Grench, General Manager SUBJECT: Former State College Site at Edgewood Road Introduction: The District has been advised by the State of California Department of General Services, Real Estate Services Division, of the availability of the 477 acre formerly proposed San Mateo State College site at Edgewood Road and partially in Redwood City. Some 274 acres of the site have already been de- clared surplus government property. The State has asked the District to notify them if the District has any interest in the site. The District has received a written communication from a number of citizens supportive of the preservation of this property (see attached letter from Mieke Hull) , and the site offers opportuni- ties for both open space and park uses. Upon learning that this matter was being considered on November 3, 1 requested that the San Mateo County Parks and Recreation Commission recommend to the Board of Supervisors that San Mateo County express its interest in the site and indicate its willingness to explore possibilities for joint action (see attached letter) . The letter also states my intention to recommend that our Board take a similar position. Site Description: Located in the County of San Mateo adjacent to the City of San Carlos and Redwood City, the site is bounded by Interstate 280 Lo the west and Edgewood Road to the north, both of which provide excellent regional access (see map) . The site which is principally grassland, contains three promi- nent knolls reaching a maximum elevation of 880 feet to form a scenic backdrop for the adjacent urban area as the principal westerly ridge visible from the residential area. The patchwork of grassland and woodland also makes the property a highly visi- ble landmark from higher elevations in the Santa Cruz Mountains and represents a sizeable undeveloped scenic area along Highway 280. A portion of the property was formerly part of the San Francisco Public Utilities Commission watershed lands managed as a State Fish and Game Refuge, the bulk of which is now loca- ted across Highway 280 to the west. R-77-49 Page two While grassland is the prevalent plant community, oak woodland and chaparral are found on the steep northeastern slopes and on the central knoll. Serpentine soils underlying the grass- land produce a display of wildflowers in spring which are visi- ble to passing motorists. Wildlife associated with this mixture of environments would include mule deer, coyote, brush rabbit, meadow lark and red-tailed hawk. Potential Use and Management: A possible joint project with San Mateo County could combine the development of traditional park facilities, such as a golf course and picnic area, incorpor- ated with undeveloped natural areas and interpretive trails. There is a pressing need for field study areas for the Environ- mental Volunteers and other educational groups working with schools in the San Carlos, Belmont and Redwood City area. The site would be readily available to seven nearby schools, includ- ing Canada College located two miles to the south. Recommendations: Because this site has the potential for provid- i-ngboth open space and developed park amenities to urban resi- dents through intergovernmental cooperative efforts, it is rec- commended that the Board direct the General Manager to advise the State of California Department of General Services of the District' s interest in the site. It is also recommended that the President dispatch a letter to the San Mateo County Board of Supervisors that expresses an interest in exploring appropriate roles that the County and District might have, including planning , acquisition and operations considera- tions. County and District staff could jointly prepare a propo- sal for consideration by the two boards. It is my belief that a high level of coordination and, where appro- priate , joint action can lead to open space and developed park facili- ties which are far superior to those which would be provided if the agencies worked completely independently. This is certainly happen- ing in Santa Clara County, for example, in the joint acquisition and planning for the St. Joseph' s property. The approx- imately 477-acre site with rolling hills, grassland and oak woodland is an especially outstanding area that lends itself to both open space and developed park uses in a setting close to the urban area. I plan to recommend to my Board of Directors , at its November 9 , 1977 meeting, that the District express to the State our interest in exploring roles that each agency might take on this property, including possibilities for joint planning and/or acquisition (perhaps similar to the recent joint purchase of a portion of the St. Joseph 's property near Los Altos by the District and Santa Clara County) . Grench, General Manager SUBJECT : Real Estate Analyst Position Attached is a report (R-77-47 , dated November 2, 1977) to me from the Land Acquisition Manager regarding a proposed Real Estate Analyst position. It is recommended that you adopt the Real Estate Analyst Job Description set forth in the report , with an annual salary range of $11 ,700 $15 ,200 , and authorize the General Manager to fill the position. HG:se AA A-77-47 MIDPENINSULA REGIONAL OPEN SPACE DISTRICT REPORT November 3, 1977 TO: H. Grench, General Manager FROM: C. Britton, Land Acquisition Manager SUBJECT: Real Estate Analyst Position Background: The land acquisition staff presently includes a tem- porary Research Assistant position, which has been filled on an essentially full-time basis for well over a year. The position provides a variety of necessary work for the land acquisition pro- gram, including gathering background information on property owners and parcels of land, including those parcels with a gift potential; gathering data on comparable sales and listings for in-house value estimates; providing liaison with title companies