HomeMy Public PortalAbout2000/01/02 The Re-Organization Meeting of the Governing Body of the Borough of Carteret was called to order by Mayor James A. Failace on Sunday, January 2, 2000,at the Municipal CourtlPolice Facility, 230 Roosevelt Avenue, Carteret, New Jersey at 12:00 Noon. Upon individual roll call, the following were noted present: Councilmember Patrick Crilley " Jack Fazekas " Stanley Gutowski " James Mancuso " Remy Quinones " J ames O'Brien Also noted present were Borough Attorney Craig J. Coughlin and Business Administrator Nicholas Goldsack. BUIlDINGS & GROUNDS: Committee Chairperson O'Brien said this year they centralized the departments. They also centralized purchasing for various departments. They repaired the furnace and the pipes at Borough Hall. The pipes were causing a lot of leaking. The roof was also repaired. Various improvements were done at Police Headquarters. Thanks to Brian O'Connor and some of the firemen, there is a new generator at the Fire House in West Carteret. Councilmember Fazekas has overseen that the majority of buildings are networked. With that, everything is still standing. FINANCE & ADMINISTRATION: Committee Chairperson Quinones said thanked everyone under Finance and Administration. They have made this a very pleasurable and joyful year for her. That would be Kathy Barney, Patrick DeBlasio, John Riggio, Tony Neibert, Nick Goldsack and their respective staffs. Each and everyone of these individuals and their staffs have conducted themselves as professionals and treated her with respect without regard to partisan politics and that is something she appreciates. The Finance Committee has had a good year. Taxes have been stabilized. With the help of Pat DeBlasio we were able to get discretionary aid to help us in our goal. She looks forward to professionalizing the borough by bringing on our Business Administrator. She wished everyone a Happy New Year and she will continue to serve the people in whatever capacity. 1 FIRE: Committee Chairperson Fazekas said he liked to see that everyone survived Y2K. It's nice to see everyone. There are a lot of things that happened in the Fire Department and he wanted to go over some of them. He thanked the career and volunteer firefighters for an outstanding year. This has been one of the busiest years in the Fire Department's history. They have responded to over 600 calls. JANUARY 2, 2000 RE-ORGANIZATION ~lEEl'ING ROll.. CALL 1999 STANDING COMtlITTEES JANUARY 2, 2000 1999 STANDING COMMITTEES Continued Committee Chairperson Fazekas said there were two major fires. One was Overnight Transportation, that tested our efficiency in fighting large fires. The other one was Ball Glass. It exceeded 10000 and the outside temperature was over 950. These men deserve a great deal of appreciation for their efforts. He thanked them. 1999 marked the year of our new truck. They had a wetdown. The National Fire Protection Association states that a 15 year life expectancy on first line apparatus is expected. He wanted everyone to know that Engine #2, Pierce Arrow 1500 gallon per minute pumper is ready for retirement. He wanted everyone to know this because they will need a new one and it will cost $400,000 to replace it. He thanked the local businesses and the hard work of firefighters in refurbishing Engine #7. Engine #7 is a combined water and foam fire truck, which takes part in county mutual aid, hazmat and fires. He thanked the firefighters for their effort in installing the emergency generator in the West Carteret Fire House. It saved the borough thousands of dollars. It can also be used as a back up for dispatching, in case of an event at headquarters that would prevent them from dispatching. These are some of the events. He spoke of the First Response Program and how it saved a citizen's life and how they used the defribillator. He thanked them. Last year marked the 1" joint effort in a drill at the Fire Academy and he thanked the career and volunteer firefighters and their families. He wished everyone a happy and healthy New Year. PARKS & RECREATION: Committee Chairperson Crilley said they accomplished a great deal this year in parks. The recreation programs have been expanded thanks to the help of Bob Kately and his crew and Beverly Hedesh, who is the Chairperson of the Recreation Commission, and her group. They have put in a lot of time. Equipment was ordered and is being ready to install at Civic Center Park. They are waiting for the library to get done before they install it. Equipment purchased through Community Development will be installed in Chrome Park. We expanded the Senior Citizen Bussing Programs to include different trips to malls, etc. He thanked Daphne Miles and the people at GATX. They have donated quite a bit to the Parks and Recreation Program this year. They put on a Volleyball Tournament for the high school kids. They donated the dug-outs and made donations to different charity funds and softball games. This is mostly due to the efforts of Daphne Miles. GA TX has proven itself to be a good neighbor. His personal accomplishment, that he is very proud of, is bringing in Rural-Metro as the I" Aid Responder for the daily, Monday through Friday time. It was brought to their attention last year that there was a problem in the