Also attending were Chief Moran, Kathy Cockcroft & Larry Houghton Absent: Lisa Vitale, Charlie Sumner Fire Department Chief Moran went through his 2016 capital requests; including replacement of the Deputy Chief's vehicle item 3; it is a 2007 and they usually try to go ten years, but this vehicle needs to be replaced; the request for FY16 is $42,000. Item 5, Dodge Forestry Truck that was to be replaced in 2015 can be removed from the plan. Item 4, 2010 For Explorer, Fire Prevention Vehicle was acquired in 2010 and would be replaced in 2020 for approximately$50,000 Item 8,the 2010 Ford E-450 ambulance will be replaced in FY16; it will be a lease for the first 2 years and in the third year, it will be paid out. #12 is the spare pumper; in the future two pieces of equipment will be merged into one. Items 10, Heavy rescue and 12,the Pierce pumper will be merged into one vehicle. 13 & 14 are the pumper lease payments and the leases will be paid off in FY18 and replaced in approximately 2025. The last payment of the breathing apparatus, 22 will be made in 2016. Item 27, Radio system, money is set aside each year as the system will need to be replaced;the amounts in 2016 & 2017 should be increased to $30,000. The department has applied for a grant for the radios. The grant has a 10% match. Item 29,the protective clothing allotment for$20,000 in 2018 should move to 2017. For item 31, Fire Station replacement, the $13,000,000 will be moved to 2016. The mobile software license, 34 is for the ambulances. Brewster Ladies Library Lisa Souve stated that the building security, item 12 should be $0 and item 13, HVAC should be added for $38,500 in FY16. In 2018, there is a request to purchase an emergency generator; item1, for$70,000. The carpet request, item 2, $40,000 could be pushed up once the feasibility study is completed. In 2016, there is a request for two copiers, item 3, $11,700; one is for the public, one for staff. The public copier could be a coin op, wireless copier which does cost more. Kathy Cockcroft questioned why these are leased rather than purchased. Lisa Souve stated that all the Town's copiers are leased. Kathy has quotes for copiers for both purchasing and leasing. There was a discussion on whether the copies should be a capital request or moved to the Library's operating budget. The Town would prefer the copiers to be leased, which would mean they would move to the operating budget. Item 5B, parking lot,the $75,000 in FY16 is a plate holder until actually costs are determined. Construction would be fall of 2015. Item 8,the technology line items are a yearly request. Item 10, fencing, landscapes, $20,000 was pushed out and would nbt be done'until the parking lot project is complete. The Roof replacement of$50,000 is scheduled for FY11.' There was leak, yesterday, 12/9, 11Pa4. e due to the heavy rain. Item 13,the HVAC system is 17 years old and should be replaced. There is non- repairable damage to the boiler so it should be replaced. There is a large boiler that in the summer is only used in conjunction with the water heater. There was a conversation of replacing the hot water heater with an electric unit for the summer season. The request for$38,500 includes the electric hot water heater. There was a conversation on whether this should also wait for the results of the feasibility study, but construction may not take place for 10 years and the boiler won't last that long and the foot print of the library won't change; it will still be the same square footage. The spring would see the parking lot and boiler request and the technology request would come in the fall.
