MEDINA CITY COUNCIL MEETING MINUTES OF AUGUST 19, 2008
The City Council of Medina, Minnesota met in special session on August 19, 2008 at
6:03 p.m. in the Medina City Hall.
I. Call to Order
Members present: Weir, Cavanaugh (present at 10:22 p.m.), Smith, Crosby, Johnson
Members absent:
Also present: City Administrator Chad M. Adams (present at 10:22 p.m.) and
Finance Director Jeanne Day (adjourned at 6:56 p.m.).
II. 2009 Budget Work Session
Day provided an overview of the street assessment policy information in the packet.
Discussion was held on philosophy of using street assessment versus market value as
basis for equitable funding of future road improvement needs. Discussion continued on
type of roads (collector versus local roads) and type of road improvement (reconstruct,
new road, and mill and overlay) to potentially assess.
Discussion was held on raising the tax levy closer to the levy cap to generate more
revenue for road improvements and/or using bonds for road funding needs.
The meeting was recessed at 6:56 p.m. The meeting was reconvened at 10:22 p.m.
The Council discussed different formulas for creating a street assessment policy.
Discussion continued on the philosophical approach to generating revenue for roads
based on market value versus street assessments and the fairness on different parcels in
the City including commercial/industrial properties.
The Council directed staff to prepare an alternative tax levy for the September 2, 2008
Council meeting discussion.
III. Adjournment
The meeting was adjourned at 10:57 p.m.