borough that calls weren't being handled by the 1" Aid Squad. It was a difficult situation. Most of the volunteers worked during the week. We were using quite a few out of town responders, Port Reading and Woodbridge, and different outside agencies. The response time was terrible. They met with the Carteret First Aid Squad and got their blessing to bring in Rural-Metro. They met with Rural-Metro and put together a program that serves the people of Carteret and still doesn't cost them any money. Rural-Metro doesn't charge the people of Carteret. They charge the insurance company. If they don't have insurance there is no fee. They take whatever the insurance company pays. It's a win-win situation for everybody and it is the thing he is most proud of this year. Committee Chairperson Crilley thanked Stan Gutowski and Jim Mancuso for their efforts and time they have put in on the Council. They were tireless workers. They have dedicated many hours to the people of this town. Their services will be sorely missed. He personally thanked them for their work and for working together with them. The town owes them a debt of gratitude. He reported progress. PUBLIC WORKS: Committee Chairperson Mancuso said Teddy Surick, Vic Kazio and Al Biel and their crews for doing a great job. There have been a lot of improvements. He wished the new Councilmembers good luck and thanked everyone in the audience and said he hoped they continue coming to the meetings and being critical. It has been a pleasure of his to be a Councilman. BOARD OF EDUCA nON: Committee Chairperson Crilley said he did not have a report. POLICE: Committee Chairperson Gutowski said he said most of what he had to say at the last Council Meeting. He believes that the Police Department is in a lot better shape than it was a year ago. He thinks the majority of the men feel the same way. The Police Department is moving in the right direction. He hopes who ever takes his place will continue this kind of work and let the guys do their jobs. On a personal note, many might think this is a sad day for him, but it is sort of a happy day. It's a happy day with two new Councilmembers coming on. He wished Janet and Buddy all the luck in the world. He told them the Mayor will need their help, there is a lot of work to be done. It's a happy day for him because he is proud. He is proud to have been able to serve this community for three years and proud of what was accomplished in the three years he has been a Councilmember. He spoke about cutting the sewer fee, fixing sewers, paving streets, the Skate Park and the biggest accomplishment was the Library and Community Center. The town really needed that. He is proud that he was part of that. He was proud to serve with two other Councils besides this one. This Council was especially close to his heart. He is also proud that as Chairman of the Democratic Party, two Democrats were elected and we will continue to elect Democrats. 3 He thanked his girls for their understanding. He is proud of everyone on the Council and the Mayor. He spoke about the vision they had five years ago and all they wanted to accomplish and they have done most of what they wanted to do. He said he was most proud of the Mayor and knows he can provide good leadership. They have been through a lot together. It's nice to know that the Mayor is going to be here for the next three years. On behalf of his family and himself, he wished everyone a happy and healthy new year. He will be joining the audience and watching the Council do their jobs. He thanked them. JANUARY 2, 2000 1999 STANDING COMMITTEES Continued JANUARY 2, 2000 Mayor Failace Mayor Failace said he would like to take this opportunity to thank Councilmembers Gutowski and Mancuso for the dedication, the drive, the energy and the unending effort that they put forth on behalf of the citizens of Carteret. They gave so much of themselves so that Carteret could be a little better place today then when they first became Councilmen. He has been very pri vileged to serve with them. He is sure they will continue in other capacities to strive for an even better Carteret. He thanked them. ADJOURNED SINE DIE There being no further business, the Borough Council of 1999 adjourned Sine Die upon MMS&C, by Councilmembers Gutowski and Fazekas and unanimous affirmati ve vote of the full Council present. OATHES OF OFFICE - Council-Elect Santoro & Sohayda Municipal Clerk Kathleen M. Barney administered the Oath of Office to Councilmembers Buddy Sohayda and Janet Santoro. STATEMENT OF MEETING NOTICE The Clerk stated that on December 28, 1999, in full compliance with the Open Public Meetings Act, a notice of today's meeting was sent to The Home News and Tribune, The Star Ledger and posted on the bulletin board. Notice was also published in both newspapers and posted on the bulletin board on December 30, 1999. INVOCATION Reverend Edmond Shallow of Holy Family Roman Catholic Church gave the Invocation. PRAYER, PLEDGE OF AlLEGIANCE Mayor Failace led the audience in a moment of silent prayer and the pledge of allegiance. 