Sediment and Erosion Control Chapter i- General Housekeeping, Operation and Maintenance Description Municipal operations include a variety of activities conducted to maintain City owned property and facilities.These activities involve the maintenance of equipment, facilities, capital transportation improvements and property.This chapter gives an overview of these locations and their primary uses. i. Government Center-i Detjen Drive.This facility is the main administrative facility for the City of Crestwood. It contains several functions including: Police Services, Fire Services, Public Services Administration, City Clerk's Office, Municipal Court, Finance and City Administration.A total of approximately seventy employees report to this facility. 2. Public Works Maintenance Facility-9353 Watson Industrial Park.This facility houses the maintenance operations for all City rights-of-ways and parks properties. It houses the vehicle maintenance operations as well as most of the material storage needs for all of the above referenced maintenance functions including a storage facility capable of protecting 2000 tons of roadway de-icing salt from the weather.Approximately twelve employees report to this facility. 3. Community Center-9245 Whitecliff Park Lane.This facility houses the recreation division and is used as the centerpiece in hosting their wide array of programs. Numerous residents access the facility six days a week to utilize the services offered by this department.Approximately eight employees report to this facility. 4. Aquatic Venter- 9245 Whitecliff Park Lane. This facility is located adjacent to the Community Center and is open from Memorial Day weekend through Labor Day weekend each year. It is staffed under contract with a management company, its maintenance functions are shared between City Staff and the management company. Food service is offered as a part of the operations of the facility. 5. Parks Maintenance Facility- 9245 Whitecliff Park Lane.This facility houses the building maintenance functions of the City, the Friends of Animal Control compound as well as some materials storage for parks maintenance. It is primarily used for under cover storage of equipment and materials.Approximately two employees report to this facility. 6. Historic Sappington House, Sappington Barn Restaurant, and Sappington resident manager house-1015 S. Sappington Road. The Sappington House is occupied by a resident manager who lives on site and operates a historical museum.The Sappington Barn Restaurant is operated under contract and maintained by City staff. 7. Rights-of-way.The City maintains approximately ioo lane miles of public roadway. These have varying surface compositions and therefore have varying treatment considerations. 8. Parks.The City maintains approximately ii8 acres of park and seven separate park properties. Each of these is unique in the services offered and the variety of uses it attracts. Chapter 2- Facilities Operations Government Center The Department of Public Services is responsible for the maintenance, care, and cleaning of the Government Center. This 24,000 square foot facility is home to some portion of virtually every City function. Its general operating hours are from 8:oo a.m. to 4:3o p.m., Monday through Friday. Many evenings have scheduled meetings of various City Boards and Commissions. On these evenings, the closing time varies. The Police and Fire Departments maintain operations 24 hours a day, 7 days a week.Access after-hours is limited to specific locations outside of the above general operating hours. i. Commodities- Many items are stored at the facility for use in the upkeep of equipment and cleaning operations. a. Various Cleaning Supplies are kept in several janitorial locations throughout the building.Approximately 2o-3o gallons of material are kept on hand for this purpose for use within several months. b. Gasoline and fuel oil are stored in flameproof cabinets in the Fire Department for refueling of equipment necessary for fire services operations and building maintenance. c. Latex Paint is stored in the maintenance office and is kept on hand for use as needed. 2. Waste Materials- Spent cleaning agents are discarded in the sanitary sewer system of the facility. Solid Waste for the facility is disposed in a dumpster provided by a licensed waste hauler.All other materials are disposed of as necessary through the hazardous materials program sponsored by the Metropolitan St. Louis Sewer District and the St. Louis County Department of Health. Public Works Maintenance Facility The Street Maintenance Division of the Department of Public Services is responsible for the utilization, maintenance and care of this facility. It consists of a vehicle maintenance garage, secured storage yard, administrative offices and parking for employees and equipment. 1. Commodities- Many items are stored at the facility for use in the upkeep of equipment and cleaning operations a. Various cleaning supplies are kept in stock.Approximately 5 to io gallons of material are kept on hand for this purpose for use within several months. 2. Waste Materials- Spent cleaning agents are discarded in the sanitary sewer system of the facility. Solid Waste from the facility is disposed in a dumpster provided by a licensed waste hauler.All other materials are disposed of as necessary through the hazardous materials program sponsored by the Metropolitan St. Louis Sewer District and the St. Louis County Department of Health. 3. Vehicle Maintenance-All City vehicles are maintained in the Public Works Maintenance Facility. a. Commodities-Various fluids and parts necessary for the proper functioning of vehicles are bought in bulk. i. Motor oil, hydraulic fluid and other fluids are stored in a containerized rack system inside the vehicle maintenance garage. These materials are stored indefinitely until used.Approximately 50o gallons are available. ii. Vehicle tires are stored in a rack system inside the vehicle maintenance garage. b. Waste Materials i. Spent fluids are collected in 55 gallon drums as they are taken from service. These drums are removed by a recycling firm as needed for reuse or disposal. ii. Spent tires are stored inside the vehicle maintenance garage or inside a covered parking structure until such a time that adequate volume is accumulated for a disposal by a recycling firm. 4. Materials Storage a. Salt Facility-The City maintains a salt storage"dome"capable of holding 2000 tons of road de-icing salt.We currently keep between Soo and 2000 tons on hand based upon season and operations. This material is stored until used. b. Liquid Calcium Chloride-The City maintains a storage tank of Liquid Calcium Chloride for application to the salt used in de-icing operations.This container is located within a secondary spill collection system in the event of a leak.This material is stored until used. c. Construction Materials Storage-The Public Works Department stores materials such as rock, topsoil,and straw bales under cover on improved surfaces.This material is stored until used. Community Center The Department of Public Services is responsible for the operation, care and maintenance of this facility.This facility is generally open to the public from 6:oo AM- 9:0o PM, Monday through Saturday. Expanded hours are available throughout the week and on weekends upon special request. i. Commodities-Many items are stored at the facility for use in the upkeep of equipment and cleaning operations. a. Various Cleaning Supplies are kept in several janitorial locations throughout the building.Approximately 20-3o gallons of material are kept on hand for this purpose for use within several months. 