and performing the large amount of "leg work" associated with public acquisition of private property. Discussion: It is important that the work provided through the Research Assistant position be continued, and it appears appropriate at this time to recommend a full-time, regular Real Estate Analyst position to perform these and other duties on behalf of the District's land acquisition program. As described in the attached Job Descrip- tion, the Real Estate Analyst would also be responsible for handling relocation assistance, assisting in the preparation of grant appli- cations, preparing land acquisition documents, and performing beginning- level appraisal and negotiations work. The latter is particularly important if it is assumed that the Peninsula open Space Trust will be taking over the gift and dedication functions on behalf of the District, in which case it is anticipated that the current Land Endowment Specialist position will be phased out. Since the Land Endowment Specialist position does contribute to the general land acquisition activities, its discontinuance would put a further workload on the Real Estate Analyst position. The approval of this position as a regular, full-time member of the Land Acquisition staff comes at a very critical time in our over-all Land Acquisition program. We are just beginning to utilize our committed borrowing power at the same time that the District is experiencing a doubling in the area to be considered for preserva- tion. The annexed area in San Mateo County requires an increased amount of initial investigative work, as well as the normal liaison that is nedded in the acquisition process. This position is very cost effective, as it increases the acquisition capability of the R-77-47 Page two program without an equal incremental salary cost. Additional funds were budgeted this fiscal year for acquisition consultants in anti- cipation of our increased program. These -funds can be used more effectively if the Real Estate Analyst performs some of the investi- gative and information-gathering functions that would ordinarily cost substantially more if consultants provided this service at an hourly cost. Salary Range: Based upon a District formula which was applied to the average midpoint of Bay Area positions chosen as comparable to the proposed Real Estate Analyst position, the appropriate salary range for this position would be $11,700 to $15,200 annually. Recommendation: It is recommended that the Board of Directors approve the attached Job Description for a Real Estate Analyst position, with an annual salary range of $11,700--$15,200. MIDPET ;ULA REGIONAL OPEN SPACE TRICT Job Description REAL ESTATE ANALYST Summary of Duties Under direct supervision of the Land Acquisition Manager, per- forms routine office and field work assignments related to the appraisal and acquisition of real property for the District. Responsible for implementation of relocation procedures on appropriate District sites. Typical Work Performed 1) Gathers property information from the County Assessors ' and Recorders ' offices, title companies and other appro- priate sources . 2) Assists in the preparation of documents relating to value estimates, reports and appraisals of properties involving acquisition, rental, management, disposal and leasing of such properties. 3) Assists in the preparation of documents and follows through with procedures for acquiring, selling, recording and leasing real property on the District's behalf. 4) Assists in the relocation process through the preparation of documents and reports explaining relocation assistance to eligible displaced persons and arranging for appropriate payment schedules. 5) Assists in work involved in eminent domain proceedings and in the escrow and recording processes. 6) Assists in preparation of statistical reports, legal description, deeds and maps. 7) Prepares routine reports and correspondence and related work 8) May perform some elementary appraisal and negotiations work under the supervision of the Land Acquisition Manager. 9) Assists in preparation of grant applications. Education, Experience, and Personal Requirements Position would ordinarily require a bachelor' s degree in a field related to real estate or other appropriate subject which would prepare one for work involving land acquisition procedures. The individual should be committed to the purposes of the District and be able to meet people, respond to them and project the goals of the District. The position would ordinarily require a year's full-time experience in real estate or a related field, preferably associated with a public agency. The individual should be knowledgeable of real estate terminology and be familiar with topographic maps , assessor's parcel books, deed forms, title insurance policies , escrow and recording procedures. Individual should become familiar with District relocation policies. Possession of a California driver ' s license is required for this position. R- -4 8 A- (Meeting 77-27, Agenda item No. 3) MIDPENINSULA REGIONAL OPEN SPACE DISTRICT REPORT November 2 , 1977 TO: Board of Directors FROM: H. Grench, General Manager SUBJECT: Proposed Revision of Secretary Positions and Salary Ranges Background: At its July 13 , 1977 meeting, the Board approved the revised salary ranges recommended by the General Manager in report R-77-32. At that time, no salary range change was recommended for secretarial positions in anticipation of a revised Job Description being prepared to reflect the change in responsibilities and structure of District secretarial positions. It was also felt that the new Land Acquisition Manager should participate in these decisions. Discussion: It appears that it would be appropriate to establish a single Job Description to describe the full range of respon- sibilities expected of a Secretary for the District. Since each Secretary