4 Mayor Failace asked for a motion to nominate a Council President. Upon MMS&C, by Councilmembers O'Brien and Crilley, Councilmember Remy Quinones was nominated for the position of Council President. Upon MMS&C, by Councilmembers Santoro and Sohayda, Councilmember Jack Fazekas was nominated for the position of Council President. Mayor Failace directed the Clerk to poll the Council on Councilmember Quinones' nomination. Upon individual roll call vote, Councilmember Crilley, O'Brien and Quinones voted in the affirmative. Councilmembers Fazekas and Sohayda abstained. Councilmember Santoro voted no. No vote was taken on Councilmember Fazekas' nomination. Upon MMS&C, by Councilmembers Fazekas and O'Brien the 2000 Rules of Council were adopted. Upon individual roll call vote, Councilmembers Crilley, Fazekas, O'Brien, Quinones and Sohayda voted in the affirmative. Councilmember Santoro abstained. 2000 RULES OF COUNCIL 5 ON THE FOLLOWING PAGES JANUARY 2, 2000 NOMINATION OF COUNCIL PRESIDENT Councilmember Quinones Nominated Councilmember Fazekas Nominated Vote on Couniclmember Quinones Nomination 2000 ADOPTION OF RULES OF COUNCIL JANUARY 2, 2000 2000 RULES OF COUNCIL 2000 RULES OF THE BOROUGH COUNCIL BOROUGH OF CARTERET ARTICLE I The deliberations of the Council shall be governed by "Robert's Rules of Order" . ARTICLE 11 MAYOR SECTION 1. The Mayor shall preside over the deliberations of the Council and shall conduct the meetings thereof. He/she shall see that the laws of the State and the ordinances of the Borough are faithfully executed and followed. He/she shall recommend to the Council such ordinances, resolutions or actions that he/she shall deem necessary or expedient and in the best interest and the welfare of the Borough. He/she shall maintain peace and good order and have power to suppress all tumultuous assemblies in the Borough. The Mayor shall oversee the daily departmental and agency responsibility of the Borough. In his absence this duty shall be assumed by the Council President. (See R.S. 40:87 et seq. and 40:88-1). SECTION 2. He/she shall, on all occasions preserve the strictest order decorum, and he/she shall cause the removal of all persons who interrupt the orderly proceedings of the Council. SECTION 3. He/she shall decide all questions of order subject to an appeal to the Council. SECTION 4. In the absence of the Mayor, or if he/she is unable to perform his/her duties, the Council President (or, in his/her inability to act, the Councilmember having the longest term as such in consecutive years) shall act as Mayor, as provided by Statute. (See R.S.40:88-3). 6 ARTICLE III BOROUGH CLERK SECTION 1. The Clerk shall perform the duties enjoined upon him/her by revised Statutes of New Jersey and these By-Laws. (See R.S. 40:87-54 et seq.). SECTION 2. He/she shall keep the minutes and ordinance books properly and fully indexed and shall perform all the duties usually devolving upon such officer; and in addition, such other duties or services as the Mayor or Council may direct. SECTION 3. He/she and/or the Deputy or Assistant Clerk shall be the liaison officer between the Civil Service Commission and the Borough of Carteret. ARTICLE IV MEETINGS SECTION 1. The Council shall hold an annual meeting on January First at Twelve O'CLOCK Noon, or, during the first seven days of January in any year (See R.S. 40:88-1). SECTION 2. That at the aforesaid meeting the Council shall fix the time and place for holding regular meetings during the ensuing year, which time and place shall be the first and third Thursday of the month, with the exception of July and August, which time shall be the third Thursday of the month, 7:30 P.M., at the Municipal CourtlPolice Facility, 230 Roosevelt A venue, Carteret, New Jersey. In the event of a holiday the meeting shall be held on the Tuesday of the same week. The public shall receive due notice of the meetings pursuant to the "Open Public Meetings Act". SECTION 3. At the annual meeting, the Council will elect one of its members as Council President to serve for the calendar year. (See R.S. 40:88-2 and 3). 7 SECTION 4. The Mayor shall, when necessary, call special meetings of the Council, in case of his neglect or refusal, and four members of the Council may call such meetings at such time and place in such Borough as they may designate, and in all cases of special meetings reasonable advance notice considered to be of forty-eight hours except in case of emergency shall be given in person to all members of the Council, or left at their place of residence. (See R.S. 40:28-24). JANUARY 2, 2000 2000 RULES OF COUNCIL JANUARY 2, 2000 2000 RULES OF COUNCIL SECTION 5. On the Thursday preceding every regular Council Meeting, the Council shall meet at the Municipal Courtl Police Facility at 7:00 P.M.. This shall be known as the official Agenda Meeting. At this meeting the agenda of that week's regular Council Meeting shall be planned. Resolutions, ordinances or other items of business being proposed by a Standing Committee or member of the Council shall be considered by the whole Council. If the majority of the Council agrees to put the proposal on the agenda for the business meeting, it shall then be turned over to the Borough Attorney to be put in its proper legal form. The Council shall be polled in alphabetic order to determine if any new business will be proposed and the nature of its subject matter. Any business not placed on the agenda shall be out of order and prohibited. Where, however, the majority of