The meeting was called to order at 4:05 P.M. Present: Lisa Souve, Lisa Vitale, Don Poole, Jim O'Leary. Also attending was Dr. Richard Hoffman, Barry Schofield and Robert Bersin Absent: Charles Sumner Brewster Elementary Schools- Dr. Hoffman stated that the Eddy School roof & HVAC project is slated for FY15 and perhaps the number should be increased to $2.3 million. The number was increased in the plan. There are other minor projects scheduled for Eddy. For Stony Brook the window replacement phase II is scheduled for FY15, for $100,000. This number may increase. Other projects were pushed out to further years. The classroom Univent units will be repaired instead of replaced. If the Eddy School Roof& HVAC project passes at Town meeting, the $100,000 in the combined school capital requests could be reduced from the current $100,000 to $50,000 as well as for 2016. There is there annual $30,000 request for the two schools for technology. Stony Brook will buy 2 smart boards, a hover cam, 7 laptop computers for teachers and software licenses. Eddy will purchase 2 smart boards, 2 hover cams, 5 lap tops and 2 desk tops and some software. The schools are working on replacing equipment that is 5 years old. The painting request would sand and paint the tanker at the Eddy School. The flooring replacement is also an ongoing project, but is a low priority on the list. The $10,000 for the AHERA compliance can be removed as there are still funds left over from the November 2014 Town meeting allocation. Dr. Hoffman stated that he will work with Mr. Sumner to determine if the numbers for the Eddy School Roof & HVAC or the Stony Brook window project need to be increased. If they do, he will have the School Committee re-vote them and get the updated numbers to Lisa Souve. Nauset Regional Schools —The Regional School Committee is meeting this evening to determine if they still want to go through with the Middle School roof project and what the numbers may be. Brewster's share would be $707,000 of a 2.4 million project. This would be a FY15 project. The regional capital requests have been increased by 2.5%. There is a lot of technology infrastructure needed at both the Middle and High schools. There is an art room in the middle school that needs repairs. The drainage study for the middle school was recommended by Habeeb & Associates. There is a request for $25,000 under general repairs. The high school's courtyard is in extremely bad shape and the request for the $68,000 is to repair the worst sections. For the central office, there is a request for $13,475 for general repairs. The total of the requests for the Middle school, High school and Central Office building is $470,475; with Brewster's share being $217,725. Capital Plan Review Minutes Page 1 January 23 2014 Department of Public Works — Bob Bersin went over his FY2015 capital requests. As always, there is $150,000 in road maintenance/drainage projects. There is a request to replace the H-8 vehicle for $85,000. The current vehicle currently needs $1,000 in repairs; the drive shaft broke this week during the storm. Vehicle H-9 is $60,000. This should have been replaced in 2014, but was removed from the warrant due to cuts needed and is back on for FY15. Item 15, a large trailer/tagalong will be removed from the list. There is a request to replace the Foreman's vehicle. $39,000 and it was pushed out from 2014 to 2015. Item 22 should also be removed from the capital plan as well as item 23, which was traded in. The Ottawa Yard/Mule Tractor, #25 is over 20 years old and Mr. Bersin would like it to be replaced at some point because if this breaks down, the transfer station will stop functioning. This was added to the FY15 request for $90,000. Items 26 & 27 can be removed as these were sold on GovDeals. Item 29 should be corrected to be a closed container. There is a request to replace the Kubota Tractor for $50,000. Mr. Bersin requested to remove this item from FY15 and would prefer to replace a bobcat at a later time. This will become a new request. There is a request in FY15 for $50,000 for the clean air & water act for when the EPA acts. This item has been carried over waiting for the EPA regulations. Item 45 for the Kubota mower was listed in 2014, but should be carried over to 2015. There is a request for FY15 for open top containers for $18,000 for 2 units; these would be used at the transfer station. There are items that should be added to the capital plan; a hot box for asphalt for FY15 for $28,000- the water department will share the cost of this item; a sign cutter for $4,500 in FY15, organic turf management for $15,000 in FY15 and L-5 roll off container truck. There is $320,000 for Chapter 90 projects in FY15. There is also a $20,000 request for guard rail post replacement project. This item has been pushed out for a few years. The $20,000 request is repeated in FY16-19 as it is a $300,000 total project. It was decided that the All Access Committee's beaches/boardwalk access should be removed from DPW. Don Poole questioned why there was money for beach sand replenishment every year. It was decided to put $20,000 for this year and $15,000 for FY16-FY19. There was a request to update the Chapter 90 projects to see what may be worked on next as Route 124, Daisy Lane and AP Newcomb have all been completed. Lisa Vitale questioned if Natural Resources $25,000 yearly request for Beaches/Landing Improvements would be a duplicate of the DPW's Beach Sand Replenishment. Lisa Souve will speak with Chris Miller to get clarification. Jim O'Leary stated his concern on not having a long term cost and plan on road work. There was also a discussion on listing what roads would be worked on in the various years under the Chapter 90 funds. No minutes were approved; they will be approved at the January 27th meeting. Lisa Souve motioned to adjourn at 5:40 pm, Lisa Vitale second. The vote was unanimous in favor.