would, however, be responsible for specific programs , an addendum would be periodically updated by staff when appropriate to describe the special duties required of -a Secretary in a particular program. Examples of these addenda are attached to the proposed Secretary Job Description for your information. The adoption of the new Job Description represents the change from allocation of the secretarial work- load by type of work to allocation by program. It also reflects the increase in responsibilities and expectations of District secretarial positions . Salary Range: As discussed in report R-77-32 at the July 13 meeting, the appropriate salary range for a Secretary position would be $10 ,200--$13,250 annually. This is based upon a District formula which was applied to the average midpoint of comparable Bay Area positions. The proposed salary range reflects the changes in secretarial structure and responsibilities, as well as the recent trend in local public agencies to upgrade secretarial salary levels. This trend was confirmed with the Employee Relations Service which the District recently joined. Recommendation: It is recommended that the Board approve tFie attar-h-e-a—Job Description for the Secretary position with an annual salary range of $10 ,200--$13,250 and authorize R-77-46 Page two the General Manager to fill two secretarial positions. The Secretary appointed by the General Manager to work on a three-quarter time basis has the same Job Description and salary range as is recommended above for full-time positions. The addendum for that position is also attached for your information. MIDE NSULA REGIONAL OPEN SPAC'1 !STRICT Job Description SECRETARY Summary of Duties Responsible for providing full range of secretarial support to staff members in one or more programs. Typical Work Performed 1) Typing draft and final versions of varied correspondence, memoranda and reports. 2) Transcribing material from a dictaphone or taking dictation when needed. 3) Answering telephone calls to the District and providin4 information to visitors. 4) Preparing and duplicating Board packet materials in cooperation with other secretaries and under the supervision of the District Clerk. 5) Maintaining filing system, and filing materials in a timely manner. 6) Duplicating, collating and distributing written information to Board, staff and members of the public. 7) Ordering office supplies as needed; helping to maintain office equipment. 8) Coordinating with other Secretaries to maintain telephone and reception area coverage to ensure a smooth and efficient office routine and to keep the office in an orderly condition. 9) Acting as backup in the absence of other Secretaries and as otherwise needed (including taking minutes at Board meetings) . Education, Experience and Personal Requirements Position would ordinarily require a high school diploma and supplementary general education. Individual should be able to type accurately at 45 wpm and take dictation at a speed of 80 wpm. Position requires knowledge of local government structure or facility for learning it quickly. Individual should be able to exercise discretion regarding use of spelling, grammar and punctuation in written materials. Position ordinarily requires 1-2 years experience in a responsible secretarial capacity. Individual selected must be committed to the goals of the District and be able to work well individually and as a member of a team. Position requires a valid California driver' s license. SECRETARY LAND ACQUISITION EMPHASIS 1) Provides secretarial assistance to land acquisition personnel and maintaining security of confidential land acquisition files. 2) Responsible for allocating approximately one-quarter time to the Public Communications Coordinator. This would in- clude some contact with newspaper reporters and knowledge of District activities, particularly Board meeting materials. A current index of public officials and staff members should be maintained. 3) Primarily responsible for answering telephone and receiving visitors in the reception area and providing general District information to the public. 4) Responsible for becoming knowledgeable about land acquisition terminology, including escrow, appraisals, deeds, title insurance policies, title reports, assessor's parcel maps, and relocation matters. SECRETARY LAND MANAGEMENT EMPHASIS 1) Provides secretarial assistance to office and field personnel in the land management program. 2) Primary responsibility for operation of District radio communications and contact with field personnel. 3) Knowledgeable of docent activities and special events on District sites in order to give appropriate information to the public. 4) Responsible for answering specific site questions and issuing permits in accordance with District use and management plans. SECRETARY ADMINISTRATION EMPHASIS 1) Provides secretarial assistance to general administrative personnel and occasionally to Controller, Legal Counsel, and Board members. 2) Responsible for processing of staff time cards bi-weekly. 3) Acts as Deputy District Clerk, assisting District Clerk in preparation of Board meeting packet and taking minutes of Board meetings. 4) Orders major office supplies (duplicating paper, typing ribbons, stationery) for the District. Grench, General Manager SUBJECT: Scheduling of Second Regular Meeting in November At its January 26 , 1977 meeting, the Board of Directors set aside Tuesday, November 22 , 1977 as the unofficial date of the second Regular Meeting in November in order to avoid conflicts with the Thanksgiving holiday. I recommend that this date be made official. If it is necessary to schedule another Special Meeting before November 22 , the November 22 date may not be needed. It is further recommended that the Board President be authorized to cancel the November 22 meeting if he feels it is appropriate to do so.