the Council present at a regular, special or adjourned meeting of the Council approve the matter not previously listed on the agenda, such matter may then be considered. The public shall receive due notice of the agenda meetings pursuant to the "Open Public Meetings Act". Discussion at the agenda meetings shall be limited to those invited to participate by the Mayor and Council. SECTION 6. A quorum shall be provided by the Revised Statutes of New Jersey, viz.; three Councilmembers and the Mayor, and in the absence of the Mayor, four Councilmembers (See R.S. 40:88-1). SECTION 7. If no quorum be present at any meeting, those assembled shall have the power and are hereby authorized to set a new meeting date, and then adjourn. SECTION 8. The following order of business shall be observed viz.: 1. Call the roll 2. Moment of silent prayer 3. Pledge of Allegiance 4. Approval of minutes 5. Introduction of Ordinances 6. Public Portion on Resolutions 7. Introduction of Resolutions 8. Payment of Bills 9. Presentation of communications, petition, etc. 10. Reports of committees and department heads 11. Greeting of public and invitation of discussion 12. Adjournment SECTION 9. The public shall be afforded the opportunity to speak on the contents of the proposed resolutions. The public shall not be allowed to address the Council while they are taking action on the resolutions. No one may be allowed more than five (5) minutes when addressing the Council. 8 SECTION 10. Reports of committees shall be presented by alphabetic order of the members of Council. SECTION 11. During the last public discussion portion of a Council Meeting, each person recognized by the Chair shall be permitted to discuss matters of public concern at said meeting limiting their speaking to five (5) minutes per person. SECTION 12. The aforesaid order of business at any meeting may be changed by a majority vote of the members of the Council present at such meeting. SECTION 13. Except as otherwise required by the Statutes, or specially provided in the By-Laws, all action of the Council shall be by a majority vote of those present. SECTION 14. Upon demand of one member of the Council, or when ordered by the Mayor, or when directed by Statute, a roll call vote shall be taken and the yeas and nays entered in the minutes of the meeting. ARTICLE V STANDING COMMITTEES 9 SECTION 1. The Mayor shall name all committees with such appointment subject to the concurrence of a majority of the Council. The Mayor shall see that all matters referred to the committees are acted upon and reported promptly. Should a majority of the Council not concur in the appointment by the Mayor of any Councilmembers to any committee, a majority of the members of said Council are hereby empowered to make such appointment. The following Standing Committees of the Council conslstmg of three Councilmembers, with the first named Councilmember to act as Chairperson shall be proposed at the annual Meeting, viz.: 1. Buildings and Grounds 2. Finance and Administration 3. Fire 4. Parks and Recreation/Shade Tree Commission 5. Police 6. Public Works 7. Board of Education Liaison Committee members shall meet and/or consult during the first and fourth weeks of each month as the need arises in order to conduct their respective committee business. They also shall coordinate their common efforts, so as to adhere to requirements of all local Ordinances and Resolutions, as well as purchasing practices and procedures for the benefit of the Borough. Each Councilmember shall be a member of at least one committee, and will be a committee head of at least one committee, as an obligation of his council duties. Failure of a Councilperson to assume these responsibilities may result in appropriate action by the Council as a whole, e.g., withholding of pay and benefits. SECTION 3. In addition to other responsibilities, the Standing Committees shall perform the following functions: 1. DEPARTMENT OF BUILDINGS AND GROUNDS: This committee shall be responsible for the proper maintenance and janitorial service of all Borough owned buildings. 2. FINANCE AND ADMINISTRATION: The primary function of this committee is to assist the Mayor and Council in the preparation of the annual budget to be prepared on or before February 15, of each year as well as providing assistance for the proper coordination of purchasing functions and needs of the departments and agencies which the Standing Committee of the Borough represents. This committee shall be responsible for the personnel and equipment of the offices of the Borough Clerk, Assessor, Collection-Treasurer, Building Inspector, Department of Welfare, Engineer, Auditor and Attorney. In addition, the Chairperson of this Committee shall also serve on the Welfare Board. 3. FIRE: This Committee shall be responsible for the personnel and equipment of the Fire Department, including all fire houses. 10 4. PARKS AND RECREATION/SHADE TREE COMMISSION: This Committee shall be responsible for the personnel and equipment of the parks, playgrounds, senior citizens' transportation and all recreation activities. This Committee shall also be responsible for the implementation and administration of the Shade Tree Program 5. POLICE: This Committee shall be responsible for the personnel and equipment of the Police Department and facility. 