In addition if anyone else intends to either video or audio tape this meeting they are required to inform the chair." Present: William Klein,Don Arthur, Elizabeth Taylor, Elliott Carr, Roland Bassett, and Paul Ruchinskas. Also present: Ellen Bearse, Sally Gunning, Steve Jones, and Peter Absent: Martin Kamark,Jeanne Boehm, and Dion Dugan Chair Carr called the meeting to order at 4:30 pm AGENDA 1. Approval of minutes 02/05/2014 Motion made by Paul Ruchinskas to approve the minutes of February 5, 2014 as presented. Elizabeth Taylor seconded. VOTE: 5-0-0 (one member arrived following the vote) Community Preservation Committee Minutes March 4, 2014 Page 1 of 4 } Approval of Executive Session Minutes 10/2/2013 and 2/5/2014 Motion made by Roland Bassett to approve the Executive Session Minutes of October 2,2013 and February 5,2014 as presented. Don Arthur seconded. VOTE: 6-0-0 Elizabeth Taylor restated the vote originally taken in Executive Session of the expenditure of$25,000 from the CPC Professional Services Account for open space and an additional$25,000 donated by the Brewster Conservation Trust towards professional services rendered in connection with clearing the title of the Copelas,Freeman's Way property including title research,survey and genealogical services. Rolland Bassett seconded. VOTE: 6-0-0 3. Treasurer's Report- Don Arthur There was no Treasurer's Report. 4. Discussion of Historical Society Project—Sally Gunning Sally Gunning and Steve Jones made a presentation on the application for purchase of the Cobb House. The monies will be used to purchase and make some interior alterations inside the house to return the house to the era in which it was built. The Brewster Historical Society is requesting $350,000 towards this purchase and should the CPC allow for this grant and it is approved at town meeting, the purchase would take place in July after all monies for the purchase have been secured. Two state grants have been applied for that will require matching funds. Pledged to date is $35,560 in private funds and two grants previously given to the Brewster Historical Society for $32,000 that have been allowed to be repurposed for this purchase. The Historical Society would also like a letter from the CPC stating that they are in support of the project so that they may submit it with their state grants. There also may be a zoning change request that will need to be approved. The CPC request is a little less than half of the required funds. The maximum from the Cultural Facilities grant will match 50% of the local contribution and the Preservation Projects Foundation attached to MA Historical will max out at$100,000. That brings the Historical Society up to $585,000 and about another $100,000 or so will need to be raised. Cape Cod Five may provide $15,000 however the Historical Society will not know about this $15,000 until April. Both of the state- grant authorities are comfortable with the timeline of the money not being available until after town meeting on May 5, 2014. The property is not currently under agreement as the owner has passed away. The family has not responded to the Historical Society's offer. This will be resolved by town meeting and the article can be pulled if necessary. Earlier negotiations with the family/owner did not want to wait a long time to see if the funding was available. The situation of the death of the owner creates delay for the family. All of the grant monies will be available in July and the state money will be available in June. July 15th is the proposed closing date, but there is no signed purchase and sales agreement right now. If the funds need to be available before July 1, this can be pulled out and placed on the special town meeting article to allow that the monies be available earlier. It was agreed that this may be the way to go. There was discussion on what would happen if all monies were not raised and the museum was unable to be housed in the house. The Historical Society may have other areas of monies that can be tapped if needed. If the sale does not go through, the CPC monies will not be available. There would be a time limit of 2 years for the sale to be completed and conditions need to be placed on this project. Following discussion,this motion was amended. Motion was made to move the amended motion by Rolland Bassett. Don Arthur seconded. VOTE: 6-0-0 Amended motion made by Don Arthur to approve the Historical Society Project funding for$350,000 contingent on the purchase of the Cobb House for housing the Historical Society museum only. Rolland Bassett seconded. VOTE:, 6-0-0 5. Recreation Application—Ellen Bearse Ellen Bearse gave a brief review of her Recreation Application and her request for $62,000 for CPC funds. The $25,000 for field repair will come from the Recreation Department Revolving Account and the DPW budget due to the work needing to be done before July 1. Motion made by Rolland Bassett to approve the Recreation project proposal for $62,000 for restoration of backstops and other structures. Don Arthur seconded. VOTE: 6-0-0 CPC Professional Services Request$1,500 VOTE—Elizabeth Taylor Elizabeth Taylor will be the liaison to the Copelas project and made a request for funding a baseline property report that the State is requiring. Mark Robinson will do the work Motion',made by Roland Bassett to approve professional services request in the amount of $1,500 for the Copelas property. Don Arthur seconded. VOTE: 6-0-0 CPC Professional Services Request for$5,760 VOTE—Jillian Douglass Motion made by Roland Bassett to approve the professional services request previously submitted on the Agazzi property for$5,760. Elizabeth Taylor seconded. VOTE: 6-0-0 8. Review of Town Meeting Articles—Elizabeth Taylor Elizabeth Taylor reviewed the Town Meeting summaries for the Brewster Baptist Church, the Recreation Department funding and then for the purchase of the Viprino property located in the Punkhom. A summary will need to be done for the Brewster Historical Society and will be brought to next meeting. Community Preservation Committee Minutes March 4, 2014 Page 3 of 4 9. Brewster Woods Update—Paul Ruchinskas Paul Ruchinskas gave an update on the Brewster Woods project. Due to a change in leadership at the Brewster Housing Authority, deadlines have been missed for state funding. Much more still needs to be done. Due to the procurement process, it is hoped that MA Housing Partnership will help with requests for proposals for a developer. They look forward to perhaps being ready for the next round of funding in January. 10. Topics the Chair did not reasonably anticipate Motion''made by Elizabeth Taylor to approve the payment of 2014 CPC Coalition Dues of$3,500. Rolland Bassett seconded. VOTE: 6-0-0 Don Arthur informed the CPC that this is his last meeting. The Historic Committee may rotate the position to the CPC. It was the consensus of the CPC committee that a dedicated person would be important. 11. Scheduling of next meeting The next meeting is scheduled for the fourth Wednesday in March and second Wednesday in April. 12. Adjournment Motion made by Rolland Bassett to adjourn at 5:26 pm.
