In addition if anyone else intends to either video or audio tape this meeting they are required to inform the chair." Also present: Ellen St.Sure,Pat Hughes,Jillian Douglass,Charles Sumner,Ellen Bearse,and Chris Miller Absent: Martin Kamark,Jeanne Boehm,and Dion Dugan Chair Carr called the meeting to order at 4:33 pm AGENDA 1. Adjournment 1. Approval of minutes 01/08/14 Motion made by Don Arthur to approve the minutes of January 8, 2014 as written. Rolland Bassett seconded. VOTE: 6-0-0 2. Treasurer's Report including revised application form-Don Arthur Don Arthur gave the Treasurer's report. There was an explanation of the minimum state contribution for CPC funds and a revised Treasurer's report will be distributed at the next meeting. Don Arthur reviewed CPC Minutes 02/05/2014 Page 1 of 4 the proposed request for professional expenses application and the proposed policy language for requesting professional expenses. These forms will be available over the Internet. Motion made by Rolland Bassett to approve the professional expense application and the proposed language as presented. Paul Ruchinskas seconded. VOTE: 6-0-0 There was a review of the regular application and additions, corrections, and revisions were made. Don Arthur will send out the revised form when complete. Motion made by Rolland Bassett to approve the revisions made to the regular application. Paul Ruchinskas seconded. VOTE: 6-0-0 3. Open Space Viprino Application Vote —Elizabeth Taylor There was a brief discussion regarding the Viprino Open Space Application that was distributed at a previous meeting. Motion made by Rolland Bassett to approve the Viprino Open Space Application as presented. Don Arthur seconded. VOTE: 6-0-0 4. Brewster Baptist Church Application—David A.Hill David A. Hill made a presentation on the Brewster Baptist Church application that involves renovating the front of the church facing Route 6A. The Old Kings Highway and the Brewster Historical Commissions have both approved the project. Funds will be used to replace the steeple that has been damaged by powder post beetles, replace some clapboards and trim, and to do some drainage work. The original CPC application was sent to the Brewster Historical Commission and they originally objected to some of the man-made materials but these areas will be painted over The original architecture of the steeple is on an addition to the building and so will not be exactly as it was in the 1800's. The Historical Commission voted 3 to 1 for the project in the amount requested of the CPC. The total project cost is for $400,000 and the CPC request is for $200,000. The church is in the Old Kings Highway Historic District. The church was constructed in 1860 and the addition was added in 1911 and this is where the steeple is located. The tower was built to support the steeple and has been damaged by powder post beetles and there is lead paint on this structure that needs to be properly handled. Ellen St. Sure raised an objection to this project as she feels that preservation funds should not be used should the entity be able to fund the entire project itself She would like to request the church clarify if they are able to pay for this project themselves. Ms. St. Sure also has some issues with the design. Mr. Hill stated that the church does have adequate reserves that would be able to pay for this project, but that they need to keep those reserves so they will not be running at a deficit in the future. Mr. Carr reviewed some previous projects and the amounts that were awarded to other churches. Rev. Doug Scalise spoke and referred to a recent newspaper article in the Cape Cod Times where many churches on the Cape have received these grant funds. Over the last decade, the Brewster Baptist Church has used its funds to help the people in town and he prefers to use these funds to continue helping people instead of using these funds to repair the church. Elliott Carr supported the project but for less money. Paul Ruchinskas moved to reduce the amount to $100,000, but there was no second. It was confirmed that the CPC monies would not be used for landscaping but for restoration of the steeple. Upon approval by the CPC,the project will need to go to town meeting. Motion made by Don Arthur to approve the Brewster Baptist Church application for $200,000. Roland Bassett seconded. VOTE: 4-1-1 CPC Minutes 02/05/2014 Page 2 of 4 5. Recreational Application Ellen Bearse Ms. Bearse distributed the Recreation Department application requesting CPC funds for repairs of fencing at multiple locations, the repair of various structures, as well as some irrigation repairs. The total proposed project cost is approximately $90,000 with $62,000 for these repairs from the CPC. These projects have been on capital budgets and are now necessary due to deferred maintenance. The DPW has money in their