6. PUBLIC WORKS: This Committee shall be responsible for the personnel and equipment of the Streets and Roads Department, Municipal Garage Services, Recycling Department, Sewerage Department, including street cleaning and the borough dump. 7. BOARD OF EDUCATION LIAISON: SECTION 4. Standing Committees are appointed to expedite and facilitate the work of the Council, but only within statutory, Borough Ordinance and Rules of Council limits as the entire Council is held responsible for any or all of its acts. SECTION 5. A Standing Committee shall: 1. Plan, study and control within budgetary and statutory limitations; carryon the routine activities for which it has primary responsibility. 2. Perform such acts as may be assigned to it by the Council. 3. Report and make recommendation to the Council regarding its responsibilities and activities. SECTION 6. The Mayor shall not: 1. Make promises or commitments to anyone which directly or by inference bind the Council. 2. Act in such manner or make decisions which set a precedent or violate established Council policy. 3. Expend any money whatsoever, except with the approval of the Council. 11 SECTION 7. Special committees shall be appointed for purposes other than those included in the duties of the Standing Committees by a majority vote of the Council. The Chairperson of each Standing or Special be prepared to report to the Council at each regular principal activities and achievements of his/her SECTION 9. All department heads in charge of Direct Supervision of Borough Employees, shall prepare and submit a monthly report on his/her department activities and achievements and a report on the conduct of his/her employees including sick leave, overtime and attendance. The report is to be submitted to the Department Chairperson and the Clerk for proper filing. ARTICLE VI BILLS. CLAIMS & VOUCHERS SECTION 1. All bills, vouchers, or claims against the Borough shall be in writing and certified by the vendor, fully itemized and on such forms as the Borough shall promulgate for that purpose through the Finance Department. As required by Statute, said forms shall be swom to by the claimant before submission for approval and payment, verifying that the work or materials have been supplied, or services rendered, to the Borough, in accordance with specifications, plans or order. Borough Ordinance #45-1, et seq., sets forth the specific procedures in connection with bills, claims and vouchers, and the requirements thereto. SECTION 2. Pursuant to the Borough's Purchasing Agent Ordinance, Resolution #89-300 and other formerly adopted resolutions of Council and State Statute, no vendor's request for payment, supplies or services rendered shall be honored unless properly completed. No Borough Officer, Official, Agency Head or any other Borough employee, may purchase any article, item, material, service or equipment for use by the Borough, except in accordance with the provisions contained in Borough Ordinance 45-1, et seq. - Purchasing Agent. SECTION 3. The route of purchasing requisitions, purchase orders, vouchers, bills or claims to be paid by the Borough shall be in accordance with the Purchasing Agent Ordinance 45-1, et seq., which shall govern all purchasing within the Borough, and shall be the sole guide, subject to requirements of State Statute. The Finance Department, having confirmed compliance with the provisions of the Purchasing Ordinance, shall refer all verified bills, claims and vouchers recommended for payment to the Council. The Finance Department shall prepare a list of the total amount of the individual vouchers approved by each committee, and subsequently recommend for payment by the Financing Committee, according to budgetary appropriations. The Finance Department shall keep an accurate running total as to any appropriation for payment of any particular account or accounts, or for any particular services or supplies, so as to be available to provide this information readily. The Finance Department shall also maintain costs and/or a voucher trail as to all vouchers which have been paid and shall be paid. Authorization to draw checks and pay the amount of the approved vouchers by the Councilmembers shall be made by formal resolution of the Council, in compliance with applicable State Statute. The Chief Finance Officer may delegate the above duties/functions but in all cases shall be responsible for compliance. 12 SECTION 4. Corresponding vouchers, invoices, or bills shall accompany all checks drawn in payment thereof, when the said checks are presented to the Chief Financial Officer, Mayor and Borough Clerk for original and/or mechanical signatures. SECTION 5. All bills, vouchers, invoices and paychecks shall be filed in a safe place in the Finance Department Office. ARTICLE VII AMENDMENTS SECTION 1. The Mayor and any member of the Council may propose amendments to these By-Laws, at any regular meeting or adjourned regular meeting. SECTION 2. The proposed amendment shall be considered for adoption at the next regular or adjourned regular meeting of the Council, after its introduction. The proposed amendment shall be adopted by a majority vote of the Governing Body present at the meeting and shall become effective immediately ARTICLE