn receiving
antennas, in accordance with the provisions. of Section
25-16.4"
SECTION 4. Section 25-4.8 b.l of the Official Zoning Ordinance
shall be amended adding another paragraph as follows:
"Radio and Television transmitting and receiving antennas, in
accordance with the provisions of Section 25-16.4."

SECTION 5. Section 25-6.2 of the Official Zoning Ordinance
shall be amended as follows:
"25-6.2 Uses Permitted
"Radio and television transmitting and receiving antennas, in
accordance with the provisions of Section 25-16.4"
SECTION 6. Section 25-7 of the Official Zoning Ordinance
shall be amended as follows:
"25-7 CB-1 Controlled Business Zone.
"A. Intent. The CB-1 zone is intended to provide the retail
core area of the business districts with uses to be
intensive in nature. This district is also intended to
stabilize, improve, and protect the commercial
characteristics of the business areas of the community,
and to provide for orderly growth of new planned business
commercial developments in the areas designated for said
district ir. the general plan.
"B. Permitted Uses.
The following uses shall be permitted in the CB-1 zone:
"1. Accessory uses and buildings appurtenant to arty
permitted use_
"2. Antique shops
"3. Banks and financial institutions
"4. Bakeries
"5. Barber shops
"6. Beauty shops
"7. Boosktores/stationery shops
"8. Cafeteria
"9. Cleaners/laundries
"10. Cocktail bars
"11. Department stores
"12. Florists
"13. Food markets
"14. Hardware stores
"15. Jewelry stores
"16. Manufacturing and repair operations and services
which are clearly incidential to the sale of products

at retail on the premises.
"17. Music stores
"18. Off-street parking garage/parking lot
"19. Personal service establishments
"20. Professional offices
"21. Public and quasi-public uses
"22. Radio and television transmitting and receiving
antennas, in accordance with the provisions of
Section 26-16.4
"23. Shopping center
"24. Specialty shops (sales and/or services)
"25. Theaters
"26. Any other retail or service business determined by
the Planning Commission to be of the same or similar
character as the above uses.
Development Standards
1. All uses in the CB-1 Zone shall be conducted primarily
within a completely enclosed building escept for off-
street parking and loading facilities and public
utility lines and substations. Permanently improved
outdoor sales areas shall be blearly incidental to the
use.
2. Off-street parking and loading space shall be provided
for each use as required in Section 25-14 of this
chapter.
3. Maximum building height limit: one-hundred ninety (190)
feet.
4. Signs indicating the principal use in a building shall
be approved as to size as part of the required site
plan approval.
"25-7.1 Conditional Use Permit
"A conditional use permit is required for any use which is
not specifically permitted in this district."
"25-7.2 Site Plan Review
"Site Plan Review shall be required before building permits
are issued for development involving new construction in

•the CB-1 Zone, except when'a Cohditional Use Permit is
otherwise required. Said review shall be conducted in the
manner prescribed in Section 25-32.
"25-7.3 Uses Prohibited
'Motels and hotels shall be prohibited in the CB-1 Zone."
SECTION 7. Section 25-8. la of the Official Zoning
Ordinance shall be amended as follows:
"20.a. Radio and television transmitting and receiving
antennas, in accordance with the provisions of
Section 25-16.4."
SECTION 8. Section 25-11.2a of the Official Zoning ordinance
shall be amended as follows:
"20a Radio and television transmitting and receiving
antennas in accordance with the provisions of
Section 25-16.4."
SECTION 9. Section 25-12.3 Accessory Uses of the Official
zoning Ordinance shall be amended as follows:
"a Accessory uses permitted in the CF Zone are residential
quarters incidental to any of the above principal uses.

antennas, in accordance with the provisions of Section
25-16.4"
SECTION 10. Section 25-13.1 Permitted Uses of the Official
Zoning Ordinances shall be amended as follows:
"d Accessory building and facilities necessary for the
successful functioning of the hospital such as
maintenance shops, power plants, etc.
"Accessory structures such as radio and television
transmitting and receiving antennas, in accordance with the
provisions of Section 25-16.4."
SECTION 11. Severability. If any section, subsection,
subdivision, sentence, clause, phrase, or portion of this
ordinance, or the application thereof to any person or place, is
for any reason held to be invalid or unconstitutional by the
decision of any court or competent jurisdiction, such decision
shall not affect the validity of the remaining portions of this

ordinance or its application to other persons or places. the
City Council hereby declares that it would have adopted this
ordinance, and each section, subsection, subdivision, sentence,
clause, phrase, or portion thereof, irrespective of the fact that
any one or more sections, subsections, subdivisions, sentences,
clauses, phrases, or portions, or the application thereof to any
person or place, be declared invalid or unconstitutional.
First read at a regular meeting of the City Council of said
City held on the 7th day of January 1986 and
finally ordered published at a regular meeting of said Council
held on the
day of January 1986.
