HomeMy Public PortalAboutCapital Planning Committee -- 2014-12-29 Minutes Capital Plan Committee Town Hall, Room A December 29, 2014 Minutes The meeting was called to order at 4:05pm Present: Lisa Vitale, Charlie Sumner, Don Poole, Lisa Souve Absent:Jim O'Leary Don Poole asked about the Fire Station project which is still on the plan, but didn't pass at Town Meeting. Ms. Souve said she has changed it in the revision. Board of Selectmen/Town Administrator- Mr. Sumner provided the overview. #1-Thrift Shop: Mr. Sumner explained that until we figure out what is going to happen with the Fire Station project, it doesn't make sense to do anything. If they save the Fire Station building, they could move the thrift shop there. #2-Town Hall HVAC system is complete. #3- Parking Lot Lights was done in 1996 and won't need to be done again until 2023. #4- Exterior painting at Town Hall is scheduled for FY17, $30,000. #5-Waste Water Planning number came from Sue Leven. It is another $75,000 in FY16 & FY17. Also, they will probably do an alum treatment in Mill Pond which is $210,300 in FY17. Mr. Poole noted that an alum treatment was done in Long Pond and was pretty successful. Horsley-Witten is doing all the work for the Town. #6-Town Hall Parking Lot would be redone in 2023. #7-GIS Mapping does not have any money listed because Barnstable County did a fly over that the Water Department paid for. The digitizing is being done by Barnstable County and they may pay for it. #8-Town wide phone system was done in 2011 and is fine. #9- Municipal Area Network-The project is underway now to connect local networks in Town. #10-Tri-Town Septage Plant is being torn down. Mr. Sumner is trying to put aside money each year to fund Brewster's portion of the $500,000 demolition costs. The Town of Orleans is trying to figure out if they are going to re-use the site. The current permit expires in 2016. Wage #12-All Citizens Access Project: There is$20,000 each year to do some projects. Americorps did a lot of projects under the direction of Chris Miller and Ryan Burch in the spring. This year, the fund will be used to finish the ramp and automatic doors at the Council on Again. #13- Recycling&Solid Waste Reduction Program can be removed. #14-Town Hall Security: More funding was approved at Fall Town Meeting; the plan should reflect that number. Drummer Boy-There is nothing there except gift shop repairs. The building is a basic wood building on concrete blocks. Mr. Sumner is going to have Mr. Staley evaluate the building. Access improvements for the pathways needs some work where they put down stone. There is$25,000 to fix the areas that have washed out. Mr. Poole asked if they would extend it into the Eldredge property. That would be a future project. Lisa Vitale asked whatever happened to the carpeting project at town hall. Mr. Sumner said he thought Tom Thatcher was going to work on a section at a time. Ms. Vitale said it should be on the plan and it should get done. She also has some windows in here house that don't lock and some that don't stay open. Mr. Sumner said they can put money in for carpeting, find out what Mr. Thatcher recommends. For the windows, Ms. Vitale should talk to Tom about the windows; if it is under$10,000, it can be within the budget. Cape Cod Technical High School- Last year,the Cape Tech established a stabilization fund to work on upgrading their infrastructure. They school was built in the early 1970's. The Tech School has applied to the MSBA for a major building rehabilitation grant. For right now, the Town should put in $15,000 for FY16 & FY17. It could be a 30 million project in the end, but for now they will hold off on numbers beyond FY17, until they are through the feasibility phase. Brewster's current enrollment share is 6.04 percent. Department of Public Works Mr. Sumner said he has to meet with Jeff Day and Jim Jones and Lisa Souve to review the FY16 requests. The plan should be updated to reflect fall town meeting approved items and add on all the compactors and containers for replacement in 15 years. DPW Capital will be brought back on the 14th to review and we will see if Chris Miller,Acting DPW Superintendent is available. Lisa Souve moved to approve the minutes of December 10, 2014 with revisions, Charlie Sumner second. The Committee voted 3-Yes, 0-No. Lisa Vitale moved the minutes of December 15, 2014 as revised, Mr. Sumner second.The Committee voted 3-Yes, 0-No. Mr. Sumner moved to adjourn at 4:45pm, Lisa Souve second.
