Present: Bob Bersin, Bob Canning, Brian Harrison, Ken Mayo, Ron Wolanski

Continuation of Informal Review, Academy of Performing Arts, 120 Main Street.
Dick Hatch reviewed modifications to the site plan. Plantings have been added. Run-off
will be directed to the catch basin with berm. Leach pits are shown. Drainage
calculations have been provided to Bob Bersin. Emergency Access to front corner of
building has been discussed with Deputy Mayo.
Bob Canning commented that the site plan will need to be stamped. Dick Hatch agreed.
Bob Bersin said he would require a schedule for the construction work. The sand at the
bottom of the driveway has been cleaned up several times by the Highway Department.
Bob Canning stated that the project should be approved on an emergency basis to solve
the run-off problem; this would allow approval on the Informal Review and alleviate the
screening issue. Ron Wolanski suggested a deadline for performing the work. Bob
Bersin asked what could be done if work was not completed. Bob Canning suggested
requiring a Formal Review, which would trigger a ZBA hearing.
Bob Bersin suggested a 45-day approval, including installation of drainage and binder on
paved area, not including plantings.
Motion: Bob Bersin made a motion to waive the Formal Review requirement and
accept the site plan dated May 1, 2000 and submitted May 17, 2000,
provided the plan be stamped by a Professional Engineer and that the
project be substantially completed by June 30, 2000. Substantial
completion to include: drainage installation, binder course on the parking
and driveway, seeding along sides of driveway and erosion control along
driveway (i.e. matting and haybales). Failure to substantially complete
this project by June 30, 2000 will cause the applicant to return to this
committee for a Formal Review, and may require approval from the
Zoning Board of Appeals. This motion is being made to resolve an urgent
situation. Planting and screening to be installed by October 31, 2000.

Minutes of May 3, 2000 were read.
Motion: Bob Canning made a motion to approve with the deletion of the double
motion. Brian seconded.
