AN ORDINANCE OF THE VILLAGE OF BEL -NOR,
MISSOURI AMENDING SECTION 505.010 OF THE
MUNICIPAL CODE RELATING TO THE LAND
DISTURBANCE CODE.
WHEREAS, the Village of Bel -Nor, Missouri is desirous of adopting minimum
requirements and standards for controlling erosion and sediment from land disturbance
activities within the Village of Bel -Nor, Missouri, to protect the health, safety and welfare
of the citizens of the Village of Bel -Nor, Missouri.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
VILLAGE OF BEL -NOR, MISSOURI AS FOLLOWS:
SECTION 1.
Section 505.010 of Chapter 505 of Title V of the Municipal Code of the Village of
Bel -Nor, Missouri is hereby amended by the addition of new subsections E and F, which
are hereby enacted to read as follows:

CHAPTER 505 ELECTRICAL, MECHANICAL AND PLUMBING CODES
SECTION 505.010 ADOPTION OF COUNTY CODES
Subsections A, B, C, and D of Section 505.010 are not altered or amended in any way
by the adoption of this Ordinance and, therefore, remain in full force and effect.]
E. Land Disturbance Code
1. The Land Disturbance Code as adopted by the County of Saint Louis, Missouri
through last amendatory ordinance 24,084 approved on August 12, 2009 by County of
Saint Louis, Missouri is hereby adopted as the Land Disturbance Code of the Village of
Bel -Nor, Missouri.
2. Violations; Penalty — Persons who shall violate any provision of the Land
Disturbance Code adopted by this article, fail to comply with any of the requirements
thereof, or erect, install, alter or repair work in violation of the approved construction
documents or direction of the applicable code official, or of a permit or certificate issued
under the provisions of the Code adopted by this Article, shall be guilty of an ordinance
violation, punishable as provided in Section 100.080 of the Municipal Code of the
Village of Bel -Nor, Missouri. Each day that a violation continues after due notice has
been served shall be deemed a separate offense.

F. In addition to any other penalties established for violations of the Codes adopted
under this Article, the official of the Village responsible for enforcement of provisions
may, after approval of the Board of Trustees, apply to a court of competent jurisdiction
for such legal or equitable relief as may be necessary to enforce compliance with the
provisions of this Code and any other ordinances adopted by the Village. In such action
the court may grant such legal or equitable relief, including, but not limited to,
mandatory or prohibitory injunctive relief, as the facts may warrant.
SECTION 2.
All ordinances, parts of ordinances or provisions of the Municipal Code of the Village of
Bel -Nor Missouri in conflict with any provisions of this ordinance are hereby repealed.
SECTION 3.
The Chapter, Article, Division and/or Section assignments designated in this Ordinance
may be revised and altered by the codification company servicing the Village Code of
Ordinances upon supplementation of such code if, in the discretion of the editor, an
alternative designation would be more reasonable. In adjusting such designations the
editor may also change other designations and numerical assignment of code sections
to accommodate such changes.

It is hereby declared to be the intention of the Board of Trustees that the sections,
paragraphs, sentences, clauses, phrases and words of this ordinance are severable,
and if any section, paragraph, sentence, clause, phrase or word(s) of this ordinance
shall be declared unconstitutional or otherwise invalid, such unconstitutionality or
invalidity shall not affect any of the remaining sections, paragraphs, sentences, clauses,
phrases and words or this ordinance since the same would have been enacted by the
Board of Aldermen without the incorporation in this ordinance of any such
unconstitutional or invalid portion of the ordinance.
SECTION 5.
This ordinance, and the code adopted hereby, shall be in full force and effect from and
after its passage and approval.
