AN INTERIM ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD PROHIBITING THE OPERAS ION OF INDOOR, MULTI-TENANT
RETAIL SALES.,
The City Council of the City of Lynwood does hereby ordain as fol]ows:
Section L Definitions; Findings. The City Council of the City of
Lynwood hereby finds, determines and declares asfollows:
(a) A "multi-tenant indoor retail center", for purposes~of this
Interim Ordinance, shall. mean those commercial retail activities
1) conducted by more than one (1) retailer on a short term,
usually on a month to month lease, and
2) conducted within a large, open structure which is usually
vacant.
(b) The unregulated operation of indoor multi-tenant retail centers
is a current and immediate threat to the health, safety and
welfare of the City of Lynwood.
(c) The approval of use permits, variances, building permits, or any
other applicable entitlement for use which may be required in
order to operate an indoor multi-tenant retail center in com-
pliance with any zoning ordinance would result in a threat to the
health, safety and welfare of the City of Lynwood.
(d) The City Council intends to study, within a reasonable time, an
amendment to the Lynwood Zoning Ordinance which would regulate
the operation of indoor multi-tenant retail centers.
Section 2. Prohibition of Multi-tenant Retail Centers. Pursuant to
Government Code Section 65858, the operation of
within the City of Lynwood is hereby prohibited.

Section 3. Duration of Prohibition. This Interim Ordinance shall be
effective upon the date of its adoption and shall remain in full force and effect
until 45 days thereafter, at which time this Interim Ordinance shall terminate
unless extended pursuant to Government Code Section 65858.
Section 4. Legal Construction. If any section, sentence, clause or
phrase of this Interim Ordinance is, for any reason, held by a court of competent
jurisdiction to be invalid, such decision shall not affect the validity of the
remaining portions of this Interim Ordinance. The City Council of the City of
Lynwood hereby declares that it would have passed, and does hereby pass, this
section and each sentence, section, clause., and phrase hereof, irrespective of
the fact that any one or more sections, sentences, clauses, or phrases be de-
clared invalid or unconstitutional.
Section 5. Certification. The City Clerk shall certify to the adoption
of this Interim Ordinance and cause the same to be published in the Lynwood Press,
a newspaper of general circulation, printed, published and circulated in the
City of Lynwood.
First read at a regular meeting of the City Council of said
City held on the 17th day of -March 1987 and finally adopted
and ordered published at a regU ar meeting of said Council held on the
17th day of March 1987, by the following vote:
