Mr. Webb read a letter from the L.etropolitan Advisory Board
requesting permission to meet with the Council and discuss tho overall
zoning of Dade County. After discussion LP was instructed to invite
them tc the next regular council aeeting to be held on May 27th, 1961.
A copy of the six month audit was given to each councilman.
rr. Webb advised the Council that Bal Harbour Village was id good finan-
cial shape and balance, Mr. Faulkner moveu to accept the six month
audit as submitted by the Village tanager. The motion was seconded by
Mr. Brooman and unanimously adopted.
There being no further business hr. Faulkner moved to adjourn
which was seconded by i.:r. Broeman.

A continuation ?f a special Council mo eting called April. 17,
1961 was held ;Say 10, 1961 at 9:30 A -a. ih t1.e Village hall for the
purpose ::f electin:a a Layer and Assistant: -yur.
Present: L.essrs. Hart, Beatty, 3roeman and White
Absent: LT. Faulkner
Also present were Mr. 4. H. Webb, Village :,ianager; Mary T.
betterer, Village Clerk; and Thomts H. Anderson, Village attorney.
Mr. Richard E. Brady appeared in behalf of a group of medical
men who are interested in operating a diagnostic clinic, ih the Lal
Harbour hotel. r. Anderson advised Mr. Brady that the Council had
voted tentative approval to the plan which 7r. Brady had pr,..sented
to the Council at their meeting on April 2b, 1961 but that it would
be necessary to draw up a., ordinance to cover this new field as far
as the hotel is concerned. ;r. Anderson said he will furnish each
councilman and ilr. 3ra67 a copy of the orcigance for study so that
action can be taken on the matter at the next regular Council meet-
ing to be held on ;lay <7, 1961 at which ti.eu Mr. Brady was reguehted
to appear.

fir. J. F. Beatty cane forward and took he oath of office
administered by the Village Clerk.
Mayor Hart asked the Council if they wished to wait for a
full Council before electin0 a new mayor and assistant mayor in
accordance with :Hr. Broer:.an's motion at the April 17, 1961 meeting.
Mr. Anderson informed the Council that on uoticn they could proceed
with the election. It was moved by 6..r. Beatty that the Council go
on with the order of business.
Mr. 3eatty then moved that Mr. Broeman be elected Mayor
for one month and Mr. 'White be elected Assistant Mayor to take over
as Mayor when Mr. Broeman's term expired. ;:,r. Anderson ruled the
motion out cf order and explained to the Council the procedure that
must be followed according to our Village charter.
Motion was made by h:r. Beatty, seconded by Mr. Lreee.an that
the term cf the Mayor be for one month. On vote the motion: was carzied
as follows: Yes — l;r. Beatty, fr. Broeman add ;:Ir. ..bite. Ao —
Mr. Hart.

Beatty moved that Mr. Broeman Le appointed :layer for one ::oath. fLo
motion was seconded by Mr. '..hite and vot..o as follows: Yes —

Mr. Broeman then moved that Herbert e. 'Mite be nominated
for Assistant :tayor for one mo.:th, seconded by ;r. deattand upon
vete unanimously posseu.
lr. Broeman was then sv.orrr in as iioyor and Hr. v.hite was
sworn in as Assistant Mayor by the Village Clerk.
Mr. Broeman took the chair and presented the gr!ve1 to the
outgoing •..ayor Fran', Hart.
Mr. Anderson reminded the Council that the tern of the . yor
would ::uw expire before the June :neotiuj. ,... Beatty sugjcsted tiat
the layor's successor could be appointed at the next rooting wit`r the
terra to take effect at the expiration ,.f Mr. orce.aan's term. This
was agreed to by fir. Anderson who further pointed out that an ordi—
nance should be adopted fixing the term of office of the Mayer to a
definite period •i time. The Council then sugg.sted this be dis—
cucsea at the ,next regular meeting.

COUNCIL MEETING
May 27, 1961
The Council of Bal Harbour Village met at 9:30 A.M., Satur—
day, May 27, 1961 at the Village Hall.
Presents Messrs. Broeman, Beatty, Faulkner and White.
Absents Mr. Hart.
Also present were W. H. Webb, Village Manager; Mary T.
Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney.
Upon motion of Mr. Beatty, seconded by Mr. Faulkner, the
minutes of the previous meetings of April 17, April 22 and May 10,
1961 were approved as submitted.
Mr. Stanley Whitman appeared before the Council with the re—
quest that the deadline of June 1, 1961 for removing the temporary
wiring on his parking lot be extended for 6 months, or until December 1,
1961. After a brief discussion Mr. Faulkner moved that the six months
extension be granted, seconded by Mr. Beatty and unanimously voted.
Mayor Broeman then asked Mr. Anderson to read the proposed
amendment to Zoning Ordinance #11 that he had been requested to pre—
pare at the meeting held April 22, 1961. Mr. Richard P. Kenney,
attorney for the Americana Hotel, appeared before the Council and
stated the Americana Hotel objected to the change in the Ordinance
permitting the operating of a diagnostic service in the Bal Harbour
Hotel on the ground that it would open the door to spas in Bal Harbour.
Mr. Richard E. Brady, counsel for the diagnostic service, explained
that there would be no treatment for any kind of an illness, no bed
patients or wheel chairs in the hotel and that the operation they
were trying to get approval for is a diagnostic service and not a
clinic. Mr. Anderson asked Mr. Kenney for any suggestions that he
might have to improve the ordinance stating that he would work said
suggestions into the draft and present it to the Council for final
passage next week if they wised to table this matter until then.
The Council agreed to consider the matter on Wednesday, May 31, 1961
at which time both Mr. Kenney and Mr. Brady were invited to appear.