VIII ADOPTION AND TERM SECTION 1. The By-Laws shall be adopted by a resolution of Council concurred in by a majority of the Members of Council. The By- Laws shall become effective immediately after adoption and shall remain in effect for no longer than December 31st of the calendar year in which the By-Laws were adopted. ARTICLE IX 13 SECTION 1. Any Borough Employee violating any of these rules shall be subjected to disciplinary proceedings and may be suspended or removed. JANUARY 2, 2000 2000 RULES OF COUNCIL JANUARY 2, 2000 2000 RULES OF COUNCIL ARTICLE X The Borough Engineer, Borough Attorney, Borough Collector- Treasurer, Borough Auditor, Business Administrator and Police Director shall submit the following written reports to the Mayor and to the members of Council: 1. A monthly report summarizing the progress of all matters being handled or worked upon by each. This is a monthly "Progress Report" to be submitted prior to the first meeting of the next month. 2. Project or Case Report - Reports that will give in detail all facts about the projects or cases completed by either or both the Borough Attorney, Borough Engineer, Borough Auditor, Business Administrator and Police Director, to be presented before the meeting next following the completion of the case or project. 3. Special Reports - To deal with any special information the Borough Council may need to be informed on any new case or project of either the Attorney, Engineer, Collector-Treasurer, or Auditor.To be presented as soon as needed and requested by majority vote of Borough Council. 4. Year End Reports - These will summarize work for the year by the Borough Attorney, Borough Engineer, Borough Auditor, Business Administrator and Police Director. They will be presented to the Mayor and Councilrnembers prior to the first regular meeting of the Council in the next succeeding year. They will serve to acquaint new officials with prior and continuing activities of the Borough Attorney, Borough Auditor, Borough Engineer, Business Administrator and Police Director. 14 RESOLUTION #00-1 entitled "DESIGNATING OFFICIAL TO ISSUE CERTIFICATES AS TO LIABILITY FOR ASSESSMENTS FOR MUNICIPAL IMPROVEMENTS" was introduced and moved for adoption by Councilmembers O'Brien and Crilley. He looks forward to working in the Parks Department this year with the Recreation Committee and expanding the programs that have already been started. Hopefully, they will add new programs. He has been looking to coordinate a Senior Youth Program. Coordinating the two organizations together. Either a work program or reading program. He looks forward to continuing the progress and is very proud of where the borough is today and where it was when he came on two years ago. He feels there has been great progress and he believes they are in better shape now than what they were. We are becoming a community we can be proud of. The Council is responsive to the needs of the people. When people call or have complaints they do get response from the Council. He believes they have done great things in town and they will achieve the goal of the Mayor to make this a community that everybody can be proud of. He thanked his family for their support over the two years that he has been here. The biggest drain being on the Council is on your farnily. That's for any political office. Without their support he couldn't continue to be here. 21 Councilmember Jack Fazekas thanked the Council members and wished them a lot of luck. In terms of the Fire Department, they will be a strong voice in town and will have special programs. There was a lot of work with Y2K this year and it was hard to implement anything else. This year there will be a new and improved computer and telephone systems. That is what he wants to work towards this year. He thanked everyone that made last year possible and looks forward to everyone working together this year. Planning Board COUNCIL REMARKS JANUARY 2, 2000 COUNCIL REMARKS Ccntinued Councilmember James 0 Brien thanked Stan and Jim for a lot of the hard work they put in over the past few years. He welcomed the new Councilmembers to the Council. He said it was a lot of hard work but , it was also a pleasure to serve. The budget they are looking at is going to be tight. They will try to continue stabilize the taxes. He wished everyone a happy, healthy and blessed New Year. Councilmember Remy Quinones thanked everyone for being here and she wanted to acknowledge Assemblyman John Wisniewski and Senator Joseph Vitale presence and thanked them for being here. She expressed her sincere gratitude to her colleagues for their support in electing her Council President. It's an honor that she knows will bring many challenges and a responsibility that she accepts with a great deal of pride. She fully intends to carry out, with the same level of dedication as her predecessor. Over the course of the last few weeks she has given this day a lot of thought and she has mixed emotions. She felt the departure of Stan Gutowski and Jimmy Mancuso would leave a void on this Council. After giving it some further thought, she finds that her focus has been misplaced. The reality is no one can take away the fact that they have served this community with a great deal of dedication and commitment. She would only