Minutes
The meeting was called to order at 4:08 p.m.
Present: Lisa Souve,Jim O'Leary, Lisa Vitale, Charles Sumner and Don Poole. Also attending was Chief Richard Koch.
Chief Koch started the discussion with Computer Replacements for the cruisers. They currently need two laptops at
$5,000.00 each with mobile data devices. They also need 6 computers and 3 monitors for the police station at a cost of
$750.00-$800.00 each. Total for that line item is$15,000.00.
The Community Room currently has heavy tables and they are constantly being moved and reconfigured for various
meetings and trainings(example Taser Training). The Chief would like to replace the tables with 12-2'x6'flip top tables
with wheels at a cost of$6,000. He would also like to replace the existing chairs(which are non-stackable, and the
frames are loose)with stackable chairs that have wheels/arms and they tilt. Chief Koch believes 30 chairs would be
sufficient at a cost of$12,000. The carpeting on the floor is 10 years old and should be replaced to accommodate the
wheels on the tables and chairs with a vinyl product at a cost of$10,000.
Video Cameras for the Cruisers are scheduled for FY 2016 and were quoted at$2,800.00 per car for 5 cars. They may
need a server and a devise to automatically download the video as the cruisers come back to the station.The server can
run about$5,000.00. The Chief would like to leave$30,000 in the Capital Plan for now.
Network Printer Copier needs to be replaced eventually but it is currently working fine.
Radio upgrades were recently done to replace 10-800 radios to Motorola 1500. The State Police is now informing the
various Police Departments that the radios can no longer be analog but need to be digital. Given this new information
the Chief wants to wait to replace the other 10 radios as the Motorola radios are not upgradeable. The plan is upgrade
in FY 2018.
Body armor needs to be replaced every 5 years and is reimbursed at 50%by the Federal Government.
Taser training will be taking place in March as Officer Freddie O'Neil has been certified to conduct the training.
Firearm replacement of the Glocks will be pushed out a year as they are currently working fine.
The Carport building has not been researched and the Chief hopes to work on that shortly to come up with an idea of
funding needs.
Cruiser replacement will now happen with all-wheel drive vehicles. They currently have a Ford Interceptor(Utility
Version)which is a 6 cylinder and will be getting the second one in two weeks. The plan is now to trade in the Crown
Victoria and the Ford Explorer for new vehicles instead of handing them down to Town Hall. The lights and sirens can be
moved from the old vehicles onto the new vehicles however the controllers are becoming old and eventually they will
need to be replaced.

Lisa Souve asked what the spending priority would be for FY 2015 and the Chief believes the Cruisers are the priority,
then the computers followed by the tables and chair and then the tile.
Charlie Sumner asked the chief about the transferring of police vehicles to Town Hall and if that practice would continue.
The Chief said the current four wheel drive vehicle should be traded because it was out on the flats when the plane
crashed and is better to be traded then given to Town Hall due to its condition. Eventually there will be no "hand
downs"except for the pickup truck that the animal control officer uses. Maybe this truck could eventually have a plow
installed for Tom Thatcher to use for small plowing jobs around the Town Hall buildings. The Chief believes the Town
would be better served to get more fuel efficient vehicles for Town Hall use.
The next,department to present was Fire but there was not a representative so they will be rescheduled.
Don Poole made a motion to adjourn at 4:36 p.m. Charlie Sumner seconded. The Board voted unanimously in favor.
The next meeting is on Tuesday,January 14, 2014 at 9:00 a.m.
