CITY OF TEMPLE CITY
TEMPLE CITY CALIFORNIA
OCTOBER 1, 1968
INITIATION:
1. Mayor Briggs called the regular meeting of the City Council
2., to order at 7 :30 P. M. Rev. Roger Hillis of the Westminster
Presbyterian Church, 9642 Live Oak Ave., Temple City, gave
3. the invocation, following which the Mayor led the Pledge of
Allegiance to the Flag.
4, ROLL CALL:
PRESENT: Councilmen - Beckley, Harker, Merritt; Tyrell, Briggs
ALSO PRESENT: City Manager Koski, City Attorney Martin, Public
Works Director Pizzorno, Recreation Director Kobett
5. APPROVAL OF MINUTES: Regular meeting of September 17, 1968.
Councilman Harker moved to approve the minutes of the regular
meeting of September 17, 1968, as mailed, Councilman Beckley
seconded, and the motion was carried unanimously.
UNFINISHED BUSINESS:
PUBLIC HEARING: 7:30 P. M. RE PETITION FOR STREET IMPROVEMENTS:
CURB, GUTTER, DRIVEWAY APPROACHES AND SIDEWALKS, EAST SIDE
OF ARDEN DR. BETWEEN OLIVE AND DAINES DR.
The Director of Public Works presented the above petition.
Mayor Briggs declared the public hearing opened and called
for the report of the Director of Public works.
Public Works Director Pizzorno stated that over 50% of the
block is already improved, that this area which has been restrict-
ed for some time. Recently four remaining properties dedicated
for right of way. He recommended that the requested work be
done.
Mayor Briggs asked if anyone in the audience wished to speak
for or against the improvement and no one came forward to
speak.
Councilman Harker moved to close the public hearing, Council-
man Merritt seconded, and the motion carried unanimously.
Councilman Merritt moved to find the project to be in public
interest and to instruct the Supt. of Streets to cause the work
to be done, Councilman Harker seconded, and the motion carried
unanimously.
ORDINANCE NO. 68 -275: 2nd read. Re Loitering and Obstruction
of Streets
City Attorney Martin presented Ordinance No. 68 -275 for second
reading and read title AN ORDINANCE OF THE CITY OF TEMPLE CITY
ADDING A NEW CHAPTER 6 TO ARTICLE IV OF THE TEMPLE CITY MUNICI-
PAL CODE RELATING TO LOITERING AND OBSTRUCTION OF STREETS AND
REPEALING SECTIONS 4202 AND 4202.1 IN CONNECTION THEREWITH.
Councilman Tyrell moved to waive further reading and to adopt
Ordinance No. 68 -275, Councilman Harker seconded, and the motion
was unanimously carried.
NEW BUSINESS:
7. RESOLUTION NO. 68 -859: Re temporary employees, Recreation Dept.
City Manager Koski presented Resolution No. 68 -859 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING
Council Minutes, October 1, 1968, page 2
TEMPORARY PERSONNEL. Councilman Harker moved to adopt
Resolution No. 68 -859, Councilman Merritt seconded, and the
motion carried unanimously.
8. PARKS & RECREATION COMMISSION RECOMMENDATIONS: Meeting of
September 18, 1968.
A. Recommend co- sponsorship of T. C. United Soccer Club.
B. Recommend co- sponsorship of T. C. Soccer Club.
C. Recommend co- sponsorship of T. C. Creative Arts group.
Recreation Director Kobett presented the above recommenda-
tions of the Parks & Recreation Commission. Councilman Beckley
moved to approve the above co- sponsorships as recommended
by the Parks & Recreation Commission, Councilman Harker se-
conded and the motion carried unanimously.
LETTER OF INTENT: Formation of Underground Utility District
Re- Temple City Blvd.
The Public Works Director presented a proposal of under -
grounding the utilities on Temple City Blvd. in connection
with So. Calif. Edison Co., between Garibaldi and Lemon,
to be done when Temple City Blvd. is widened. The City
Manager advised no such district had been formed as yet
and there were many details to be worked out and the re-
quest now is to obtain cost estimates from Edison Co.
Following discussion Councilman Tyrell moved to approve the
request for cost estimates from So. Calif. Edison Co.,
Councilman Harker seconded, and the motion was unanimously
carried.
10. RESOLUTION NO. 68 -860: Warrants & Demands
City Manager Koski presented Resolution No. 68 -860 A RESOLU-
TION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING
CLAIMS AND DEMANDS IN THE SUM OF $115,765.42, DEMAND NOS.
11680 THROUGH 11726. Councilman Merritt moved to adopt Reso-
lution No. 68 -860, Councilman Beckley seconded, and the motion
was carried unanimously.
11. COMMUNICATIONS:
A. The City Manager presented a request from the State Dept.
of Employment requesting the week of October 6, 1968,
be proclaimed as "Employ the Physically Handicapped Week ".
Councilman Harker moved that the Mayor so proclaim, Councilman
Merritt seconded, and the motion carried unanimously.
B. City Manager Koski presented a proclamation request from
Temple City Jaycee's that Saturday, October 12, be pro-
claimed "Punt, Pass and Kick Day ".
Councilman Harker moved to so proclaim, Councilman Merritt
seconded, and the motion carried unanimously.
C. The City Manager presented a request from the P. T. A.
that the month of October be proclaimed as "P. T. A.
Membership Month ".
Mayor Briggs so proclaimed with approval of the Council.
D. The City Manager presented a request from United Church
Women to solicit during Halloween period for the benefit
of UNICEF. This solicitation is conducted in all 50 states
annually, and permission has been granted each year for
them to do so. Councilman Harker moved to grant the request,
Councilman Beckley seconded, roll call vote to carry as
follows:

NOES: Councilmen- Merritt, Tyrell

12. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Leiland Shaw, 8951 Bentel, Rosemead, requested a continuance for
construction completion at 6329 Sultana Ave., until Dec. 15, 1968,
and presented a schedule of work for that period. Following dis-
cussion Councilman Merritt moved to grant the extension to Dec.
15, 1968, Councilman Harker seconded, and the motion was unanimous-
ly carried.
13. MATTERS FROM CITY OFFICIALS:
The City Manager presented a request for the City Council to en-
dorse the program of the Citizen and the Law at the High School.
The program encompasses the activities known as Alternate 2 and
Alternate 3 as outlined in the earlier proposal dated August 8,
1968, received from the Superintendent of Schools. Following
discussion Councilman Beckley moved to concur with the Alternate
2 and Alternate 3 proposal, Councilman Harker seconded, and the
motion carried unanimously.
City Manager Koski requested authorization to draw expense and
registration checks for those attending the annual conference
of the League of Calif. Cities Oct. 13 -16, 1968. Councilman
Merritt moved to approve the request, Councilman Tyrell seconded,
and the motion carried unanimously.
The City Manager requested the Council to set a date for public
hearing on an appeal from a Planning Commission decision, Variance
Case No. 68 -265. Councilman Tyrell moved to set the Case for
public hearing on November 5, 1968, at 7:30 P. M., Councilman
Beckley seconded, and the motion was unanimously carried.
A request from United Crusade was presented by the City Manager
to install a thermometer sign in Temple City Park, 4' x 5',
from Oct. 15 to Nov. 15, and advised insurance coverage could
be included with the banner they put up. Councilman Harker
moved to approve, Councilman Beckley seconded, and the motion
carried unanimously.
The City Manager presented a request from B'nai B'rith to pro-
claim the week of October 13 as " B'nai B'rith Week ". Councilman
Tyrell so moved, Councilman Merritt seconded, and the motion
carried unanimously.
The City Manager presented a letter and resolution from the
City of San Gabriel re the selling of safe and sane fireworks.
Councilman Tyrell recommended this be held over to a study session
and that someone from the Fire Dept. be present to talk to them.
All Councilmen agreed to this recommendation.
City Manager Koski advised the Council of the pending increase
in rates of the So. Calif. Water Co. which amounts to 21% and
he will present this at a study session for their consideration.
Councilman Tyrell called to the attention of the staff that there
were leaves and water standing on the tennis court area, and was
informed that these items had been taken care of.
14. ADJOURNMENT: At this time the Council adjourned to a short study
session. Council adjourned at 8:15 P. M.
8:30 P. M.. Council re- convened.
Mayor Briggs called the re- convened Council meeting to order at
8:30 P. M.
The Council considered the travel accident insurance program which
had been presented for officers and employees of the City. Council-
man Harker moved to approve the program and to appropriate addition-
al funds necessary from the General Fund Reserve and to amend the

budget accordingly, and to authorize the City Manager to
obtain the insurance coverage at the earliest possible date,
seconded, and unanimously carried.
ADJOURNMENT: Council adjourned at 8:45 P. M. Next regular
meeting of the City Council on October 15, 1968, at 7:30 P. M.
in the Council Chambers of the City Hall, 5938 Kauffman Ave.,
Temple City, Calif.