expect that the two new Council people, Janet and Buddy, would give of themselves in the same manner and to the same extent as they have. Ultimately, we have all been elected to serve the people and that is why we are here. She views her roll as Council President, not only to guide the Council in fulfilling that goal of carrying out their service to the community, but also in seeing through some of the objectives that have been established by the Mayor. When she took her Oath of Office, with him, she remembered him saying that he wanted to lead this town into the millenium with dignity, respect and with grace. She thinks he has done that and will continue to do that. She will certainly make it her priority to focus the Council so they do not depart from that goal. She thanked them. Councilmember Janet Santoro said she would like to take this opportunity to thank the voters who selected her as one of their candidates in the June Primary to represent the Democratic line in November. She thanks those voters who have selected her as one of their Councilmembers. They are all elected to do what is right for Carteret. She fully intends to always make her decisions on what is right for Carteret. She also intends to work with each and every member of this Council, along with the Mayor and hopes that they will also reach out and cooperate with her. She has extended her welcome to each and everyone of them. She is looking forward to hearing from them, so that at the next meeting she will know what will be put before her, before she votes on it. She thanked them. Councilmember Buddy Sohayda acknowledged Senator Joe Vitale in the audience. He thanked the people for voting for them and giving him the opportunity to sit here. With faith in God and faith in himself, he asked his family to put up with him for the next three years. He thanked Father Ed Shallow for doing the invocation today. He asked nothing more of the people than to just hang in there. He hopes to keep the mistakes to a minimum and the future moving onward and upward in the year 2000. 22 Mayor Failace thanked Father Ed for being here today and doing the invocation. He also thanked Senator Vitale and Assemblyman Wisniewski for being here. Mayor Failace said he can best describe 1999 by quoting one of his favorite books "A Tale of Two Cities" by Charles Dickens. "It was the best of times, it was the worst of times." In the worst of times we had the passing of former Mayor Mike Toth. We had the tragic and untimely death of former Mayor Peter Sica, in a construction accident, which we are still reeling from. Personally, he had the passing of his father in January. We had six water main breaks. The first was on January 2nd, the day after he was sworn in, at Roosevelt and Carteret A venues and the last on December 31 ,t on Roosevelt Avenue and the turnpike. The loss of electricity in parts of town twice. We had two large fires. We had Hurricane Floyd whose torrential downpours caused flooding and forced some of our citizens to be evacuated. We were fined $50,000 by the DEP because as we fixed our sewers we reported the problems we found to them. Instead of helping us, they fined us. Not very productive. He said he didn't think he would have the engineers tell them the truth again. On December 31" we had a tractor trailer get lost, drive down Louis Street and into the pond in the park. He thanked the Police, Bob Kately and B&L Tire for their quick response, because of it we averted an environmental disaster in our park. In his speech on January 1'" 1999 when he got swom in as Mayor, he said that one of his goals was to change the image of Carteret. To make Carteret a jewel in Middlesex County, which brings me to the best of times, for those changes have begun. Our engineers have put together a comprehensive program for repaving our streets. They have applied for and received grants for every street that was paved. Not one newly paved street in Carteret cost the taxpayer a single penny. As we pave the streets, we cut curbs at each corner so that we are ADA compliant and all of Carteret will be accessible to those with disabilities. As you well know, we have begun to address our problems with our antiquated sewer system. In 1999 we spent well over $1,000,000 to correct some of those problems, to go with the $1,000,000 we spent in 1998 and we still have eight to ten million dollars to go. If you have read the newspaper in the last month you know that I am trying to be creative in solving these problems. He is looking at privatizing our sewer system. He is not looking to eliminate jobs. If we went that route, all of our workers in the sewer department would still be retained. He is not sure of what the outcome will be, but he knows that he has an obligation to look at his and see if its feasible. If we up here are not creative, if we do not go out and search for that free money, than they are doing the citizens a great disservice. 