budget for fertilizer and repairs, but sometimes these funds need to be used somewhere else. There was a discussion on where Recreation Department maintenance should be funded. This request for CPC funds are for repairs and restoration of recreation areas so it was recommended that this project be approved. It was the consensus of the CPC that the maintenance of the recreation fields should be a Recreation expense. For the last 5 years, the fields have not been maintained and if they are not repaired, they will be unsafe and need to be closed. The Recreation Department is taking money from their revolving account, but they need additional funds to make the proper repairs to the fields. There was discussion that this is a capital project and CPC funds are allowed for this purpose. This is a capital project because money is not appropriated every year for proper maintenance. This project is for fencing and the building of structures and any amount over $10,000 is a capital project. It was decided to postpone a decision until there is more time to review the application and will be placed on the next agenda. 6. Application for down payment affordable housing request—Jillian Douglass Jillian Douglass, Assistant Town Administrator distributed the CPA affordable-Housing-Price Buy-Down Buyer-Assistance Program Agreement of Release of Community Preservation Act Funds. This housing will have a deed restriction tied to median income. Ryan Burch is the applicant, works for the Town of Brewster, and he is requesting the full buy down amount to purchase a HOP home. The maximum resale price for this Belmont Park house is $215,400. The money requested makes up the difference between the cost of the home and what Ryan Burch qualifies for a mortgage. Motion made by Roland Bassett to approve the CPA Affordable-Housing Price Buy-Down Buyer- Assistance Program grant for Ryan D.Burch for$30,000. Elizabeth Taylor seconded. VOTE: 6-0-0 7. Review of procedures for professional and administrative expenses—Elliott Carr See Agenda item#2. This was done under the Treasurer's Report. 8. Professional Services Request—Jillian Douglass This Professional Service request is to determine access to the Agassiz parcel to obtain an appraisal for a right of way. There was discussion on the problems with this Agassiz parcel and potential steps necessary to clear the title of this parcel to be used for affordable housing once cleared. Paul Ruchinskas will be the liaison for this project. Motion made by Rolland Bassett to release for professional services up to $5,000 to pursue access to the Agazzis parcel. Elizabeth Taylor seconded. VOTE: 5-0-0 9. Possible Discussion of Historical Society Project—Sally Gunning Sally Gunning stated that the Historical Society would like to purchase the Captain Eliza Cobb House located on Lower Road and use it as a museum. As the town of Brewster is touted as the Sea Captains town, the Historical Society would now have this beautiful piece of property and a Sea Captain House that would be open to the public. The asking price is $640,000 with a total proposed budget of$700,000 to include security and HVAC. The Historical Society is eligible for funds from the two state grants, the Cultural Center and the Massachusetts Historical Commission. The Historical Society is requesting CPC Minutes 02/05/2014 Page 3 of 4 $350,000 of CPC funds to purchase this house and with the other grant funds will have $556,000 towards this project. If the CPC awards this money, the Historical Society would need to file these other grant applications by March 15, 2014. There was discussion on the use of the building. The Historical Society would like to use a room or two for their archives and the rest of the house would be accessible to the public as a museum housing their collections. A CPC application for funds should be completed before the February 19,2014 Historic Commission meeting. Final approval will need to be given at town meeting. Motion made by Don Arthur to refer this to the Historical Commission where it is posted for February 19 and then will come back to the next CPC meeting. Paul Ruchinskas seconded. VOTE: 6-0-0 10. Topics the Chair did not reasonably anticipate None. 11. Scheduling of next meeting The next meeting will be Wednesday,February 26, 2014 at 4:30 pm 12. Executive Session: The purpose for the Executive Session is Section 21 (a) 6- "To consider the purchase, exchange, lease or value of real property if the chair declares that an open meeting may have a detrimental effect on the negotiating position of the public body." Motion made by Chair Elliott Carr for considering the purchase of real property and the chair declares that an open meeting may have a detrimental effect on the negotiating position of the public body and that the Committee will return to open session following the Executive Session.