2. Spent cleaning agents are discarded in the sanitary sewer system of the facility. Solid Waste for the facility is disposed in a dumpster provided by a licensed waste hauler.All other materials are disposed of as necessary though the hazardous materials program sponsored by the Metropolitan St. Louis Sewer District and the St. Louis County Department of Health. Aquatic Center The Department of Public Services is responsible for the operation, care and maintenance of this facility. This facility is open from varying hours during the summer months from Memorial Day weekend through Labor Day weekend. Expanded hours are available throughout the week and on weekends upon special request. i. Commodities- Cleaning agents are supplied as needed rom the storage locations at the Community Center. 2. Spent cleaning agents are discarded in the sanitary sewer system of the facility. Solid Waste for the facility is disposed in a dumpster provided by a licensed waste hauler.All other materials are disposed of as necessary though the hazardous materials program sponsored by the Metropolitan St. Louis Sewer District and the St. Louis County Department of Health. 3. Pool Chlorination Systems and Filters- Chlorination of the pool is maintained under the contract with the pool management provider. Pool filters are backwashed into a holding reservoir and the water is then released into the sanitary sewer system for the property. Park Maintenance Facility The Department of Public Services is responsible for the operation, care and maintenance of this facility.This facility is not open to the public.This facility is primarily used for under cover storage of equipment and materials.Two offices and the Friends of Animal Control kennel are located in this facility. i. Commodities- Grounds keeping agents are stored in climate-controlled structures for use in park maintenance operations. Several hundred pounds of weed killers, fertilizers and other applicants are stored until utilized. Cleaning agents are supplied as needed from the storage locations at the Community Center. 2. Waste Materials -Spent cleaning agents are discarded in the sanitary sewer system of the facility. Solid Waste for the facility is disposed of in a dumpster provided by a licensed waste hauler.All other materials are disposed of as necessary through the hazardous materials program sponsored by the Metropolitan St. Louis Sewer District and the St. Louis County Department of Health. 3. Friends of Animal Control Facility- Domestic strays are kept at this facility for short periods while being placed in homes or passed on to shelters.There are three dog kennels and three cat kennels with varying occupancy levels. a. Commodities-Animal food is stored until utilized. Cleaning agents are supplied as needed from the storage locations at the Community Center. b. Waste materials-Spent cleaning agents are discarded in the sanitary sewer system of the facility. Solid Waste for the facility is disposed in a dumpster provided by a licensed waste hauler.Animal waste is bagged and disposed of with the solid waste.The occasional animal carcass is disposed of in correlation with State of Missouri requirements. Sappington House This facility houses the Historic Sappington House Museum, Sappington Barn Restaurant, and Sappington resident manager.The hours of the facility vary based upon the time of year. Both the museum and restaurant facilities are maintained by the Department of Public Services.The operations of the restaurant are managed by an outside contractor. i. Commodities- Minimal amounts of cleaning agents are stored on site until utilized. 2. Waste Materials-Spent cleaning agents are discarded in the sanitary sewer system of the facility. Solid Waste for the facility is disposed with a licensed waste hauler. Rights-of-way The public rights-of-way are maintained by the Street Maintenance and Engineering Divisions of the Department of Public Services.These rights-of-way contain numerous pedestrian and vehicle accessible improvements of varying ages and compositions. i. Street Sweeping Operations-The sweeping of streets is completed twice a year, in the spring and the fall, under contract and the material generated is hauled to a licensed landfill. 2. Street Maintenance Operations- Excess materials generated by the cyclical street maintenance operations are discarded in one of two ways. Light debris is discarded in the dumpster at the Public Works Maintenance Facility and is hauled away by a licensed solid waste provider. Construction debris is hauled to a licensed landfill. 3. Capital Improvements Program-All rights-of-way are assessed utilizing a numerical ranking system that prioritizes capital projects.These projects are contracted in accordance with the capital program.All operations including sediment and erosion control and removal of construction debris follow state, county and local requirements. Park Properties There are seven parks properties maintained for public access by the City of Crestwood.All materials used to maintain these properties are stored at the Park Maintenance Facility or Public Works Maintenance Facility and are brought to and from the site as necessary. There are several solid waste containers at each of the properties that are picked up by City personnel and disposed in the dumpster at the Public Works Maintenance Facility. Training Training regarding general housekeeping, operations and maintenance is conducted generally at least twice annually and is provided to all maintenance personnel. It is conducted by staff in the Public Works Maintenance Facility during one of the monthly safety meetings. Chapter 3-Contaminate Control Ordinances The Code of the City of Crestwood addresses several issues that are important to the control of contaminates in storm water runoff.These are as follows: i. Solid Waste-Chapter 23 of the Code addresses the proper disposal of solid waste through a licensed hauler contracted by the City. 2. Animal Control-Chapter 6 of the Code addresses the proper control of domesticated animals as well as the nuisances associated with the disposal of pet waste. 3. Sediment and Erosion Control-Article III of Chapter 7 of the Code addresses requirements and regzrding grading and development projects.