23 As head of finance as a Councilman, he knew that coming into 1999 it was not going to be easy to continue the property tax stability that we had enjoyed in the prior two years. With a lot of hard work by last year's Goveming Body and our CFO Patrick DeBlasio, we were able to continue that stability. He has already begun his letter writing campaign to our Congressman, our Senator, our Assembly people and our Governor, asking that Carteret finally get its fair share. JANUARY 2, 2000 MAYOR 1 S ~lESSAGE FOR 2000 JANUARY 2, 2000 MAYOR'S MESSAGE FOR 2000 Ccntinued In 1998 we got zero in discretionary aid. They said we were solvent. They basically said they know we have problems, but we are handling them well. So they gave the money to those that weren't as fiscally prudent and efficient as we are. That philosophy is completely counter productive. The state should be rewarding those doing a good job. Last year, with the help of our legislators, we got $300,000 in aid. He thanked them for that, but this year he would like a million. In 1999, with the aid of our good friend, Senator Joe Vitale, Carteret became the pilot program for NJ KID CARE, a healthcare program for children. Hopefully, before the year 2001 comes in every child in Carteret will have healthcare coverage. That would be something wonderful, for no child should go without it. There are three projects going on at both entrances of town. We have the town houses being built across from Columbus School. Right down the road from that, between the municipal garage and the police station, we have another housing project. 84 Senior units and 25 single family homes. No in lieu of taxes, no tax abatements. Those two projects will bring in approximately $300,000 in taxes. We still have the Belle Mead project by the Turnpike. Its moving slowly, but it is moving. If they don't want to continue, we have three or four developers ready to go. These three projects will change the image of Carteret immediately to those coming into our town from either end. In 1999 we began to redo all our ball fields, including Chrome Park, and played our first baseball and softball games there. The residents loved it and the children loved it. It became one of our best fields. He thanked Bob Kately, Ted Surick and the workers for all the hard work they did in getting those fields redone. They were in great playing condition and they will continue that work in 2000. In 1999, Carteret became computer literate. We got all new computers, fiber optics, an upgraded website, Y2K compliant, E-mail, AOL, a new system in the Police Department and God only knows what else. He can only thank one person for that, Councilman Jack Fazekas. He has put so much time and effort into this. He doesn't know who else could have done it. Because of him, Carteret has taken a quantum leap into the next millenium and in doing so, has saved us thousands and thousands of dollars. Not onl y that, just the time Jack put in, his own time. If we had to get someone it would have cost us tens of thousands of dollars. With that said, they should know he still doesn't have a printer. He hopes that's in the plans for 2000. In 1999, we saw the hiring of a new Director of Police, Chris Elg and it has worked out just splendidly. Our Police Department is becoming more pro-active instead of reactive. The overtime in 1999 was slashed over $200,000. He expects more and better in 2000. We also hired a new Business Administrator in 1999, Nick Goldsack. He has been working diligently on restructuring the Borough so that we might be more cost effective and in tune with the needs of the citizens. He looks forward to these changes. 24 Lastly, the real new jewel in Carteret, our new library and community center. This is a dream that has been 30 years in the making and your Governing Body last year, made it a reality. It will house over 50,000 books and have over 20 computers in the adult and children's sections. It will be totally state of the art. We didn't just build a library and community center, we created a concept. With the green that we will build this year, outside of the library with the UEZ funds, we will be giving the citizens a town center. Something to be proud of. Woodbridge has a Main Street, Rahway has a Main Street, Bayonne has a Main Street, everybody else has a Main Street. Carteret has nothing. Now we will have a place to gather, a place to celebrate. A place to come and just shoot the breeze and pass some time. Ladies and Gentlemen, this is just the beginning. We will be refurbishing the photography shop into our new health building. Hopefully, with all free money. We will be able to run all our clinics and other services right here in town. Our citizens won't have to leave Carteret. He wants to either refurbish or build a new borough hall. The old one is crumbling and we are throwing good money after bad. He would love to put a youth center where Bethlen Hall is. He has plenty of good ideas, but no money. That's what he has Nick Goldsack, our Business Administrator and John Riggio the head of Community Development for. He gets the ideas, they find the money. John has done a great job of that so far. He cautions this Council. 1999 was a great start, but they have a lot more work to do. It's going to get harder, not easier. Those that have been here with him know what he expects of them. The new Councilmembers will learn that with him its Carteret first and forever. They have begun their trek into the new millenium, truly focused on the future. He wished everyone a happy and healthy New Year, and as his Dad always said, "Many more in good health."
