and the adjacent land areas that must be reserved in order to
discharge the base flood without cumulatively increasing the
water surface elevation more than one (1) foot. The floodway
is delineated on the flood boundary floodway map.
{k) LOWEST FLOOR means the lowest floor or the lowest enclosed
area (including basement). An unfinished or flood resistant
enclosure, usable solely for parking of vehicles, building
access or storage, in an area other than a basement area, i.s
not considered a building's lowest floor, provided that such
enclosure is not built so as to render the structure in
violation of the applicable non-elevation design requirements
of this chapter.
(1) MANIIF ACTURED HOME means a structure, transportable in one or
more sections, which is built on a permanent chassis and is
designed for vse with or without a permanent foundation when
connected to the reyuired utilities. For flood plan
management purposes the term "manufactured home" also
includes park trailers, travel trailers, and other similar
vehicles placed on a site for greater than 180 consecutive
days. For insurance purposes the term "manufactured home"
does not include park trailers, travel trailers, and other
similar vehicles.
{m) MANUFACTURED HOME PARR OR SUBDIVISION means a parcel (or
contiguous parcels) of land divided into two or more
manufactured home lots for rent or sale.
(n) bIEAN SEA LEVEL means, for purposes of the National Flood
Insurance Program, the National Geodetic Vertical Datum
(NGVD) of 1929 or other datum, to which base flood elevations
shown on a community's Flood Insurance Rate Map are
referenced.
{o) NEW CONSTRTICT:CON means structures for which the "start of
contruction" commenced on or after the effective date of this
chapter.
(p) START OF CONSTRUCTION includes substantial improvement, and
means the date the building permit was issued, provided the
actual start of construction, repair, reconstruction,
placement, or other improvement was within 180 days of the
permit date. The actual. start means either the first
placement of permanent construction of a structure on a site,
such as the pouring of slab or footings, the installation of
piles, the construction of columns, or any work beyond the
stage of excavation; or the placement of a manufactured home
on a foundation. Permanent construction does not include
land preparation, such as clearing, grading and filling; nor
does .it include the installation of streets and/or walkways;
nor does it include excavation for a basement, footings,
piers, or foundations or the erection of temporary forms; nor
does it include the installation on the property of ar_cessory
buildings, such as garages or sfreds not occupied as dwelling
units or' not part of the main structure.
(q) STRUCTURE means a walled or roofed building or manufactured
home that is principally aboveground.
(r) SUBSTANTIAL IMPROVEMENT means any repair, reconstruction, or
improvement of a structure, the cost of which eyuals or
exceeds fifty (50) per cent of the market value of the
structure either:
{1) Before the improvement or repair is started; or
(2) If the structure has been damaged and is being restored,
before the damage occured.

Section_2_ Section 12 1/2-12 of the Lynwood Municipal
Code is hereby amended to read as follows:
Sec. 12 1/2-12. Establishment of development permit.
A development permit shall be obtained before construction or
development begins within any area of special flood hazard
established in section 12 1/2-7. APPlication for a development
permit slxall be made on forms furnished by the building official
and may include, but not be limited to: Plans in duplicate drawn
to scale showing the xxature, location, dimensions, and elevation
of the area in question; existing or proposed structures, fill,
storage of materials, drainage facilities; and the location of
the foregoing. Specifically, the following inforrnation is
required:
(1) Proposed elevation in relation to mean sea level, of the
lowest floor (including basement) of all structures; in
Zone AO elevation of existing grade and proposed elevation
of lowest floor of all structures;
(2) Proposed elevation in relation to mean sea level to which
any structure will be floodproofed;
(3) Certification by a registered professional engineer or
architect that the floodproofing methods for axxy
nonresidential structure meet the floodproofing criteria
in section 12 1/2-15{c)(3); and,
(4) Description of the extent to which an,y watercourse will be
altered or relocated as a result of proposed development.

CONSTRUCTION MATERIALS AND METRODS

equipment resistant to flood damage.
(2} All new construction and substantial improvements
shall be constructed using methods and practices that
minimize flood damage.
ELEVATION AND FLOOll PROOFING
(1) New construction and substantial improvement of any
structure shall have the lowest floor, including
basement, elevated to or above the base flood
elevation. Nonresidential structures may meet the
standards in section 12 1/2-15(c)(3). Upon
completion of the structure the elevation of the
lowest floor including basement shall be certified by
a registered professional engineer or surveyor and
provided to the official set forth in section 12 1/2-
14(c)(3}.
(2) New construction and substantial improvement of any
structure in Zone AH shall have the lowest floor,
including basement, elevated to or above the
elevation specified on the FIRM. Nonresidential
structures may meet the standards in section 12 1/2-
15(c}(3). Upon the completion of the structure a

this chapter which permits construction in a manner that

(t) WATER SllRFACE ELEVATION means the height, in relation to
the National Geodetic Vertical Datum (NGVD) of 1929, (or
other datum, where specified) of floods of vaxious
magnitudes and frequencies in the flood plains of coastal
or riverine areas.
S__e_ction__2. Section 12 1/2-12 of the Lynwood Municipal
Code is hereby amended to read as follows:

horizontal forces of twenty-five (25) pounds per square
foot and uplift fox'ces of fifteen (15) pounds per square
foot;
(2) By providing over-the-top and frame ties to ground
anchors. Specifically:
a. Over-the-top ties (shall) be provided at each of the
four {4) corners of the manufactured home with two (2)
additional ties per side at intermediate locations,
with manufactured homes less than fifty (50) feet long
requiring only one (1) additional tie per side;
b. Frame ties (shall) be provided at each corner of the
home with five (5) additional ties per side at
intermediate points, with manufactured homes less than
fifty (50) feet long requiring only four (4)
additional ties pex• side; and,
c. All components of the anchoring system be capable of
cax•rying a force of four thousand eight hundred
(4,II00} pounds.
(b) MANUFACTURED HOME PARKS AND SUBDIVISIONS.
The :following standards are required for (a) manufactured
homes or places in manufactured home parks or subdivisions, (b)
new manufactured home parks or subdivisions, (c) expansions to
existing manufactured home parks or subdivisions, and (d) repair,
reconstruction, improvements to existing manufactured home parks
or subdivisions that equals or exceeds fifty (50) per cent of the
value of the streets, utilities and pads before the repair,
reconstruction or improvement commenced:
(1) Adequate surface drainage and access for a hauler
shall be provided.
(2) All manufactured homes shall be placed on pads or
lots elevated on compacted fill or on pilings so that the
lowest floor of the manufactured home is at or above the
base flood level. If elevated on pilings:
(a) The lots shall be large enough to permit steps;
(U) The pilings shall be placed in stable soil no more
than ten (10) feet apart; and
(c) Reinforcement shall be provided for pilings more than
six (fi) feet above the ground :Level. (Ord. No. 1095,
