I have received a copy of your letter to Senator
Smith in which you make a persuasive case about the deleteri-
ous effect that a revenue limitation formula tied to a general
inflation factor might have on the land acquisition programs
of park and open space districts.
I will keep your comments in mind when we have the

SUBJECT: Adoption of Updated Relocation Assistance Program
(1977 State Guidelines)
Submitted herewith is a resolution updating the District's
relocation assistance program. While there do not appear to be
any important changes in substance from the 1973 guidelines
adopted by Resolution No. 74-7, passage of the enclosed
resolution is recommended to eliminate any question as to the
currency of the District's relocation rules and procedures.
Basically the proposed resolution (1) adopts the 1977
State Guidelines by reference and (2) designates the General
Manager as the person to administer the program.
We have not reproduced and enclosed the actual State
Guidelines because they are quite lengthy and bulky. Any
Director who wishes to review them may obtain a copy from the
District Clerk. Article headings suggest their contents :
Article 1 - General (mostly definitions)
Article 2 - Relocation Assistance Advisory Program and
Assurance of Comparable Replacement Housing.
Article 3 - Relocation Payments
Article 4 - Last Resort Housing (not included)
Article 5 - Grievance Procedures

RESOLUTION NO.
RESOLUTION OF THE BOARD OF DIRECTORS OF THE
MIDPENINSULA REGIONAL OPEN SPACE DISTRICT
ADOPTING UPDATED RELOCATION ASSISTANCE PROGRAM
AND 1977 GUIDELINES.
WHEREAS, the California Relocation Assistance Law (CRAL)
(Government Code Chapter 16, Division 7, Title 1, Commencing
at Section 7260) , and the State Guidelines adopted pursuant
thereto (State Guidelines) (25 California Administrative Code
Commencing at Section 6000) contemplate that local agencies,
such as the Midpeninsula Regional Open Space District, shall
provide relocation assistance to persons, businesses and farm
operations displaced because of the acquisition of property by
the District for public use, and that local agencies shall adopt
guidelines to implement the relocation assistance program.
NOW, THEREFORE, the Board of Directors of the Midpeninsula
Regional Open Space District does RESOLVE as follows :
Section 1. In cases where relocation is necessary or
appropriate in instances of displacement caused by the Midpeninsula
Regional Open Space District to achieve public use, the District
shall use and adhere to the said CRAL and said State Guidelines
(California Administrative Code Section 6000 - 6114 and 6150-6176,
inclusive) which are hereby adopted by reference.
A copy of said State Guidelines is on file with the Clerk of the
District for inspection by the public at all reasonable times.
Section 2. The General Manager shall be responsible for
the implementation of the CRAL, and is hereby authorized to
establish procedures for said implementation.
Section 3. The General Manager is authorized to make
relocation assistance payments as provided in the CRAL upon
submission of claims approved by the Board of Directors.
