Informal Review, Academy of Performing Arts, 120 Main Street.
Proposing to pave existing parking area. Represented by Dick Hatch. Liz
Argo, abutter also present. Mr. Hatch explained that a new septic system
and a new water line were installed this year. They are proposing to put a
leach basin in the parking area and one at the end of the driveway. 31
parking spaces and 2 handicap spaces will be delineated. Mr. Hatch said that
Steve Edwards had previously checked the maneuverability around the island
for fire access and found it adequate.
Ron Wolanski and Brian Harrison explained that the number of parking
spaces would not be effected by the By-law, as this is a pre-existing lot and
will improve the parking area.
Jennifer Wood asked if there were any wetlands on the site. Mr. Hatch said
no.
Chuck Medchill stated that a separation of 5' is required from the water line
to catch basins/leaching areas.
Bob Canning had no Title 5 issues. Septic calculated for additional 75 seats -
should this be taken into account with the parking? Mr. Hatch said that they
would not be using the cabaret area and the theatre at the same time.
Brian Harrison's commented that the ADA requirements must be met. A van
space is required. There must be an accessible route from the handicap
space and van space to the building - no slopes greater than 2%.
Ron Wolanski discussed the screening requirement. 4' solid screening is
required between commercial and residential uses. If a formal plan review is
required by the Site Plan Review Committee, screening will be required. Ron
asked if any new lighting was proposed for the parking area. Mr. Hatch said
no.
Bob Canning commented that a complete site plan should be filed.
Motion: Bob Canning made a motion to continue the informal review to
the May 3, 2000 meeting. Brian Harrison seconded.

Informal Review, Academy Ocean Grill/Bed & Breakfast, 2 Academy
Place. Bob Messina, owner is proposing to convert existing office space to
two 1-bedroom apartments. No changes to exterior of building.
Jennifer Wood asked if there were wetlands on site. Mr. Messina said no.
Chuck Medchill asked if a sprinkler system would be required. Mr. Messina
said that if sprinklers are needed he would probably not proceed with the
project. Chuck said that an additional water line would be required for a
sprinkler system.
Bob Canning said the existing septic capacity was not adequate for two
additional bedrooms. Mr. Messina said he would have an engineer re-design.
Square footage of apartments would be 400 square feet for one and 600
square feet for other.
Brian Harrison said that dwellings in commercial structures are allowed in the
Shoreline District with a Special Permit. The building will be categorized as
either R2 or R3. R3 will require separate egress and fire separation between
the units.
Motion: Bob Canning made a motion to require formal review. Brian
Harrison seconded.
